07-20-04 Item 1b1 2 DRAFT 3 City of South Miami 4 Special City Commission Minutes 5 February 11, 2004 6 7 CALL TO ORDER: 8 9 The City Commission of the City of South Miami, Florida met 10 in Special Session on Wednesday, February 11, 2004 beginning at 11 8:13 p.m., in the City Commission Chambers, 6130 Sunset Drive. 12 13 The following members of the City Commission were present, 14 Vice Mayor Mary Scott Russell, Commissioners David D. Bethel, 15 Randy G. Wiscombe and Dan McCrea. Mayor Horace G. Feliu was 16 absent. 17 18 Also in attendance were, City Manager Maria V. Davis, City 19 Attorney Earl G. Gallop and Acting City Clerk Maria M. Menendez. 20 21 A. Invocation was delivered by Commissioner Bethel. 22 23 B. The Pledge of Allegiance was recited in unison. 24 25 C. The National Anthem was sung by Officer Henry Guzman. 26 27 D. The Colors were retired by City of South Miami Police 28 Officers. 29 30 E. Presentations: 31 32 1) A plaque was presented to Commissioner David D. Bethel for 33 his eight years of service to the City. Commissioner Bethel 34 said that these have been eight good years working for the 35 citizens of South Miami. He said that he hopes that the 36 newly elected officials will continue the work that he 37 started. 38 2) A plaque was also presented to outgoing Commissioner Dan 39 McCrea. Vice Mayor Russell thanked the Commissioner for his 40 service to the City, saying that he led them with 41 integrity, honesty and compassion, and that he was never 42 afraid to bring new ideas to this Commission for 43 discussion. She said that they were grateful for the time 44 that he served with the Commission. Commissioner McCrea 45 then said that it has been a privilege to serve the City 46 for these brief fifteen months. The Commissioner spoke 47 gracefully about the newly elected officials and he said 48 that we need to move passed the election, regardless of who 49 we supported and voted for and come together as this 50 remains our City, and we are all going to work together SPECIAL CITY COMMISSION 1 MINUTES - February 11, 2004 1 with this new Commission to make this the fabulous place it 2 can be and for South Miami to live up to its name. 3 3) There was also a plaque presented to Vice Mayor Russell for 4 her two years of service in the capacity of Vice Mayor. 5 6 7 ITEMS (S) FOR THE COMMISSION'S CONSIDERATION: 8 9 RESOLUTION(S) 10 11 Resolution No. 24- 04- 11803A 12 1. A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE 13 CITY OF SOUTH MIAMI, FLORIDA, RELATING TO ELECTION; 14 CANVASSING THE ELECTION RETURNS OF THE GENERAL ELECTION 15 HELD FEBRUARY 10 2004 FOR THE PURPOSE OF ELECTING A 16 MAYOR, COMMISSIONERS FOR GROUPS II AND III AND 17 UNEXPIRED TERM FOR COMMISSIONER FOR GROUP IV; DECLARING 18 RESULTS OF SAID ELECTION; PROVIDING AN EFFECTIVE DATE. 19 3/5 20 21 Moved by Commissioner McCrea, seconded by Vice Mayor Russell 22 and Commissioner Bethel to approve this item. 23 24 There being no discussion, the motion to approve this item 25 passed by a 4 -0 vote. 26 27 Commissioner Wiscombe: Yea 28 Commissioner Bethel: Yea 29 Commissioner McCrea: Yea 30 Vice Mayor Russell: Yea 31 Mayor Feliu: Absent 32 33 2. Newly elected Mayor & Commissioners - Oath of Office 34 35 The Oath of Office was administered to Mayor Russell, Vice 36 Mayor Palmer, and Commissioners Birts- Cooper and Sherar. Each 37 newly sworn official was afforded an opportunity to acknowledge 38 family members and friends and to thank those involved with their 39 campaigns. 40 41 42 Resolution No. 24- 04- 11803B 43 3.
