The above level-of-service notwithstanding,development in the City shall be
governed by additional terms and conditions speed to by the City dSouth Miami
and the Florida Department of Community Affairs(DCA). These terms and
conditions are agreed to by the City and incorporated as part of this plan in order
to facilitate a finding by the DCA that this Comprehensive Plan is in compliance
with Florida law and the Florida Administrative Code. The additional terms
and conditions agreed to by the City are as follows

The City of South Miami views these standards as more restrictive than desirable o)

likely to win approval from the Florida Department of Community Affairs. The
City believes more permissive standards are in order for the following reasons:
