3 RESOLUTION NO.

5 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
6 CITY OF SOUTH MIAMI, FLORIDA, REQUESTING FULL SUPPORT
7 FOR THE BUILDING BETTER COMMUNITIES 2004 BOND
8 PROGRAM; PROVIDING FOR AN EFFECTIVE DATE.

10 WHEREAS, Miami -Dade County has identified approximately $7 billion in requested
11 projects, including approximately $4 billion in unfunded needs, including infrastructure and
12 economic development projects along with another $3 billion in quality of life improvement
13 projects identified through public meetings and charettes; and
14
15 WHEREAS, the Miami -Dade County Manager has identified approximately $2.9 billion
16 in available bonding capacity without increasing the overall debt service millage rate; and
17
18 WHEREAS, Miami -Dade County will soon retire the debt from the 1972 Decade of
19 Progress bond issue that helped build Miami MetroZoo, MetroRail, and other key projects
20 throughout our community; and
21
22 WHEREAS, Miami -Dade County staff has identified projects with the criteria of
23 improving infrastructure, encouraging economic development, addressing community
24 and business priorities, addressing growth management, and improving County facilities;
25 and
26
27 WHEREAS, on July 20, 2004, the Miami -Dade County Board of Commissioners
28 approved eight resolution items which will be presented to the electoral as the 2004 Building
29 Better Communities Bond Program; and
30
31 WHEREAS, the City of South Miami recognizes the value and importance of this bond
32 program for our entire community; and

34 WHEREAS, the City of South Miami deems that infrastructure improvements, economic
35 development programs and cultural enhancements throughout Miami -Dade County cited in the
36 bond program will serve to expand the economic base of our community; and are key to
37 maximizing our community's growth potential; and,
38
39 WHEREAS, the City of South Miami deems that to preserve and enhance the quality of
40 life in Miami -Dade County through public investments in parks and recreation, arts and culture,
41 and historic preservation and education serves to retain and attract companies for our
42 community.

44 NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
45 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT;
46
47 Section 1. That the City of South Miami hereby supports the goals and objectives of
48 the 2004 Building Better Communities Bond Program and, for the reasons identified above,
49 urges the voters of Miami -Dade County to vote in favor of this program.

Section 2. This resolution shall take effect immediately upon approval.
