03-16-04 Item 18CITY OF SOUTH MIAMI OFFICE OF THE MA YOR INTER- OFFICE MEMORANDUM To: Honorable Vice Mayor and City Commission From: Ma or y Scott .. ussell L REQUEST South Miami All- Amarica City 2001 Date: March-16, 2004 Subject: Agenda Item #1_0 Commission Meeting 3/16/04 Re: Appointment of City Clerk A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, RELATING TO THE CITY CLERK; APPOINTING MARIA M. MENENDEZ; PROVIDING AN EFFECTIVE DATE. BACKGROUND AND ANALYSIS After advertising the open position of City Clerk on October 19, 2003, the Human Resources Department received and reviewed 25 r6sum6s for that post (see the attached). The only one of those resumes reflecting a person with even the minimum requested qualifications (a CMC — Certified Municipal Clerk - designation or enrollment in the CMC program) was from our interim City Clerk Maria Menendez. Since assuming the role of interim Clerk, Ms. Menendez has performed the day -to -day functions of that position in a thoroughly professional manner. She has recently endured the most stressful task and day falling under the purview of any municipal clerk, the running of a city election. She did so in an exemplary manner, allowing no improprieties or questions of impropriety to taint this exercise at the heart of democracy. She has been recommended for the position of City Clerk by our current City Manager Maria Davis, and as Mayor, I heartily endorse Maria Menendez for that position as well. RECOMMENDATION Your approval is recommended. A fast and dedicated learner and performer is how I would best describe myself. I am currently a doctoral student in public administration at Florida International University concentrating on management and information technology (IT). So far, my current grade -point average is 3.9 in my last semester of coursework and I stand as the recipient of several scholarships and fellowships for my academic performance. I am a graduate assistant presently teaching undergraduate courses focusing on efficiency and management in government by way of IT. My education and experience working for a county commissioner should serve notably to fulfilling the responsibilities and demands of the job as would my work in several political campaigns. During my time as legislative aide, aside from examining legislative issues, I took part in several activities that proved helpful to the community and my office's goals including coordinating domestic violence events, child safety checkpoints, and other government events. As a campaign advisor, I also coordinated the Election Day activities that consisted of coordinating about 200 workers to over 100 election precinct locations. In addition, my work at FIU has made me well experienced in designing and maintaining websites and online databases. I am bilingual fluent in English and Spanish in both reading and writing. What I am seeking is an opportunity of joining your team and to be a part of what can change South Miami for the better. I find this chance to be rewarding for the both of us because on one hand, it would be an excellent chance for me to learn and to fine -tune my skills as an administrator, on the other hand, you would be utilizing the services of someone who would work tirelessly to meet your city's objectives. In October of 1999 I began to work for Micaela M. Alvarez, Esq. In this office I was mainly responsible for all the immigration cases, even though I also drafted divorce complaints and related documents, Wills, C.I.S., Real Estate documents and others. Usually the clients would come to the office and had an initial interview with the attorney and then the case will go to me. I interviewed the client for a second time to be. more accurate in the way of handling the case. I would fill out all the necessary documentation and basically took care of the client in every need from that point on. When difficult cases came to my attention, for example an S Visa or an asylum case without sufficient grounds, the attorney and I would discuss the case to find the correct approach. I was also in charge of drafting all the Motions to the Bureau of Citizenship and Immigration Services, Immigration Court, and Board of Immigration Appeals, as well as some motions going to the Superior Court of New Jersey. In addition, I was in charge of doing all the legal research in the office by using the AILA and Kurzban immigration books, Superior Court books and the Internet. Also, I tvas in charge of ordering office supplies, making the office checks and maintaining in order all the accounts, as well as answering the phone, filing and general secretarial Nvork. I was forced to leave any job due to the fact that my family moved to 1\&ami, Florida and i decided to follow them. t am a hard worker and a law - abiding citizen. I am hoping to work in an environment where I could use my knowledge and further my education.
