E. Briefly describe the physical characteristics of the project. Include land resources, vegetation, fish
and wildlife, historical, archaeological resources, previous land usage and transportation access
as well zs other pertinent information.
The City of South Miami is a highly urbanized, land- locked city, almost completely built
out. Few natural areas remain since most of the land area of the" City was filled in or
altered. Murray Park, the site of this project, contains no fish, wildlife, historical or
archaeological resources; the park is located just a few blocks from US -1, making it easily
accessible. The purpose of this application is to seek funding for the construction and
renovation of several elements of the existing Park. Specifically, if funding permits, the
Park will contain a tennis court, swimming pool, basketball court, and playground
equipment. The park is envisioned as an important step in reducing crime involvement
among youths and fostering a sense of community pride and identity amid all of the City's
residents.

Implementing the Florida Outdoor Recreation Plan
Creation of a tennis court, swimming pool, playground, and basketball court will address
several of the goals and "policies most directly affecting the State's outdoor recreation
programming efforts" described in Chapter 9 of the 1994 version of Outdoor Recreation in
Florida (page 9.1). What follows is a list of specific goals and policies that are affected by the
proposed project, each followed by an explanation of how this project satisfies those goals and
policies.
• "Acquire, retain, manage, and inventory public lands to provide recreation, conservation, and
related public benefits" (9.1)/ "Acquire and manage public lands to offer visitors and
residents increased outdoor recreation experiences" (9.2).
The basis of this project is to house additional recreation facilities in order to provide the
area's residents with recreation, open space, and other benefits. Under the leadership of the
City's present Parks & Recreation Department, the City will "manage" and maintain the land
for recreational use.
• "Expand state and local efforts to provide recreational opportunities to urban areas, including
the development of activity -based parks" (9.1)/ "Encourage the use of public and private
financial and other resources for the development of recreational opportunities at the state
and local levels" (9.1).
Hopefully, at least part of the funding for this project will come from the FRDAP. The City
has also received funding from Miami -Dade County's Community Development Block Grant
Program for this purpose, as well as from Miami -Dade County's Safe Neighborhood Parks
cl Program. City funds have also been allocated to expand the facilities at Murray Park. In this
way, federal, state, county and city efforts can be combined in order to provide this "activity-
based park" and more recreational opportunities to South Miami residents.
• "Enhance the liveability and character of urban areas through the encouragement of an
attractive and functional mix of living, working, shopping, and recreational activities" (9.1).
Creation of this park project will add to the existing mix of living, working and shopping
activities in the South Miami area. The City currently has no swimming pool or tennis court
available to its residents. While its recreational needs are not- being met adequately, this
project will greatly improve the existing conditions.
• "To the greatest extent possible, the State should provide technical and financial assistance to
local governments to help them meet these new planning requirements" (9.10).
With a grant from the Florida Recreation Development Assistance Program, the City of
South Miami should be able to meet these urgently needed recreational requirements.
• "Multiple- purpose resources should receive priority over single - purpose resources" (9.20).
As previously mentioned, this project will provide South Miami residents with a multitude of
activities to enjoy.
• "High density use resources should receive priority over low density use resources, because
of the greater number of users that can be served" (9.20).
This project itself will assist the City's approximately 10,500 residents as well as those living
in the surrounding areas, since no such facilities exist there.
• "Multiple- purpose resources should receive priority over single - purpose resources" (9.20).
As previously mentioned, this project will furnish South Miami residents with a multitude of
activities to enjoy.

Review
Dear Board Members:
I would like to thank everyone who has been diligent in attending the meetings of the
Cultural & Recreation Board. I know that these meetings have been scheduled for the
mornings but the acting Chairman, Mark Diaz, has scheduled our next meeting for
Thursday, August 6t', 1998 for 7:00 p.m. in the City's Chambers. Please let my
Administrative Secretary, Maria Elena, know if you will be able to attend.
A review of our last meeting held on Julyl6, 1998:
Mr. Uche, the architect, reviewed the plan for Phase I of the Multi - purpose Center. Areas
of safety issues were reviewed, i.e. lighting, landscaping and other responsibilities that
the architect and his agency would be responsible for a far as the layout plan was
concerned.. Mr. Scurr, City Manager was also present and discussed that the input for the
project came from the community but that the final plans will be reviewed and possibly
revised. The input from this board and other entities will be instrumental
Turner Colson coach of the South Miami Track & Field team came and announced to the
board the plans of the track team for the up- coming Washington D.C. trip (July 21 —
July28, 1998). Donations are still being accepted. Assistance for these children to
participate in a National event is a dream coming trueH
Chairman Diaz is setting up sub - committees to "review ", "assess" and "recommend"
information to the board from the following sub - committees:

Dear Board Member:
This is a review of the last meeting that was held on August 6, 1998. I appreciate your
effort in attending the meetings.
The old business reviewed was on the Sub - Committees and the possibility of having a
Turkey Bowl here in South Miami at Palmer Park on Thanksgiving Day. The opposing
team would come from Atlanta, Georgia
The new business reviewed: An article which committee member Mr. Barket Jr. brought
in noting a bond referendum dealing with monies which Miami Dade County had
acquired and was disbursing to the local municipalities. Ms. Garcia, Director to the Parks
& Recreation Department, stated that the City has received some of those monies to
refurbish Palmer and Dante Fascell Park restrooms. The issue of using the "monies" on
landscaping was brought up. These monies have been allocated for the above - mentioned
parks particularly for structure revitalization
Committee member Subrata Basu inquired if plans for the renovations of these restrooms
have been drawn up. Ms. Garcia stated that the revisions would not change any part of
the existing structures.
Chairman Diaz asked that the following items would be incorporated into the structure of
this board:
Item # 1 requiring staff to provide all board members with minutes of previous meeting
one week prior to scheduled meeting; ruling of the board, that a board member would
assist the staff with this request.

Item 99 recommending that a land planner be contracted to assess current configuration
of Murray and Palmer parks and then provide a possible "reconfiguration plan" if
feasible; ruling of the board, that the word "contracted" changed to "contacted" and that
this service would not cost the City any money.
Item# 10, recommending that the City issue a request for qualification pursuant to State
stature for design and construction administration services for the Multipurpose Center —
Phase 1; ruling of the board, that the board or the Infrastructure Sub - committee would
review all aspects of the Phase 1 diagrams, and/or set up a meeting with the City
Manager, Director of Parks & Recreation Department and Mr. Uche the architect. Board
members also wanted to review the final for Phase 1 and see any drafts of Phase II.
Item #11, Instructing the staff to research possible alternatives for different uses at Fuchs
Park facility and "Girl Scout Little House" that would benefit the entire City; ruling of
the board that the word "instruct" be changed to "advise" and that information on these
two locations be brought back to the board at the next scheduled meeting.
Item # 12, instructing the staff to research possible corporate sponsorships and
corporate /government joint ventures (i.e., Coca -Cola, Powerade, etc.); ruling of the
board, that the word "instruct" would be changed to "advise ", and that with the
information given to the board by the Director of the Parks & Recreation Department,
that this item has already been addressed and is being utilized.

The construction of the long- awaited Multipurpose Center will force the relocation of the existing
playground equipment, as well as the existing basketball court. Replacing the playground
equipment and constructing a new basketball court are essential to ensuring adequate access to
recreational facilities for the City's residents.
Murray Park has ample space for the creation of the tennis court, swimming pool, basketball
court, and playground. These additional elements are essential to the recreational needs of the
residents of South Miami.
