A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF SOUTH MIAMI, FLORIDA, NOMINATING MARIA V. DAVIS TO THE
FLORIDA LEAGUE OF CITIES "FLORIDA CITIES OF EXCELLENCE"
AWARDS PROGRAM AS CITY MANAGER OF THE YEAR PROVIDING AN
EFFECTIVE DATE.
BACKGROUND AND ANALYSIS
The Florida League of Cities holds an annual Florida Cities of Excellence awards program to
honor municipalities and key individuals within municipal government for exemplary efforts in a
variety of categories. Maria Davis, our City Manager has certainly demonstrated excellence in
her management style showing superlative judgment, initiative, integrity, innovation,
professionalism, commitment and citizen relations — all the criteria upon which the City Manager
of the Year is selected. To have our nomination selected for this honor would speak very well
for the City and its elected officials. The supporting resolution to accompany the nomination
form must be unanimous in order to be accepted.

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI, FLORIDA, NOMINATING MARIA V.
DAVIS TO THE FLORIDA LEAGUE OF CITIES "FLORIDA CITIES
OF EXCELLENCE" AWARDS PROGRAM AS CITY MANAGER OF
THE YEAR PROVIDING AN EFFECTIVE DATE.
WHEREAS, Maria V. Davis has, in the eight months she has served as City
Manager, made a tremendous difference in the way business is conducted within City
Hall, benefiting the residents, the employees and the elected officials of the City of South
.Miami; and
WHEREAS, when Maria Davis took the reigns as City Manager, South Miami
was facing a serious budget deficit which, due in great portion to her administrative
leadership, has been completely erased, the pension plan deficits eliminated and a sound,
affordable insurance plan put in place, leaving the government of the City in a much
healthier and productive position than before her arrival; and
WHEREAS, the morale within City Hall has been greatly and very noticeably
improved since her arrival as the chief administrative officer of the City; and
WHEREAS, Maria Davis' policies and management style have resulted in more
open communications, greater approachability and transparency within each of the city's
departments leading to a new sense of cooperation and ease of transactions between the
city's residents, businesses and the City Administration.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA;
Section 1. That Maria V. Davis is hereby unanimously nominated for the
Florida Cities of Excellence City Manager of the Year Award and, whether she wins or
not, has the full confidence and gratitude of this body for the job she has done and for the
work that is left to be accomplished on behalf of the City of South Miami.
Section 2. This resolution shall take effect immediately upon approval.
PASSED AND ADOPTED this 2nd day of March, 2004.
