SUBJECT: RECREATION AD HOC COMMITTEE — RECREATION FEES &
FACILITY NAMING
The Recreation Ad Hoc Committee has continued to meet on a weekly basis in order to
continue to address the topics that were outlined in my March 10 memo to the City
Commission. During the past several meetings, the Ad Hoc Committee has focused on
recreation fees and the naming of the facility. The April 12 meeting concluded with
some consensus among the Committee members as to the recreation program fees and
proposed fee waiver guidelines, as well as the name of the facility. As such, we would
like to make the following recommendations:
• Maintain the current schedule of fees as adopted by resolution at the September 2,
2003 Commission meeting.
• Establish a fee reduction program for South Miami residents based on the school
system's Free & Deduced Lunch program guidelines.
• Establish a reduced rate for use of the Fitness Center by Senior Residents and by
Board and Committee members.
• That the facility officially be named the South Miami Community Center.
Current Fee Schedule:
At the September 2, 2003 City Commission meeting, a schedule of fees was proposed
by the Parks and Recreation Department, and unanimously adopted by Resolution No.
144-03 -11694 (see attachment A). The schedule establishes fees for all of the City's
current recreational programs, and includes a resident rate and a non-resident rate for
all programs. The Recreation Ad Hoc. Committee reviewed the fees contained in the
fee schedule and determined that the fees were fair and reasonable for the average
South Miami resident. However, the Committee asked that the fees be addressed on a
regular basis to ensure that they remain competitive with the market for similar
programs.
Fee Reduction Program:
The Ad Hoc Committee was concerned that the existing fee waiver program left too
much discretion in the hands of the Parks and Recreation Department staff when
determining eligibility for a fee reduction or fee waiver. In order to eliminate the
guesswork involved in determining eligibility, it was decided that some guidelines had to
be implemented when assessing a family's financial situation. The Finance Department
was asked to prepare a chart that could be used by staff to determine the amount of fee
reduction that a family or individual would be eligible for. The Committee was
presented a "Fee Waiver /Reduction Calculator" (see attachment B) that is based on the
Free and Reduced Lunch program guidelines used by the Miami -Dade Public Schools.
The majority of the Committee members were in favor of implementing the Fee
Waiver /Reduction Calculator for residents who feel that they can not afford the fees set
forth in the approved fee schedule. There was also some discussion about more
closely duplicating the Free and Reduced Lunch program's income eligibility guidelines
(see attachment C) for the City's fee reduction /waiver program. However, it was
concluded that the Finance Department's version would allow a greater number of
residents to participate in City recreational programs.
Seniors and Board & Committee Members:
The Ad Hoc Committee is proposing to implement one additional level of fees that will
accommodate two additional groups of City residents. The proposal would be to allow
Senior residents and members of City Boards and Committees to utilize the Fitness
Center at a 20% reduction. Therefore, they would be required to pay $160.00 for an
annual adult membership as opposed to the established rate of $200.00.
Facility Name:
Although the facility has commonly been referred to as the South Miami Multipurpose
Center, the Ad Hoc Committee unanimously agreed that the facility should be called the
South Miami Community Center. This name is not only easier to pronounce, it also
more appropriately describes the facility as a place where the entire community is
welcome. The Committee also discussed naming individual rooms inside the
Community Center in honor of individuals who have had an impact on the City in some
fashion. Included in this discussion was the possibility of providing a location within the
building to acknowledge those businesses and individuals that contributed to the
construction of the facility. Additional discussion on this topic will take place at the next
Ad Hoc Committee meeting.
The Ad Hoc Committee's final topic of conversation will be community input, which
includes determining what types of programs /activities /events should be available at the
Community Center.

SCHEDULE OF FEES FOR THE PARKS AND RECREATION DEPARTMENT
FOR VARIOUS RECREATION PROGRAMS, MEMBERSHIPS AND RENTALS;
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City.of South Miami strongly believes that its residents should continue to benefit
from their status as South Miami residents and taxpayers; and
WHEREAS, the Parks and Recreation Department is preparing to open the Multipurpose Center at
Murray Park with a variety of new programs; and
WHEREAS, the Parks and Recreation Department, along with other City Departments, has a
commitment to provide revenues to the City's General Fund budget; and
WHEREAS, user fees have long been a component of the use of South Miami recreational
facilities and programs by South Miami residents and non - residents.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI:
Section 1. That the City Manager is authorized to establish the user fees contained in
the attached fee schedule that are associated with the use of South Miami recreational facilities
and programs.
Section 2. This resolution shall take effect immediately upon execution.

BACKGROUND & ANALYSIS
The Multipurpose Center at Murray Park will become operational with the relocation of the Parks and
Recreation Department's Afterschool Program from the Afterschool House to the Multipurpose Center
on Monday, September 8, 2003. This much - anticipated use of a "true" Community Center has been a
long time coming for the residents of South Miami. However, the opening comes at a time when the
City is facing employee layoffs and reductions in services. In an effort to attempt to reduce the
Multipurpose Center's impact on the General Fund budget, the Parks and Recreation Department is
proposing the implementation of a fee schedule associated with the use of the Center. In addition,
several other existing fees were reviewed and a recommendation for adjustments has been included.
South Miami has a long history of collecting user fees from its residents and non- residents alike for
use of facilities and participation in City -run programs. Some of the fees that are currently in place
include fees for pavilion and field rentals, tennis court and membership fees, Summer Program fees
and football and cheerleading participation fees. Each of these fees also has a separate non- resident
rate associated with it, obviously at a higher rate than South Miami residents pay. In addition, it has
long been a policy of the City of South Miami that no resident will be excluded from a program based
on their inability to pay a registration or user fee. In fact "scholarships" have been granted recently for
families that could not afford Summer Program and Football Program fees.
ATTACHMENT A
Keeping the existing rates and the City's "inclusive" nature in mind, the Parks and Recreation
Department formulated a list of proposed fees for use of the Multipurpose Center. The fees were
structured in an attempt to strike a delicate balance between the need to generate revenues and a desire
to allow maximum use of the facilities by South Miami residents. As a whole, the resident fees were
kept well below the "market" rate of other municipalities and similar private enterprises. The non-
resident fees are set slightly higher, but remain competitive with the market.
The Parks and Recreation Department is also planning to continue the City's policy of including
residents regardless of their ability to pay for a program. A Financial Assistance Application has been
developed (please see attached) in order to assist those residents who are financially unable to pay for
the desired services. Again, the financial application process will be in place to allow all City
residents to have the opportunity to take advantage of the facilities and programs available to them.
The process will remain private and discrete; allowing residents to apply without any stigma attached
to those who are granted financial assistance.
We believe that the fees that are being recommended are fair and reasonable and will allow the Parks
and Recreation Department to not only generate much - needed revenue, they will also provide staff
with an additional tool to properly control the use of the Multipurpose Center so that it is maintained at
the level that South Miami residents deserve.
