BACKGROUND AND ANALYSIS: The Police Department's current fleet is comprised of vehicles purchased as far back as 1996 and 1997. These vehicles, due to their age and mileage, are out of service a great deal for required repairs. This has resulted in a deteriorated fleet which is being addressed in this and future budget years. Eight new vehicles are being requested to replace some of the Department's oldest vehicles in order to provide the Police Department with a more safe, reliable and serviceable fleet. The Police Department solicited bids for eight 2006 Ford Crown Victoria Police Pursuit vehicles, with the lowest responsive bid corning from _Gus Machado Ford. The Department also solicited financing offers from several sources, with the First National Bank of South Miami offering the most attractive rate (4.159 %). See attached memos and price quotes. The new vehicles will be paid for in five yearly installments of $40,827.21, with one payment of $659.75 for Florida Documentary Stamps. These payments will be made from the police Department's Purchase/Lease Police Vehicles account number 001.1910.521.4450, which has a balance of $103,160.00 before this request. RECOMMENDATION: It is recommended that the City Commission approve the ordinance authorizing the City Manager to purchase eight 2006 Ford Crown Victoria Police Pursuit vehicles. This is the quotation used by other police departments throughout the state of Florida when purchasing their vehicles police vehicles (state biding process). The problem we have previously experience is that the dealer who has given the lowest bid for the southern district of the state is Duval Ford. This means that the vehicles come from the Jacksonville area, in the event that we have a problem with any equipment that the dealer handles, such as a spotlight etc. The spotlight is dealer installed item and if it does not work property, it is very difficult to get it repaired. - I obtain two additional bids from local Ford dealers and obtain a lower price than the state bid offers. I strongly recommend that we purchase, the vehicles from Machado Ford since it's cheaper and there are local.
