SUBJECT: RECREATION DIVISION RESTRUCTURING

This memorandum is being provided to address a number of questions that have arisen
recently concerning the staffing levels in the Recreation Division. Upon my arrival to
the City of South Miami, I took several weeks to review the existing positions in the
Parks and Recreation Department as well as the anticipated staffing needs of the newly
constructed Multipurpose Center. It was evident that several changes in the
Department's organizational structure were warranted.
The originally proposed budget contained an abundance of full time (supervisory)
positions and a very limited number of part time (hands -on) positions. Under that
scenario it would have been difficult to provide adequate staffing of all of the existing
recreational activities as well as providing staff for all of the facilities located within the
new Multipurpose Center on a 16 hour a day, 6 days per week basis.
The Parks and Recreation Department needed the flexibility provided by a greater
number of part time positions managed by several key full time supervisory staff. in
order to achieve the proper mix of employees, we converted three full time Recreation
Supervisor positions, three full time Recreation Leader positions and one full time
Education Director position to part time positions. The resultant savings, along with the
re-allocation of Contractual Services funding, allowed the Department to create one
part time Recreation Supervisor position, nine part time Recreation Leader positions, 13
Recreation Aide positions and 15 Summer Program positions. In effect turning seven
full time positions into 38 part time positions. These part time positions are now
supervised by one full time Recreation Superintendent, two full time Recreation
Supervisors and one full time Recreation Leader.
These changes have allowed for proper staffing at the new Multipurpose Center, where
there are now three full time supervisors, one part time supervisor and 15 part time
positions available to cover all of the individual facilities within the Multipurpose Center.
The majority of this staff is available during the busy after school hours and provides
hands-on programming and supervision of afterschool activities. City staff is also
supplemented by college-student tutors who work directly with the children, providing
homework assistance and reading enhancement. The Afterschool Program provides
one-hour tutoring sessions for approximately 45 children each day between 3:00 PM.
