CITY OF SOUTH MIAMI INTER- OFFICE MEMORANDUM To: Mayor d Commission From: L. Dennis Whitt Date: May 3, 1997 Subject: Agenda Item # 4V Commission Meeting May 3, 1997 OCED Contract Extension Architectural Design Consortium, the company selected to complete design of the Multipurpose Center is prepared to present the footprint and elevation at the May 6th Commission meeting. This presentation will provide the initial proposal for the center and allow additional comment and input in preparation for final drawings. M. C. Harry, selected to prepare drawings and assist in the selection of the contractor for the Traffic Calming Project on SW 64th Street has completed the design and are prepared to move forward on the project. The contract extension will allow the use of previously awarded OCED funds for these projects. It should be noted that ADC has prepared elevations of the entire building, which is beyond the scope of the RFP, providing a considerable amount of in -kind service to the City. The RFP called for complete drawings of phase one of the center which was projected to be built in three phases. Both the Multipurpose Center and the Traffic Calming Project have been ruled new construction and must complete this procedure. DERM was contacted for direction in this matter and was helpful in providing both guidelines and a list of companies that have met their criteria as well as displayed the necessary expertise to complete this activity. Following DERM guidelines and the Metro resolution, a total of eight companies were contacted to provide a quote for this service, attached are the responses. Environmental Site Assessments, Inc. provided the most reasonable quote of those companies responding and is subsequently being recommended to complete the activity. Note that the audit must be completed and reviewed by OCED staff prior to any other activity at these sites where OCED funds are involved. RESOLUTION NO. WHEREAS, on January 21, 1997, the City Commission authorized the City Administration to prepare an initial, draft budget and implementation plan for the City's third charrette activity for an area tentatively known as the "Snapper Creek Study Area;" and, WHEREAS, the City Administration has prepared a draft budget and implementation plan for the charrette activity, which plan is attached hereto and entitled "The Snapper Creek Charrette;" and, WHEREAS, direction, guidance and administration of charrette activities has been previously performed by a steering committee comprised of area leaders, citizens, and interested persons; and, WHEREAS, the City Commission finds that it is in the public interest to appoint a steering committee to oversee the City's third charrette activity and to provide citizen leadership. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA: Section 1. There is hereby established a Charrette Steering Committee, comprised of seven volunteers who shall serve without compensation and serve at the will of the City Commission. Section 2. The initial members of this Committee shall be: and a quorum shall consist of any three members; quorum shall be required to hold any committee meeting. The duties of this Committee shall be to: 1) offer direction and leadership for all activities, 2) prepare a final budget for Commission approval., 3) prepare and implement a final plan of action, and 4) oversee implementation of all charrette activities. Section 4. The Committee's commission shall expire in 270 days from the adoption date of this resolution [Mon. 12/15/971. Section 5. As of April 9, 1997, the Mayor shall serve as the City Commission liaison to the Committee as a non - voting member. Section 6. This resolution shall take effect immediately upon approval.
