REQUEST
A RESOLUTION OF THE MAYOR AND CITE' COMMISSION OF THE CITY
OF SOUTH MIAMI, FLORIDA AUTHORIZING A MERIT INCREASE OF
$15,000 IN THE CITY MANAGER'S SALARY; PROVIDING FOR EFFECTIVE
DATE.
BACKGROUND AND ANALYSIS
As you are aware, the passage of the 2004 -2005 General Budget and pay plan included the
proposed merit increase for the City Manager required by her contract. The City Code requires
that the Manager's salary, along with the other City Officers, be set by ordinance. That
requirement was satisfied by the ordinance
accepting the budget. et. Th at said however ,
it seems
prudent to make a separate official statement of the Commission's intent and acceptance of that
increase. This proposed resolution is to that effect.

We have already discussed the Manager's many accomplishments and the reasons justifying the
suggested increase, not the least of which is to bring her into parity with her peers in similarly
situated municipalities, so there is no need to restate the obvious. The only outstanding
component to the salary increase process is the lack to date of a formal evaluation of her
performance over the last year. This has been a failure on our part to follow the requirements of
her contract. I do not believe the Manager should be penalized for our inactions by holding up
her well - deserved increase any longer.
I do want to make clear that, as I stated previously, "as strongly as I support this one time
significant increase in (her) salary to bring it more in line with that of the other same -sized
municipalities, all future contractual merit increases will be much more,along the same
guidelines as are set for other professional, administrative and managerial (read "exempt ")
employees of the City. With that in mind, I urge my colleagues to pass this resolution. I trust
that evaluations have been accomplished by this date as was discussed at the last Commission
meeting.

8 WHEREAS, the Mayor and City Commission approved the City Manager's contract in July
9 2003, which states that the "The City Manager shall also receive an annual merit increase," and that "the
10 Commission may consider such matters, among others, as ... job performance, overall ability,
11 responsiveness to direction from the commission and whether, and the extent to which, the manager has
12 met or exceeded goals and objectives that may be set by the commission;" and
13
14 WHEREAS, the 2004 -2005 General Funds budget for the City of South Miami which includes
15 the Manager's salary reflective of this increase was passed by ordinance; and
16
17 WHEREAS, the city manager accepted the job at a rate initially lower than she normally would,

23 WHEREAS, the city manager's revisions of systems procedures in nearly every department have
24 resulted in greatly improved service to the public, increased morale and financial benefit to the city; and

26 WHEREAS, the Mayor and Commission realize the importance of strong, professional
27 management and that finding and maintaining experienced, knowledgeable personnel willing to work in
28 the public sector is becoming increasingly difficult.

30 NOW, THEREFORE, RE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
31 OF THE CITY OF SOUTH MIAMI, FLORIDA:

33 SECTION .1. That the City Manager's salary is hereby adjusted to reflect a $15,000.00 merit
34 increase as reflected in the 2004 -2005 general funds budget, reflecting the Commission's satisfaction with
35 the Manager's job performance and desire to reward outstanding performance in a way that encourages its
36 continuation and long term stability to the City's management.

38 SECTION 2. That this Resolution shall take effect immediately upon approval, and the
39 pursuant salary increase shall be retroactive to the City Manager's anniversary date of July 14 "', 2004.
