RESOLUTION
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI, FLORIDA; AUTHORIZING THE
CITY MANAGER TO EXECUTE APPLICABLE CONTRACTS AND
DOCUMENTS FOR THE POLICE DEPARTMENT TO TRADE -IN
AND REPLACE FIREARMS AT NO COST TO THE CITY AS SET
FORTH HEREIN; PROVIDING FOR AN EFFECTIVE DATE.
BACKGROUND AND ANALYSIS
Currently the Police Department supplies officers with a Smith & Wesson .357 caliber revolver
to carry or officers can supply their own weapon (currently only one officer carries a S &W .357
caliber revolver). The Police Department's Rules & Regulations allow the officers to use their
own Beretta, Glock, Sig Sauer, Smith & Wesson or Heckler & Koch semi - automatic (9mm, .40
caliber or .45 caliber) firearm.
The recommended firearm, specifically by Federal Agencies including the FBI is a Glock .40
caliber. This weapon provides more stopping ability, higher capacity of ammunition, is proven
more accurate, maintenance is less and the it is more durable providing a greater life expectancy.
Upon study and review by our firearms training staff and our command staff of the Police
Department, the Glock .40 caliber has been selected. The firearms are available through Lou's
Gunshop in Hialeah, FL, which is a sole source vendor for Glock Manufacturing. This allows
the Police Department to issue one standard weapon with an "inside barrel identity twist" to
identify which firearm fired the bullet. This feature is supplied to the Police Department at no
cost. Issuing one standard firearm to all officers allows the Police Department to standardize
training and improve safety on the pistol range and on duty. By only stocking one caliber of
ammunition for duty firearms, ammunition costs will be reduced and keeping ammunition
stocked will be easier.

By trading in our existing weapons (old revolvers, semi -auto pistols, rifles, and shotguns) Lou's
Gunshop will provide a credit of $28,605. The Police Department intends to purchase 60 .40
caliber Glock firearms with 60 holsters and 60 double mag pouches for $25,140. With the
remaining $3,465 and using confiscated and unclaimed monies from the property room, the
Police Department intends to purchase 6 Colt AR -15 rifles. The trade -in and purchasing of new
weapons for the Police Department is occurring at no cost to the taxpayers of the City of South
Miami.
In today's war against crime, it is a well known fact that criminals have armed themselves with
the most sophisticated weapons available. In many cases, their arsenal has outclassed police
agencies. We must continue to provide our officers with the utmost efficient equipment and
safety available.

WHEREAS, the Police Department wishes to trade in old outdated guns and replace them with
safer and more efficient firearms; and
WHEREAS, Lou's Gunshop is a sole source vendor for Glock Manufacturing; and
WHEREAS, the Police Department will trade in 123 old revolvers, semi -auto pistols, rifles, and
shotguns; and
WHEREAS, the Police Department will receive 60 Glock .40 caliber firearms, 60 holsters, 60
double mag pouches, and 6 AR -15 rifles at no cost to the City of South Miami; and
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI, FLORIDA THAT
Section 1. The City Manager is authorized to execute applicable contracts and documents for the
Police Department to trade in and replace weapons with Lou's Gunshop of Hialeah, FL.
Section 2. The Police Department will trade -in 123 old revolvers, semi -auto pistols, rifles, and
shotguns.
Section 3. The Police department will receive 60 new .40 caliber Glock firearms, 60 Holsters, 60
mag pouches, and 6 Colt AR -15 rifles.
Section 4. This resolution shall be effective immediately upon the adoption hereof.
