Mtg. 7/25/00 City Manager Status Report : Zoning Task Force BACKGROUND In December, 1999 the City Commission created a Zoning Task Force and assigned it the responsibility of reviewing and recommending changes to the City's Land Development Code. After completion of appointments in April of this year, the Task Force began meeting in May, with staff assistance provided by the Planning and Zoning department. In order to update the Commission on the Task Force's progress to date, the following status report is presented. STATUS REPORT 1. The full Task Force has conducted 3 meetings. The adoption of a resolution by the City Commission in June, allowing for represented boards and organizations to appoint alternate permanent members to the Task Force has resulted in improved attendance and participation. The appointment of one additional member (technical /professional category) will complete the Task Force's membership roster. 2. The Task Force selected John Edward Smith to serve as Chairperson. 3. The Task Force has initially divided itself into 3 subcommittees in order to begin review and decision making on major elements of the LDC (Hometown; TODD; Signage ). The subcommittees have conducted 10 meetings over the past 2 months and have made 31 preliminary policy decisions on amending various sections of the Code. 4. In addition to the work being done by the subcommittees, the Planning Department staff is also preparing a number of technical amendments and revisions which are to be presented to the full Task Force for review. The staff proposals will amend : the LDC Table of Contents; the Permitted Use Schedule; the Zoning Use districts; and the development review process. 5. The policy decisions made by the subcommittees to date have been presented to the full Task Force at its July 10, 2000 meeting in the form of a status report Although no action was taken at the meeting it is anticipated that these policies will be confirmed when the work of the subcommittees is complete. 6. Copies of the Task Force and subcommittee minutes and initial policy decisions are available for inspection in the office of the Planning Department. It is important to note that all meetings of the full Task Force and subcommittees have been noticed and open to the public. 7. The work of the Task Force is on schedule. Its recommendations and the corresponding revised language of the LDC will be before the City Commission in February / March of 2001. The Task Force has expressed a desire to report to the City Commission on an interim basis, certain recommendations requiring the Commission's attention or endorsement. 8. The Task Force at its July 10, 2000 meeting reviewed a new Table of Contents for the LDC. It was felt that the revised Table of Contents is a first step in changing the LDC format to make it more LDC user friendly and easier to understand and interpret. The Task Force unanimously adopted a motion approving the new Table of Contents and requested that it be forwarded to the City Commission for its review and acceptance. Attached is a copy of the new LDC Table of Contents. RECOMMENDATION It is recommended that the City Commission endorse the concept of a new LDC Table of Contents as proposed by the Zoning Task Force. Myrsine is an endemic native found only in southern Florida within the United States. It can be found naturally growing within "bay head" tree islands in the everglades. Accordingly, this tree will be planted next to the Sweet Bay Magnolia, as it would be found in the natural environment. The Magnolia and Myrsine are very similar in appearance, but the leaves of the Myrsine are dark green in color while the Magnolia's leaves are silver - green.
