Davis City Manager RESOLUTION Date: July 27, 2004 Subject: Agenda Item # 4/00-1� Authorizing the City Manager to Execute a Grant Agreement with the Florida Department of Environmental Protection A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT WITH THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR A GRANT IN THE AMOUNT OF $112,500.00 FOR IMPROVEMENTS TO PALMER PARK; PROVIDING AN EFFECTIVE DATE BACKGROUND AND ANALYSIS In September 2003, the Parks and Recreation Department submitted a grant application to the Florida Department of Environmental Protection (DEP) for a grant through the Florida Recreation Development Assistance Program ( FRDAP). The application was for funding to improve existing facilities and add new facilities to Palmer Park. The planned improvements include new playground equipment, new picnic tables, a new exercise trail, new bleachers and park signage as well as renovations to the ballfields, lighting, restroom, parking lot and landscaping. In July, the Parks and Recreation Department received notice from the DEP that the State Legislature has funded the 2004 -05 FRDAP priority list and that the City has been approved for a grant in the amount of $112,500 for the Palmer Park project. The City is required to make a matching contribution of $37,500 providing a total of $150,000 in improvements to Palmer Park. The attached resolution would authorize the City Manager to execute an agreement with the Florida Department of Environmental Protection for the FRDAP grant program. The City of South Miami has utilized FRDAP funding in the past for several other projects including Dante Fascell Park and the Community Center. As with most grant programs the FRDAP program is a reimbursement program requiring the City to pay for expenditures and request regular reimbursements from the State. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT WITH THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR A GRANT IN THE AMOUNT OF $112,500.00 FOR IMPROVEMENTS TO PALMER PARK; PROVIDING AN EFFECTIVE DATE WHEREAS, the City of South Miami Parks and Recreation Department operates and maintains Palmer Park, a 10 -acre Community Park adjacent to South Miami Middle School; and WHEREAS, Palmer Park is in need of various improvements due to the high volume of use of the facility by youth and adult baseball, softball, football and soccer leagues; and WHEREAS, the Parks and Recreation Department has applied for grant funding through the Florida Department of Environmental Protection's Florida Recreation Development Assistance Program for improvements to Palmer Park; and WHEREAS, the Florida Legislature has funded the 2004 -05 FRDAP priority list and the City has been approved for a grant in the amount of $112,500 for the Palmer Park project. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI: Section 1. That the City Manager is authorized to execute a grant agreement with the Florida Department of Environmental Protection in the amount of $112,500.00 for improvements to Palmer Park. Section 2.
