PURSUANT TO FLA STAT. 266.0105, THE CITY HEREBY ADVISES THE PUBLIC THAT IF A
PERSON DECIDES TO APPEAL ANY DECISION MADE BY THIS BOARD, AGENCY OR COMMISSION
WITH RESPECT TO ANY MATTER CONSIDERED AT ITS MEETING OR HEARING, HE OR SHE WILL
NEED A RECORD OF THE PROCEEDINGS, AND THAT FOR SUCH PURPOSE, AFFECTED PERSON MAY
NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE WHICH RECORD
INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED. THIS

COMMITTEES AND THE CITY COMMISSION, TO FILL OUT THE APPROPRIATE FORM AND FILE IT

ORDINANCE NO.
AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
SOUTH MIAMI, FLORIDA, FIXING THE MILLAGE AT 6.801 WHICH
EXCEEDS THE ROLLED BACK RATE BY 13.81% AND RESULTING IN A
PROPERTY TAX INCREASE OF 5.16% IN THE CITY OF SOUTH MIAMI,
FLORIDA, FOR THE CALENDAR YEAR 1994/95.
WHEREAS, pursuant to Section 200.065, Florida Statutes, tax
assessments for all real property within their jurisdiction of the
City of South Miami for the calendar year 1994/95 has been made by
the property appraiser for Dade County; and
WHEREAS, pursuant to the above -cited statutory provision, the
Mayor and City Commission are required to adopt a tentative and
thereafter a final millage rate of the taxing jurisdiction of the
City of South Miami.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. There shall be and hereby is levied upon real
property in the City of South Miami, Florida, a tax of 6.801
mills on the dollar for the calendar year 1994/95 for the operation
expenses of the government of the City of the fiscal year beginning
October 1, 1994, and ending September 30, 1995. This millage rate
exceeds the rolled back rate by 13.81% and this will result in a
property tax increase of 5.16% .
Section 2. This ordinance shall take effect on October 1,
1994.

AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
SOUTH MIAMI, FLORIDA, ADOPTING A BUDGET OF $8,582,520.
AND PAY PLAN FOR THE 1994/95 FISCAL YEAR.
WHEREAS, the City Manager has submitted a proposed budget
together with a budget message and supporting schedule including a
pay plan; and
WHEREAS, pursuant to Chapter 200, Florida Statutes, the Mayor
and City Commission are required to adopt a tentative and
thereafter a final budget for the City.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The Budget for the fiscal year, as submitted by
the City Manager, including the pay plan, attached hereto as
Exhibit 1 in an amount of $8,582,520. be and the same is hereby
approved.
Section 2. This ordinance shall take effect on October 1,
1994.

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
SOUTH MIAMI, FLORIDA, DIRECTING THE CITY MANAGER TO RETAIN AN
OUTSIDE FIRM, NOT CURRENTLY EMPLOYED BY THE CITY OF SOUTH
MIAMI OR HIRED FOR THE FORTHCOMING FISCAL YEAR, TO REVIEW THE
FLOW OF PAPER WORK AND ASSIGNED TASKS OF EACH PERSON WITH
RESPECT TO A PARTICULAR RESPONSIBILITY; TO MAKE
RECOMMENDATIONS FOR CHANGES THAT WOULD IMPROVE EFFICIENCY,
PRODUCTIVITY, AND INTERNAL CONTROL OF THE OPERATION SYSTEM;
CONSIDER THE NEED, IF ANY, TO ACQUIRE OR UPGRADE EQUIPMENT;
ASSESS NEEDED TOOLS FOR EFFICIENCY AND TO SUGGEST WAYS TO

WHEREAS, it is the desire of the Mayor and Commission to have
the departments of the City to work at optimum capacity and
efficiency while maintaining budgetary control;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The Mayor and City Commission hereby direct the
City Manager to retain an outside firm, not currently employed by
the City of South Miami, or hired for the forthcoming fiscal year,
to review the flow of paper work and assigned tasks of each person
with respect to a particular responsibility; to make
recommendations for changes that would improve efficiency,
productivity and internal control of the operation system; consider
the need, if any, to acquire of upgrade equipment; access needed
tools for efficiency and to suggest ways to build an internal
control mechanism; also to more accurately identify the exact
budgetary amount needed for a given department.
