SUMMARY The Historic Preservation Board at its July 26, 2004 meeting, reviewed an historic site designation report for a single family home located adjacent to the Cambridge Lawns Historic District at 5625 SW 62 Avenue. Following a public hearing, Board unanimously adopted a motion recommending that the home at be designated as a single historic site. In order to fully document and record this designation it was recommended that the Land Development Code be amended to create the "HP -OV" Historic Preservation Overlay zoning district and to require the designation to become a zone map change. This is being accomplished by the simultaneous adoption of a separate LDC amendment ordinance which is part of the Commission's current agenda. APPLICABLE REGULATIONS The proposed HP -OV designation of this property would allow the site to be shown on the City's official zoning map. The role of the City Commission in reviewing and acting upon historic designations is clarified as set forth in proposed Section 20 -5.17 u;nf .,.; Po-- ...........im City Commission Public Hearings. (1) Public Hearing Requirement, The City Commission may shall hold public hearings, pursuant to the provisions set forth in Section 20 -5.5 (G) and notice LDC HP -OV Rezoning 5625 SW 62 Ave. October 5, 2004 (2) requirements of subsection (2) and as required by the provisions of the City Charter, on each proposed designation within six 60 calendar days of the recommendation by the Historic Preservation Board and /or the filing of the completed designation report. (2) Notice Requirement. At least ten 10 _ , calendar days prior to the public hearing for each proposed designation of an individual site, district or zone, the Planning Director shall mail a copy of the designation report to the owner at the address listed on the most recent tax rolls as notification of the intent of the City Commission to consider designation of the property. (3) Objections. Upon notification, any owner of a property proposed for individual designation who wishes to object shall submit to the City Clerk's Office a notarized statement certifying the objection to the designation RESIDENCE AT 5625 SW 62nd AVENUE The designation of an historic site requires that the Historic Preservation Board approve a Designation Report which sets forth the history and the architectural significance of the site. Attached to this staff report is the "Designation Report For Residence at 5625 SW 62nd Avenue" which was approved by the Historic Preservation Board after a public hearing at its July 26, 2004 meeting. The report contains a very detailed history of the property and includes a photograph of the home. The following statement of significance is provided: "The residence at 5625 SW 62nd Avenue is one of the few remaining, architecturally significant residences in South Miami built after the Real Estate Boom and prior to WW Il. The two -story home features a dramatic portico flanked by freestanding columns that focuses the central entrance and its elaborate doorway flanked by sidelights. The home was built during a financially depressed era in the United States, and its construction was possible only through the consolidation of lots that had previously been platted for William McLeod Sr.'s Cambridge Lawn development. Mr. McLeod was financially ruined by the construction of the homes in Cambridge Lawns, perhaps opening the way for its replotting in 1946." It is important to note that the subject residence is an example of the 1920's Neoclassical architectural style which is very different from the architectural styles in the Cambridge Lawns Historic District. The designation report provides the following description of the architecture: "The residence at 5625 SW 62nd Avenue is a good example of the style as evidenced by its monumental columns that span the two story height and frame the entrance bay, the side gable roof, the single leafed entrance door flanked by sidelights, and the use of six - over -one double hung windows in the fenestration." LDC HP -OV Rezoning 5625 SW 62 Ave. October 5, 2004 STAFF OBSERVATIONS (1) The designation report and the procedures followed by the Historic Preservation Board are in accordance with the current LDC regulations governing historic site /district designations. (2) The residence at 5625 SW 62 Avenue is compatible with several of the Future Land Use Element goals and objectives contained in the Comprehensive Plan: • "Goal 1 To preserve and enhance rthe City's small town character, especially the quality of life in the existing single- family residential neighborhoods "; • Objective 1.2 Preserve historic resources by experiencing no demolition or reconfiguration of specified resources ........." (3) An historic designation will require that a designated site must obtain special approval in the form of a "certificate of appropriateness" (COA) for any alteration, renovation, remodeling, or landscape changes affecting the exterior of the building (includes demolition). This approval requires a public hearing and review by the Historic Preservation Board and final approval by the City Commission. The Designation Report contains a section (p.7) entitled Design Review Guidelines which establishes architectural guidelines for the review of future certificates of appropriateness. (4) The proposed designation will not require changes to any of the RS -3 zoning district's dimensional standards or permitted uses applicable to the site. PLANNING BOARD The Planning Board at its August 31, 2004 meeting adopted a motion by a vote of 5 ayes 0 nays to approve the proposed HP -OV zoning for 5625 SW 62nd Avenue. RECOMMENDATION: It is recommended that the attached ordinance approving the historic site designation of the residence /property at 5625 SW 62 Avenue be adopted on second reading. Contextual History On January 8, 1946, the Dade County Board of County Commissioners approved a plat for "Tract A of Block 1." The plat filed by Fred A. Acker and his wife Evelyn, revised the plat known as the "Revised. Plat of Cambridge Lawns Blocks 1 and 2," which had been filed by William J. McLeod Sr. in June, 1927. The Tract A, Block 1 plat combined Lots 13 -17 of Block 1, and parts of Harvard Avenue (SW 57th Street,) which had previously continued east until it reached SW 60th Avenue. SW 57th Street was closed and abandoned for use by the public at this time. Local Historic Designation Residence, 5625 SW 62nd Avenue Page 5 The residence at 5625 SW 62nd Avenue is significantly larger than the homes built in the earlier Cambridge Lawns subdivision. There, homes of approximately 1, 100 square feet were built on 50 x 120 foot lots. The lot for 5625 SW 62nd Avenue measures 170 x 162 feet, and Dade County Assessor's records give the square footage contained within the residence at 3, 275. Assessor's Records provide the 1934 date of construction, which is seemingly in conflict with the date of the plat, approved in January 1946. A search of building permits at the South Miami City Hall yielded no information. It is possible that the residence was more likely constructed in 1946. The Neoclassical style Neoclassical (also known as Classical Revival) was especially popular throughout the country during the first half of the 20th century, and was inspired by Greek and Roman models. From 1900 to 1920 the designs for homes emphasized hipped roofs, and elaborate columns. In a second phase of its popularity, starting from about 1925, into the 1950s, the emphasis was placed on side gabled roofs and simple, sometimes rectangular columns. The residence at 5625 SW 62nd Avenue is a good example of the style as evidenced by its monumental columns that span the two story height and frame the entrance bay, the side gable roof, the single leafed entrance door flanked by sidelights, and the use of six - over -one double hung windows in the fenestration. Eligibility for Desianation The proposed designation of 5625 SW 62nd Avenue meets the following criterion contained in the South Miami Land Development Code, Section 20.4.9 ``Historic Preservation Standards ": (d) Embodies the distinctive characteristics of a type, period, method of construction or work of a master; or that possess high artistic value, or that represent a distinguishable entity whose - components may lack individual__ distinction Therefore, the residence at 3625 SW 62nd Avenue is recommended for local historic designation. Local Historic Designation Residence, 5625 SW 62nd Avenue Page 6 Design Review Guidelines In accordance with the procedures set forth in Section 20.5.19 of the City's Land Development Code, any building permit for exterior alteration, renovation or demolition of an existing structure which is designated historic or is within a designated historic district shall first require the issuance of a Certificate of Appropriateness (COA.)_ The COA is issued after a review by the Historic Preservation Board and City Commission. The Historic Preservation Board shall adopt and may, from time to time, amend the standards by which applications for a Certificate of Appropriateness maybe evaluated. In adopting these guidelines, it shall be the intent of the Board to promote maintenance, restoration, adaptive uses appropriate to the property, and compatible contemporary designs that are harmonious with the exterior architectural and landscape features of neighboring buildings, sites and streetscapes. In order to assist in the review process for the Residence at 5625 SW 62nd Avenue the following design review guidelines should be used. General The Secretary of the Interior's Standards for Historic Preservation Projects: with Guidelines for Applying the Standards (1979) as may be updated.
