A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,
FLORIDA, AUTHORIZING THE CITY MANAGER TO EXECUTE A CHANGE ORDER FOR
ADDITIONAL DRAINAGE IMPROVEMENTS PURSUANT TO SECTION 10.03 OF THE
PROTURF, INC. AGREEMENT FOR THE DANTE FASCELL PARK TENNIS COURT
IMPROVEMENTS WHICH CHANGE ORDER WILL RESULT IN CONSTRUCTION COSTS IN THE
AMOUNT OF $9,981.52 TO BE CHARGED TO SOUTH FLORIDA WATER MANAGEMENT
DISTRICT GRANT ACCOUNT NUMBER 001 - 0000 - 132 -2060; PROVIDING FOR AN EFFECTIVE

BACKGROUND & ANALYSIS
Proturf, Inc. is currently renovating the tennis courts at the Dante Fascell Park, under the contract
executed by the City of South Miami on October 3, 2003. The original design provided for
standard tennis court grading and construction throughout the facility. However, during
construction an unforeseen condition arose as the southernmost boundary of the courts, which
receives little or no direct sunlight because of the adjacent landscaping, has been retaining
moisture for extended periods.
To rectify this problem, a design was recently created by our engineering consultants to provide a
small exfiltration drainage system along the rear boundary of the courts. This system consists of
a small gravel - filled trench with a pipe that would help convey the stormwater runoff to the
newly installed catch basins just outside the perimeter of the courts. This solution will expedite
the removal of moisture from the courts and therefore ensure the proper maintenance of the clay
surface.
Public Works staff requested and received a proposal from Proturf, Inc. to accomplish this work.
The proposal for $9,981.52 was thoroughly checked and compared with prices for similar work

being performed in the City. This amount will be funded through the South Florida Water
Management District Grant Account Number 001- 0000 -132 -2060. The account balance before
the proposed $9,981.52 is $64,733.33.
RECOMMENDATION
It is recommended that the City Commission approve the funding for the work.

WHEREAS, the Mayor and City Commission wishes to provide drainage improvements to the
tennis courts at the Dante Fascell Park aid;
WHEREAS, the construction activities will consist of a new drainage system along the
southern boundary of the tennis courts to enhance percolation, and;
WHEREAS, the Mayor and City Commission entered into a contract with Proturf, Inc. on
; and
WHEREAS, the Mayor and City Commission authorizing the city manager to execute a
change order for additional drainage improvements pursuant to section 10.03 of the Proturf, Inc.
agreement for the Dante Fascell Park tennis court improvements which change order will result in
construction costs in the amount of $9,981.52 to be charged to South Florida water management district
grant account number 001- 0000 -132 -2060
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1: The city wishes to install a new exfiltration drainage system along the
southernmost boundary of the tennis courts as part of the Dante Fascell Tennis Court and Parking Lot
Improvements project currently under construction by Proturf, Inc. Pursuant to section 10.3 of the
Proturf, Inc. agreement, the city manager is authorized to execute the work change order which is
attached as exhibit 1.
Section 2: The engineering consultant reviewed the proposal submitted by Proturf, Inc.
and confirmed that the unit prices for this additional work were consistent with work previously
performed in the City.
Section 3: The project will be funded through the South Florida Water Management
District Grant account number 001 -0000 -132 -2060.
Section 4: That the Mayor and City Commission authorize the City Manager to execute an
additional drainage improvement agreement with Proturf, Inc. for the tennis courts in the amount of
$9,981.52.
