You may remember an interview we had a few years ago in your office in South Miami. Mr. Robaina, I was recently selected to be a member of the United States People to People Sports Ambassadors Program to Holland this summer. I have been invited to participate in the Haarlem Cup for soccer, a special 12 -day tournament for youth teams from throughout the world. In case you haven't heard of People to People, President Dwight Eisenhower initiated People to People in 1956. He believed that if people from different cultures could come together in peace and friendship, so eventually would countries. Other programs like Sister Cities, Project HOPE, and Pen Pals were founded at the same time as People to People and have become independent programs since then. I have enclosed a brochure for our perusal Sports Ambassadors are carefully interviewed and evaluated before their acceptance, and we are expected to share our experiences with schools and civic clubs when we return. We will be given the opportunity to compete in the tournament, interact with foreign students our age, and visit the historical monuments of Holland. As a Sports Ambassador with People to People, I will also earn high school credit because of the program's many educational activities. Personally, I would like to become a Sports Ambassador because it will provide me an opportunity to represent my country and community in a leadership role, be challenged as an athlete, and build new friendships and a better understanding of people from many different cultures. The tuition for the program is $3,200.00, which includes transportation, accommodations, educational activities, and most associated costs. I am currently seeking financial sponsors to help me with my goal. My program tuition is due by April 30th. Through an extensive search of available companies, it was Law Enforcement Supply that offered the Havis Shield vehicle computer mount that addressed certain safety issues. The mounts which were ordered, when one was installed in a police vehicle, it presented an obstruction to the deployment of the passenger side airbag. BACKGROUND AND ANALYSIS The City of South Miami Police Department receives money from forfeitures of assets due to criminal activity during the course of the fiscal year. These forfeitures are for the sole use of the law enforcement entity and may only be used for a limited scope of purposes. It is not feasible under law to budget any forfeiture money before it is actually received by the City and forfeiture funds cannot be used to supplant expenditures covered by general fund revenues. The annual city budget governs the expenditures of all departments and functions of the City's government. As previously stated, this budget may not include forfeiture revenue not yet awarded or received. However, during the course of any given fiscal year revenue comes into the forfeiture accounts due to the active and aggressive efforts of the Police Department. This money, not budgeted, would require a resolution amending the final adopted budget every time a deposit is made into any forfeiture account. Or, in the alternative, to not expend money received until the following fiscal year. This would pose a serious hindrance to the function of the Police Department in terms of special investigations and sophisticated equipment. This resolution authorizes that the money received during the course of the year would automatically, upon receipt, be deposited and credited to account #615- 1910 -521 (Federal Forfeiture) or Account #608 -1910 -521 (State Forfeiture) and be available for expenditure under line item #6430 (Equipment Operating). The City will continue to follow all applicable procurement and competitive bidding requirements for the expenditure of the funds. RECOMMENDATION Approval is recommended.
