July 27, 200 Authorization to Purchase Police Patrol/Narcotics K -9 RESOLUTION A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, AUTHORIZING THE CITY MANAGER TO EXECUTE APPLICABLE CONTRACTS AND DOCUMENTS FOR THE POLICE DEPARTMENT TO PURCHASE ONE (1) REPLACEMENT PATROL/NARCOTICS K -9 NOT TO EXCEED THE COST OF $8,500.00 FROM POLICE SERVICE DOGS, INC., UTILIZING FUNDS DONATED FOR THAT PURPOSE AND AT NO COST TO THE CITY; PROVIDING FOR AN EFFECTIVE DATE BACKGROUND AND ANALYSIS The Police Department is requesting to purchase a replacement second K -9, which will be dual - certified for use in patrol functions and the detection of narcotics. This K -9 replacement will maintain the level of service the Police Department is able to provide to the citizens of South Miami. In patrol, the K -9 is used in officer safety situations, building searches, locating missing persons, apprehending fleeing felons, for crowd control and to assist other agencies. The K -9 is also a very popular public relations tool for schools and public demonstrations. In detection of narcotics, the K -9 is used for narcotics apprehensions, which may lead to the forfeiture of property. The purchase of this replacement patrol /narcotics K -9 will be at no cost to the city, since it comes from dedicated funds donated from merchants and citizens of South Miami for that specific purpose. Police Service Dogs, Inc. was the lowest bidder of three (3) bids received by the police department. As part of their contract, Police Service Dogs, Inc. will provide continual training for the K -9 and it's handler at no extra cost to the City of South Miami. This represents a potential added annual savings to the City of $4,800.00. RECOMMENDATION Your approval is recommended. Gentlemen's Club 9) Azze Architure, Inc. 10) Lucky Liquors 11) Deli Lane Restaurant 12) Design Lighting Consultants 13) My Flowers Unlimited I RESOLUTION NO. 2 3 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE 4 CITY OF SOUTH MIAMI, FLORIDA, AUTHORIZING THE CITY 5 MANAGER TO EXECUTE APPLICABLE CONTRACTS AND 6 DOCUMENTS FOR THE POLICE DEPARTMENT TO PURCHASE ONE (1) 7 REPLACEMENT PATROL/NARCOTICS K -9 NOT TO EXCEED THE COST 8 OF $8,500.00 FROM POLICE SERVICE DOGS, INC., UTILIZING FUNDS 9 DONATED FOR THAT PURPOSE AND AT NO COST TO THE CITY; 10 PROVIDING FOR AN EFFECTIVE DATE. 11 12 WHEREAS, the Police Department is committed to providing the best possible police 13 service to the citizens of South Miami, and in order to accomplish that goal a replacement for our 14 second patrol /narcotics K -9 is needed; and 15 16 WHEREAS, the patrol /narcotics K -9s are used for narcotics apprehensions, crowd 17 control, officer safety, missing persons, apprehending fleeing felons, building searches and 18 assisting other agencies in emergency situations; and 19 20 WHEREAS, patrol /narcotics K -9s are excellent public relations tools for school and 21 public demonstrations; and 22 23 WHEREAS, this replacement patrol /narcotics K -9 will be completely funded with 24 donated funds, at no cost to the citizens of South Miami; and 25 26 WHEREAS, Three (3) bids were obtained and Police Service Dogs, Inc. was the lowest 27 of the bids received. 28 29 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY 30 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT; 31 32 Section 1. The City Manager is authorized to execute applicable contracts and 33 documents for the Police Department to purchase one (1) replacement patrol /narcotics K -9 from 34 Police Service Dogs, Inc. Miami, FL for a sum not to exceed $8,500.00. 35 36 Section 2. The replacement second patrol /narcotics K -9 will be purchased with funds 37 donated specifically for that purpose and at no cost to the citizens of South Miami. 38 39 Section 3. Police Service Dogs, Inc. will provide continual training for the 40 patrol /narcotics K -9 and it's handler at no cost to the City of South Miami. 41 42 Section 4.
