A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
SOUTH MIAMI, FLORIDA, AUTHORIZING THE CITY MANAGER TO ISSUE A
SERVICE WORK ORDER TO CORZO, CASTELLA, CARBALLO, THOMPSON,
SALMAN, P.A. (C3TS) FOR PROFESSIONAL ENGINEERING SERVICES FOR
CONSTRUCTION PHASE SERVICES FOR THE DOWNTOWN IMPROVEMENTS —
PHASE III, IN AN AMOUNT OF $29,700.00 TO BE CHARGED TO SOUTH
FLORIDA WATER MANAGEMENT DISTRICT (SFWMD) GRANT ACCOUNT
NUMBER 001- 0000 -132 -2058; PROVIDING FOR AN EFFECTIVE DATE.
BACKGROUND & ANALYSIS
As the selected professional engineering and architectural consultant for the Downtown
Infrastructure Improvements, C3TS will provide construction phase professional services for
Downtown Drainage Improvements Phase IIL As indicated in the attached proposal, the
professional services will be performed for the proposed construction activities along:

❑ SW 73'd Street from SW 58"' Court to US -1
❑ SW 59t" Court from SW 73rd Street to SW 74"' Street
❑ SW 59t" Avenue from SW 73rd Street to SW 74t' Street
❑ SW 58t'' Court from SW 73rd Street to SW 741'' Street
❑ SW 58t" Ave. from SW 73rd Street to SW 74"' Street
The services will be funded through the South Florida Water Management District grant account
number 001- 0000 -132 -2058. The current account balance, before this request is $130,150.
RECOMMENDATION:
It is recommended that the City Commission approve the resolution.

12 WHEREAS, the Mayor and City commission wishes to provide drainage improvements within
13 the Downtown Phase III area (SW 74th Street from SW 57th Court to SW 59th' Court, SW 73'd Street from
14 SW 58tt' Court to US -1, SW 59th Court from SW 73'd Street to SW 74d' Street, SW 59th Avenue from SW
15 73rd Street to SW 74t' Street, SW 58" Court from SW 73'd Street to SW 74tt' Street and SW 58th' Ave. from
16 SW 73`d Street to SW 74th' Street); and

18 WHEREAS, this improvement is part of the Downtown Infrastructure Improvement Master Plan,
19 partially funded from'SFWMD grant with a current account balance of $130,150; and

21 WHEREAS, the City Commission of the City of South Miami, Florida, wishes to use the
22 professional services of C3TS, to provide construction engineering services for Downtown Drainage
23 Improvements - Phase IIL.

25 NOW THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF
26 SOUTH MIAMI, FLORIDA, THAT:

28 Sect: The City Manager is authorized to execute a Work Order with Corzo Castel la Carballo
29 Thompson Salman, P.A. in connection with the construction engineering services for Downtown
30 Improvements Phase III project, in an amount of $29,700.00, from account numbers 001- 0000 -132-
31 2058.

33 Section 2: The attached proposal, Professional Service Work Order, is made part of the
34 resolution.

36 Section 3: This resolution shall be effective immediately.

Drainage infrastructure improvements along the following streets (as shown on attached site
plan):
SW 74th Street (from SW 57th Court to SW 59th Court)
SW 73rd Street (from SW 58th Court to US -1)
SW 59th Court (from SW 73rd Street to SW 74th Street)
SW 59th Avenue (from SW 73rd Street to SW 74th Street)
SW 58th Court (from SW 73rd Street to SW 74th Street)
SW 58th Avenue (from SW 73rd Street to SW 74th Street)
Proposed improvements include drainage, asphalt overlay, limited restoration and
pavement marking.
SCOPE OF SERVICES:
1. Assist in obtaining and reviewing all documents needed in executing the contract
between the City and the Contractor.
2. Attend pre- construction conference.
3. Attend weekly project meetings and prepare minutes.
4. Answer contractor RFI's and issue clarifications as needed.
5. Perform Construction Engineering Inspections (20 hrs. minimum per week— half
time Resident Inspector).
6. Review and approve /disapprove all shop drawings.
7. Review the Contractor's Application for Payment and submit recommendation
to the City.
8. Review and process Change Order requests.
9. Perform project closeout with Contractor including final inspection, punch list,
final Application for Payment review, and submit Certificate of Completion.
These services are based on a construction period of 3 months.

All terms and conditions shall be per our General Agreement for Professional Services for
Downtown Infrastructure Improvements. Our fees for the above services shall be as per the
following lump sum fee schedule:
