The completion of the new City of South Miami Community Center marked the completion of phase two of that Master Plan. One of the future phases includes a swimming pool. Subsequent to the adoption of the Master Plan, there was some discussion about the location of the pool with respect to the new center, the type of pool, the construction and operating costs. With assistance from Miami -Dade County Office of Community & Economic Development, we received funding for a swimming pool feasibility study. Via resolution number 103 -03- 11652, the City secured the services of MCHarry & Associates to perform the feasibility study. Since November of last year, MCHarry & Associates has been working on the study, which included several meetings with staff, meeting with the City's Ad Hoc Committee, individual meetings with Commission Members and two public workshops. As a result of these meetings, four final alternatives are presented in the report. Each proposed alternative is organized, in part, around the City's interest in capturing a meaningful playing field capable of hosting youth oriented field games at Murray Park. The options for the pool site have, therefore, been limited to the northwest and southwest corners of the site, preserving the largest possible open green space for this purpose. It is important to recognize that the full build -out of the park, as proposed, is significantly constrained by the limited amount of park property available. Carlson, AIA AAC000988 ES0003663 Murray Park Master Plan Update City of South Miami Public Swimming Pool Feasibility Study Final Report Executive Summary May 10, 2004 The City of South Miami has, for many years, had a strong interest in making a public swimming pool part of the phased master plan for Murray Park. When added to the Phase 1 Hope Butler Center completed in 2001, and the Phase 2 Community Center completed in 2003, the proposed Phase 3 Aquatic Center would complete the build out of Murray Park, and provide the City with a consolidated community /recreation center combining a range of athletic and recreational activities with educational opportunities for South Miami's youth and adult population. With these interests in mind, the city engaged the services of MCHarry Associates to analyze the feasibility and implications of constructing a public pool on the Murray Park property. Initially, the study focused on broad -brush scope issues including tentative city interest in an enclosed pool; interactive water play facilities; an infant pool; and a public pool capable of hosting competitive swimming events. Over the course of several meetings with the city, and a public workshop, the scope of study was refined to a public pool and infant pool, only, to meet the City's commitment to offer a safe and secure public swimming pool environment for city residents and the community at large. The following graphic exhibits delineate four separate alternatives to the Murray Park master plan, adding a public pool facility and making related changes to both public parking and basketball hard -court locations. The proposed alternatives are the product of more than a dozen meetings conducted over several months with a variety of individuals representing neighborhood interests, the city commission, the community redevelopment agency, and the city's public works and parks and recreation departments. Each proposed alternative is organized, in part, around the city's interest in recapturing a meaningful playing field capable of hosting youth oriented field games at Murray Park. The options for siting the pool have, therefore, been limited to the northwest and southwest corners of the site, preserving the largest possible open green space for this purpose. It is important to recognize that the full build out of Murray Park, as proposed, is significantly constrained by the limited amount of park property available. Presentation and review of the various alternatives culminated with an April 29th Commission Workshop convened to solicit meaningful public comment and critique, and to achieve a consensus on which alternative best meets the City's goals and objectives. No definitive direction was identified in the workshop for implementing a Phase 3 Aquatic Center at Murray Park. A forthcoming commission meeting will be the venue in which the direction, necessary to initiate the City's process to solicit project funding, will be established. The pool is approximately 67' wide and 82' long and accommodates eight, 25 meter, swimming lanes. Pool operations are supported with a new, 3500 sf, freestanding building which houses toilet/shower /locker rooms as well as pool equipment and storage area. Vehicular Parking Implications: This option increases the minimum required on -site public parking count at Murray Park from 81 spaces to 133 spaces. Currently there are 100 spaces available at Murray Park. Accordingly, 33 new spaces must be added. This option is capable of adding only 28 new spaces, representing a shortfall of 5 spaces. If the city chooses to pursue this option, the parking shortfall must be addressed. It is important to note that the adjacent CRA/Mobley building is not part of the city's park property. As a consequence, the related 25 space parking lot cannot be factored into the number of spaces available to service the Murray Park demand for parking unless approved via a city variance. Playing Field Opportunities: This option creates an open field area 160' wide by 250' long. These are marginal field dimensions for field games because they do not accommodate the sideline green space prudent for youth soccer et aL Impact on Existing Park Facilities: In order to create the open field area described above, the two existing basketball hard courts must be demolished and reconstructed in the open area located between the Phase 1 Hope Butler Center and the Phase 2 Community Center. Vehicular Parking Implications: This option increases the minimum required on -site public parking count at Murray Park from 81 spaces to 133 spaces. Currently there are 100 spaces available at Murray Park. Accordingly, 33 new spaces must be added. This option is capable of adding only 26 new spaces, if a landscape area is to be maintained separating the east parking lot from the playing field. With this layout, a shortfall of 7 spaces results. This shortfall can be overcome if 16 new spaces are added to the existing eastside parking lot similar to Option 1. It is important to note that the adjacent CRA/Mobley building is not part of the city's park property. As a consequence, the related 25 space parking lot cannot be factored into the number of spaces available to service the Murray Park demand for parking unless approved via a city variance. Playing Field Opportunities: This, option creates an open field area 185' wide by 306' long. These are adequate field dimensions for field games because they do accommodate the sideline green space necessary for youth soccer et al. Impact on Existing Park Facilities: In order to achieve acceptable relationships among the various master plan elements, the two existing basketball hard courts must be demolished and reconstructed in an open area located on the west end of the park property. Also, the proposed addition to the Phase 1 building requires the Tot Lot to be relocated, in this option, to an area immediately south of the Phase 1 building. A portion of the park property located west of the CRA/Mobley building and south of the existing basketball hard courts is zoned LO — Low Intensity Office District. A `physical fitness facility' (the proposed Phase 3 Aquatic Center) is permitted as a `special use' in an LO district. There are no conditions precluding a physical fitness center in a PR district. Dimensional Requirements: The South Miami Land Development Code does not establish any specific dimensional requirements for property zoned PR (location of Options 2, 3, and 4). Instead, the most stringent dimensional requirements of abutting property are to be used. Because this portion of the park property abuts an RS 4 District to the north, the following RS 4 — Small Lot Single Family Residential District dimensional requirements prevail: Minimum Setbacks: Front 25' Rear 25' Side (interior) 7.5' Side (street) 15' Maximum Building Height: 25' Maximum Impervious Coverage 45% Maximum Building Coverage 30% Property zoned LO (location of Option 1 - South Pool), must meet the following requirements relevant to this study: Minimum Setbacks: Front 20' Rear 15' Side (interior) 10' Side (street) 15' Between Buildings 20' Maximum Building Height: 30' Maximum Impervious Coverage 80% Maximum Floor Area Ratio 70% All four proposed options for locating a public swimming pool facility at Murray Park adhere to these constraints, as applicable. Parking Requirements: A physical fitness facility is required to provide one (1) space per three hundred square feet of gross floor area. Calculation of `gross square footage' for the proposed Phase 3 Aquatic Center includes the one story occupied building footprint, the pool deck, and the pool surface area. This area is approximately 15,600 sf for each Option, 1 thru 4. Accordingly, the minimum parking required for each option, as proposed, would be calculated as follows: 15,600 sf divided by 300 sf per parking space = 52 spaces Murray Park, as it exists today, requires 81 parking spaces; 100 spaces are currently provided, representing an excess of 19 spaces. The 52 required spaces identified above minus the 19 excess spaces equals a net additional parking space requirement of 33 spaces. Florida Building Code Toilet Fixture Requirements: A public swimming pool with a surface area from 5,001 sf to 7,500 sf requires the following toilet room fixture count: Women's Toilet Room: 9 water closets, and 3 lavatories Men's Toilet Room: 3 water closets, 3 urinals, and 3 lavatories Florida Administrative Code — Chapter 64E -9 Public Swimming Pools and Bathing Places: Maximum Pool Occupancy: The proposed Murray Park Pool has a surface area of approximately 5,250 sf, with an average depth of 4 feet. Pool volume is, therefore, approximately 21,000 cf, and equates to a water capacity of 157,000 gallons (7.481 gallons per cubic foot). Bathing load for conventional swimming pools is computed on the basis of one person per 5 gallons of recirculation flow per minute. The minimum pool turnover rate is 3 hours. 157,000 per 180 minutes = 872 gallons per minute. 872 gallons per minute divided by one person per 5 gpm = a maximum pool occupancy of 174 people. Rinse Showers: A minimum of one rinse shower shall be provided on the pool deck of all outdoor pools within 20 feet of the nearest pool water's edge. Wadina Pools: Wading pools shall have a minimum 10 foot wide deck around at least 50 percent of their perimeter with the remainder of the perimeter deck being at least 4 feet wide. There shall be at least 10 feet between adjacent swimming pools and wading pools. Department of Environmental Resource Management— DERM Water and Sewer: The proposed Pool Facility will generate both water and sewer impact fees. The sewage loading rate for ``Public Swimming Facilities ", as determined by both DERM and Miami - Dade WASA, is 10 GPD (gallons per day per person); and for "Parks with Showers/Toilets ", 20 GPD per person. Public Pool Facility: The final 4 options identified in this study are each predicated on a combined pool and pool deck area of approximately 12,000 A The pool configuration selected for Murray Park is 25 meters (82') long and 67 feet wide, or approximately 5,500 A A pool of this size will accommodate measured lap swimming and /or competitive swimming events; and a deck area of approximately 6,500 sf for related poolside activity. Support Spaces: Public Pools will require toilet/shower /locker /changing facilities to meet current Public Health Codes. It is estimated that this can be achieved in an area of approximately 2600 sf. The toilet room fixture count must meet the Florida Building Code. Mechanical Pump Room and chemical storage area — 600sf. Peripherals equipment storage — 300 sf. Mechanical and electrical pool equipment can be housed in buildings adjacent to the pool chemical storage room if properly ventilated. A fire separation is required between equipment and chemical storage areas. Pool equipment needs sufficient electrical supply, these need to be determined for the project. Pool Sanitation: Liquid chlorine may be the best alternative for pool chemistry. It is the most commonly used sanitizing agent in pools of this type because of safety and cost control Delivery of pool chemicals will most likely be by truck, vehicular access for this purpose should be easy and efficient. Pool drainage to sewer or storm water system needs to be analyzed. Infant (ftding) Pool: y A 10 x 10' pool, 12" deep, with related services, will cost approximately construction $40,000.00 (Includes pool, equipment and minimal deck areas). Accessibility / Occupancy: A pool of 5,400 sf will require 2 accessible entries (1 per 300 If. of perimeter).. An infant pool (10'x 10') will require 1 accessible entry Occupancy calculations are based on the rate of fresh water returned to the pool every 5 minutes. Our design basis allows for 175 persons in the "public" pool. Pool Enclosure and Peripheral Devices: A prefabricated pool enclosure to span the width of the pool and deck areas, approximately 12,000 sf, (not including sidewalls, foundation, electrical or mechanical) will cost $70 /sf, or approximately, $840,000.00 based on a manufacturer that has M -D County product approvaL After some research, a pool cover that acts as a security device preventing access to the water, has not been found that will cover a 5,400sf pool. Covers in this range have been designed for thermal" and weather, resistance only. For the purpose of this study, perimeter security fencing has been included in the project scope for security control. Inlaid tile lane markers and tile around the waterline of the pool are considered best options with cost control in mind. She would like to see the community kids have convenient access to a sports playing field. c) The City had originally purchased the Mobley property for the purpose of expanding the Murray Park campus. 3. Vice Mayor Velma Palmer voiced the following reservations about NORTH Option - Alternate #3: a) Joe Gibson, CRA Director, opinion is needed, unfortunately he could not attend. Commissioner Sherar comments: a) At this time, the City has not obtained the monies necessary to build this project, and it cannot afford to operate a pool facility out of current general revenue. That being said, the commissioner offered the following additional comments. b) The commissioner also favors the NORTH Option - Alternate #3 over all others. c) The Commissioner was concerned with the less- than - desirable spatial proximity issues: • Un- desirable noise from pool or basketball courts abutting residential property to the North • Tot lot adjacency to the basketball hard courts d) He recognized that these less- than - desirable compromises are originate with an aggressive program scope and limited park property. 5. Alan Ricke provided a total estimated operating cost = $170,000 per year. (incl. Liability insurance & Pool heating, (1) full -time staff, and part-time life - guards). These figures were derived from the Florida League of Cities data, and the City's risk insurance carrier. Not included are Depreciation (life cycle) costs. 6. Ajibola Balogun clarified: a) the Pool Site Options study was funded through an outside grant b) The study is the first step; in a series of steps leading to possible construction of the project. c) If all goes well, construction could not start for several years. d) The Murray Park -Phase 3 Aquatic Center is an important long -term city goal. The pool site options study is a necessary & important step towards realizing that goal. e) The study is intended to explore various site opportunities thru different workshops, identify compromises & derive cost comparisons. f) This will allow us to present the best option(s) to the Commission for their review and approval. g) The study will generate a Report which c an b e u sed t o s eek f unding grants. 7. Public Speaker #1 (female) — Suggested that water polo is a new and growing interest in public /private schools and their pool needs could help fund the operating costs. The Phase 1 Hope Butier Center completed in 2001, and the Phase 2 Community Center completed in 2003, collectively offers athletic and recreational activities with educational opportunities for South Miami's youth and adult population. The Phase 3 Aquatic Center follows through on the City's commitment to offer a safe and secure public-swimming pool environment for city residents and the community at large. The attached graphic exhibits delineate proposed alternatives to the Murray Park master plan by adding a public pool facility, and making related changes to public parking and hard -court location. These proposed alternatives are the product of more than a dozen meetings conducted over the last three months with a variety of concerned individuals representing neighborhood interests, the city commission, the community redevelopment agency, and the city's public works and parks and recreation departments. Each proposed alternative is organized, in part, around the city's interest in recapturing a meaningful open green space playing Feld capable of hosting youth oriented field games at Murray Park. Accordingly, the options for siting the pool have been limited to the northwest and southwest corners of the site. The attached Pool Feasibility Study material will be presented at a Commission Workshop on Thursday, April 29th, with intent to solicit meaningful comment and critique, and to achieve a consensus on which alternative best meets the City's goals and objectives. (7) color copies of both schemes, dated March 8, 2004 were handed out. SOUTH OPTION: 1. One basketball court is not enough. MCHA will provide layout with two courts in same location for consideration, it is expected to be a tight fit. 2. The added on -site parking at the East end of the playing field reduces the green space. In the meeting it was thought that the game playing field dimension could be extended to the current East edge of field with the current onsite parking layout. However, after restoring the onsite parking on the plan, it becomes obvious that the curved connecting drive thru the Mobley site) does not allow the full 150' max. width of the playing field to be extended any further east than currently shown. This could be a fatal flaw in the "North Option alternate #1 plan" to keep the courts. NORTH OPTION: 1. The Phase I bldg. use for after - school care programs is too much in demand to give up for conversion to shower, lockers, etc as currently proposed. The committee requests MCHA develop a third option which will be an alternate to the North Pool Option. See committee comments under that heading, below. 2. Parking for this scheme only requires 16. (33 spaces shown). 3. Excessive Pool activity noise concerns for neighboring homes to north were identified, especially at special events. However some felt that this could be mitigated by incorporating sound buffering measures and soliciting the communities greater concern for drowning prevention. 4. Provide covered bleachers (not shown on plans) which may double as covered connector between building, adjust pool placement accordingly. Attendees See attached Meeting Attendance Sheet. Discussion items: The meeting commenced with a presentation performed by T. Carlson (MCHA) Mr. Carlson conveyed his understanding that the intent of the meeting was to present the initial thoughts on the public pool /water activity to the public, get feedback and to modify the scope for this study accordingly. 2. Ideas presented included four main types of water features: Interactive water features, a Wading Pool, a Public pool and a Competition style pool. Also, from previous meetings with A. Ricke and A. Balogun, scheme layouts orienting the water features either to the SW corner or to the Northern side of the site, were preferred to allow for future use of the open area to the front of the building. Orientation of the pool to the SW corner of the site (Scheme "A") may be the best option for study since it provides the most space for pool related activities and for a buffering area, in this case to the South and West, from adjacent facilities such as the street and neighboring residences. 3. Mayor H.G. Feliu and Commissioner D. Bethel provided insight as to the best served type of feature, which would be a pool used for education on water safety and swimming lessons. This pool would also be for general public use, not just instructional use, so options such as a water slide and the provision of lap lanes can be considered. The study should also determine the expected occupancy of pool area. This would determine the size of facilities required which would help the city determine (and allocate) the initial and recurring costs. Although a Competition style pool may not be most appropriate at this time, a pool design which does not preclude the conversion or addition of a competitive pool should be pursued, to include structure, equipment, location, etc. The facility should also consider a wading pool for infants and non - swimmers, in the interest of public health. Pool security is a concern and in addition to fences and barricades, the use of a pool cover should be researched. It is thought that pool covers may be available for use as security devices. 4. Mayor H.G. Feliu noted that this study would require more public input, possibly at a second workshop meeting, before more definitive decisions can be made. In this particular meeting, turnout from community members was low, despite efforts to advertise by TV and flyers. One meeting attendee suggested that initial decisions should be made on the pool issue before the public is brought in, to provide more material for discussion at a subsequent meeting. T. Carlson recounted a brief history of the Murray Park master plan and the four pool location options presented to the ERPB in 2001, which lead to their approval of a public pool sited west of the Mobley Building. This option was predicated on utilizing the northernmost bay of the Mobley building to house the equipment necessary to service a public swimming pool. This conceptual design included a two story addition to the Mobley building which accommodated first floor toilet/locker /shower facilities required by the Public Health Department, as well as second floor offices for the Parks and Recreation Department. 2. Following a round table discussion on the pros and cons of a public swimming pool vs. an interactive water feature; out door basketball courts; and open field play areas, it was tentatively agreed upon that the scope of this study be modified to address the following water feature development options: a. a public swimming pool vs. b. a 25m public pool capable of hosting competitive swimming events (8 to 10 lanes) vs. C. a limited, 25m lap pool (2 to 4 lanes) d. an infant pool e. an interactive water feature for non - swimmers f. public health department related support facilities (pool sanitation equipment, toilets, showers, and locker rooms) 3. City attendees expressed interest in preserving a large open field play area to support flag football, t- ball, and youth soccer activities, as well as hard court play areas for outdoor basketball. With this thought in mind, the following two areas were selected for siting a mix of the water related activities Identified above: a. The area located between the phase1 and phase 2 buildings north of the east/west side walk. This option may require modifications to the phase 1 building in order to accommodate some of the public health facilities and /or pool equipment. b. The area located west of the Mobley Building. Accommodations for public health facilities and pool equipment may be located in the Mobley Building and /or in a separate new building. 4. It was suggested that a community workshop be convened soon to promote public awareness of the city's move to advance thinking on a water feature development at Murray Park, and to solicit public input. cc.
