Re: Sale of City Property
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI, FLORIDA, AUTHORIZING THE CITY
MANAGER TO INITIATE THE PROCESS TO OFFER FOR SALE THE
CITY -OWNED PROPERTY LOCATED AT 5890 SW 69TH STREET,
CONSISTING OF 31,050 SQUARE FEET; AND PROVIDING AN
EFFECTIVE DATE.
BACKGROUND AND ANALYSIS
The City currently owns two adjoining parcels of land fronting SW 70th Street and SW 69th
Street, a former automobile inspection station. The existing building, per the appraisal reports
accomplished in October of 2003, "is not considered the highest and best use of the site and
contributes no value to the property." The size, location and configuration of the land also render
the property unsuitable for any foreseeable public purpose. Appraised at $850,000 as currently
zoned, the sale of this parcel could generate an amount in excess of the $560,000 required to
purchase the remaining portion of the Van Smith property or to fund any number of desirable
green - projects or other programs that would greatly benefit the City's residents. We are currently
collecting, with some difficulty, $24,000 per year in rental revenues for the subject property, but
are also faced with the liability and other costs associated with acting as a landlord. In addition
to the proceeds of a sale of this property, once it is developed it will constitute an ongoing source
of further ad valorem taxes for the South Miami and Miami -Dade County.

10 WHEREAS, the City owns two adjoining parcels of property equaling 31,050 square feet at 5890
11 SW 69 "' Street, in direct proximity to the Metro -rail station and a U.S. Post Office; and

13 WHEREAS, the size, location (abutting industrial and commercial uses on all sides) and
14 configuration of the two parcels renders the property unsuitable for any valid public usage; and
15
16 WHEREAS, those same factors of location, size, configuration and proximity to transportation
17 and postal services afford the property great potential commercial value, and the possibility of separation
18 into two separate parcels further enhance their value for sale; and
19
20 WHEREAS, in selling the property, the City has greater latitude to dictate usage terms and /or
21 covenants that may be stricter and more favorable to our municipal goals and ideals than current zoning
22 controls allow; and

24 WHEREAS, the expected sale price should greatly exceed the $560,000 required to obtain the
25 remaining portion of the Van Smith property, a parcel of green -space that the City has optioned for an
26 expanded natural park and on which the City is currently paying taxes; and

28 WHEREAS, the addition of green space, parks and park properties is of utmost value and import
29 to sustaining and enhancing the quality of life for our residents, both adults and children, and is a large
30 portion of what makes the City of South Miami "The City of Pleasant Living;" and
31
32 WHEREAS, by the sale and eventual development of the subject parcel of land the City may
33 begin to collect ad valorem taxes and add to its permanent tax base, while ridding itself of the liability
34 and costs inherent in acting as a landlord and leasing out the property for a minimal annual amount; and
35
36 WHEREAS, the money saved and earned over the long -term and the influx of a large sum of cash
37 into the general fund may be of assistance in furthering the City's plans for expansion of green- space,
38 landscaping, an urban forestry program and other programs that are of benefit to the public good.

40 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
41 THE CITY OF SOUTH MIAMI:

43 Section 1. That the City Manager is authorized to initiate the process to make the land at
44 5890 SW 69"' Street available for sale at a fair market value to the highest bidder, and to prepare the
45 necessary documentation, contracts, ordinances, etc. for approval by the Mayor and City Commission at
46 such time as an acceptable offer is made.

48 Section 2. That this resolution shall take effect immediately upon execution.
