A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF SOUTH MIAMI, FLORIDA, RELATING TO THE CITY'S 2004/2005 FISCAL
YEAR BUDGET; ADVISING THE MIAMI -DADE COUNTY PROPERTY
APPRAISER OF ITS PROPOSED MILLAGE RATE OF 7.373 MILLS, ITS
ROLL -BACK RATE OF 6.524 MILLS AND ANNOUNCING THE DATES OF
PUBLIC HEARINGS TO CONSIDER THE PROPOSED MILLAGE RATE AND
TENTATIVE BUDGET; PROVIDING AN EFFECTIVE DATE.
BACKGROUND AND ANALYSIS
The attached resolution relates to the 2004 /2005 fiscal year budget. It is being submitted to seek your
approval for the tentative millage that the Finance Department will forward to the Miami -Dade County
Property Appraiser's office to support our 2004 /2005 fiscal year budget. This year, in accordance with
the Florida State statute, the deadline for the City to inform the Property Appraiser of its proposed
millage is August 4, 2004.
At this time, I am still in the process of compiling our proposed budget for next year. From my initial
review of the requests by the departments, I am proposing that we tentatively leave the millage at the
same rate (7.373 mills) as this year. This tentative millage represents the possible maximum property tax
rate, not the actual rate, the City may levy next fiscal year. The final millage will be determined after
deliberations and approval of the budget by the City Commission in September. State law allows the final
millage to be reduced to a lower rate than the approved tentative millage; however, it cannot be increased
unless the City engages in several cumbersome procedures.
RECOMMENDATIONS
In my opinion, your approval of the proposed tentative millage will provide us the assurance that we will
have the right funding necessary to continue providing our citizens with an efficient level of government
services next year. I want to assure the Commission that if I see that we can afford to reduce the millage
next year after my final review of the departments' requests, I will be forwarding a recommendation to
you to do so in the proposed budget. At this time, however, without knowing what the final /budget
number will be, and in order to be in compliance with the State stipulated deadline of August 4, 2004, I
recommend that we forward the tentative millage of 7.373 to the Property Appraiser. Final millage for
next fiscal year will be determined later in September.

WHEREAS, Florida Statute 200.065 requires that within 35 days of Certificate of Value, "each
taxing authority shall advise the property appraiser of its proposed millage rate, of its rolled -back rate
computed pursuant to sub - section (1) of Florida Statute 200.065; and of the date, time and place
wherein a public hearing will be held to consider the proposed millage rate and tentative budget"; and
WHEREAS, the Certification of Value was made on July 1, 2004; and
WHEREAS, the City Administration has computed the proposed millage rate and the rolled -back
rate; and
WHEREAS, the Mayor and City Commission wish to comply with the aforesaid Statute.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI, FLORIDA THAT:
Section 1. The City Administration advises the property appraiser that the proposed millage rate
of the City of South Miami, Florida for the 2004 /2005 fiscal year budget is 7.373 mills. The rolled -back
rate computed pursuant to sub- section (1) of Florida Statute 200.065 is 6.524 mills.
Section 2. The dates, times and place at which public hearings shall be held to consider the
proposed millage rate are as follows:
1 First Budget Hearing- September 14, 2004 at 7:30 p.m., in the City Commission Chambers, 6130
Sunset Drive, South Miami, Florida.
2. Second Budget Hearing -, September 28, 2004 at 7:30 p.m., in the City Commission Chambers, 6130
Sunset Drive, South Miami, Florida.
