Inc. the purchase of the Reverse 911 System. A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH SIGMA COMMUNICATIONS INC., FOR THE PURCHASE OF THEIR 911 INTERACTIVE NOTIFICATION SYSTEM IN THE AMOUNT OF $30,811 TO BE CHARGED TO EMERGENCY PREPAREDNESS GRANT ACCOUNT NUMBER 114 - 0000 -331 -1535; PROVIDING AN EFFECTIVE DATE. BACKGROUND AND ANALYSIS Through a competitive process, South Miami Police Department applied for, received approval for and accepted a grant from the Florida Department of Community Affairs, FY 2003/04 for a Reverse 911 Emergency Notification System. The installation of a Reverse 911 System is essential in improving two key areas: overall emergency personnel response during catastrophic events, and enhancing communication with the citizens of South Miami and its surrounding areas. The Reverse 911 Interactive Notification System is a computerized system which is connected to a phone line. When an emergency arises, the system operator, using a pre - defined database and GIS mapping, can initiate a call session reaching all residents and businesses in the affected area(s). Simultaneously, it can notify essential personnel wherever they are. It supplies detailed information and instructions to the target group. A special reimbursable account was set up within the Federal Forfeiture Fund and is used as a pass through. When a bill is received from the vendor for services /work performed, the Police Department submits the invoice and payment is made to the City of South Miami from the Department of Community Affairs, who then pays the vendor. Therefore, this project will be at not cost to the City. Funding for this project will be obtained from Account No.114- 0000 - 331 -1535 (Emergency Preparedness Grant Revenue). As stated, this is a reimbursable, pass - through account which carries no balance. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT: Section 1. The City Manager is authorized to execute this agreement in the amount of $30,811 to Sigma Communications Inc. from account No. 114- 0000 -331 -1535 (Emergency Preparedness Grant Revenue) which is a reimbursable account, thus having no current balance. Section 2. The City manager is authorized to execute the term and conditions of this agreement Section 3.
