Davis City Manager RESOLUTION: South Miami AII•AmedcaNy 1 11. 2001 Date: November 1, 2005 Agenda Item # qI Re: Revised Recreation Fees A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, AUTHORIZING THE CITY MANAGER TO ESTABLISH A SCHEDULE OF FEES FOR THE PARKS AND RECREATION DEPARTMENT FOR VARIOUS RECREATION PROGRAMS, MEMBERSHIPS AND RENTALS; PROVIDING AN EFFECTIVE DATE BACKGROUND AND ANALYSIS: The current schedule of recreation program, membership and rental fees was unanimously adopted at the May 18, 2004 City Commission meeting. The schedule includes fees for all of the City's current recreational programs, and includes a resident rate and a non - resident rate for all programs. The fees also included a policy whereby residents would be allowed to participate in programs through use of fee waivers and reductions. The attached fee schedule contains changes to several existing fees, and the addition of several new fees. In accordance with the revenue increase approved by the City Commission during the budget hearings for the 2005 -2006 fiscal year, we have adjusted the rental fees for the fields at Palmer Park. This is an increase of 20% over the previous rate for rental of the fields at Palmer Park. We have also included fees for the newly acquired fields at the old YMCA property. And we are recommending new fees for court time and annual memberships at the Dante Fascell Park Tennis Center; and a new category of membership fees for the Fitness Center. Dante Fascell Tennis Center Fees: As provided for in the agreement between the City and the Tennis Center manager, staff conducted a meeting with the contractor and discussed several items including court maintenance, court usage and court fees. During the meeting, the contractor made' several suggestions concerning annual memberships as they relate to Dante Fascell Park. The contractor voiced his opposition to continuing with annual memberships, mostly due to the size of the facility. With only six courts available, and the demand for court time from so many different kinds of tennis enthusiasts (recreational, league players, group lessons, individual lessons, etc.), it is' not uncommon for a relatively small group of members to be able to occupy a majority of the open court time. This is particularly true when membership fees are extremely low. The existing resident fees at Dante Fascell Park have been in effect since 2001, when the fees were increased from $2.00 to $3.00 per hour, from $101.00 to $150.00 for an individual membership and from $151.00 to $200.00 for a family membership. Since that time, the courts at Dante Fascell Park were completely renovated, with the old clay courts being replaced with a fast -dry surface. This new surface allows the courts to drain much more quickly following a South Florida rainstorm, drastically reducing downtime due to weather, and increasing hours of availability. However, the fast -dry courts also require much more intensive maintenance including daily watering, rolling and brushing to maintain playability. A survey of similar clay court facilities (Salvadore Park, Key Biscayne Tennis Association, Crandon Park Tennis Center and Flamingo Park) was completed, and it shows that the City's existing rates are well below almost all of the rates at these other facilities in Miami -Dade County (see attached). The only facility comparable in size to Dante Fascell Park is the Key Biscayne Tennis Association. The proposed new fees for Dante Fascell Park take into consideration the size, location and make -up of the facility as compared to these other similar facilities in the county. The new hourly court fees would also provide an additional option for players wishing to play for 1'/2 hours. Currently, players are required to pay for two hours of court time for 1'/ hours of play. This rate will be reduced by $1.00 per hour. The proposed hourly rates would bring the City's fees in line with the other public clay court facilities in Miami -Dade County. The Annual Memberships being offered will benefit the player who utilizes the courts more than once per week. A resident that plays two days per week for 1'/ hours each day would pay $520.00 if they paid an hourly court fee. Purchasing an Annual Page 2 of 3 Membership would save that resident $120.00 per year in court fees. A husband and wife playing two days per week would save $440.00 by purchasing an Annual Family Membership. You will note that in addition to proposed increases in the Annual Membership fees, we are proposing a new category of Annual Memberships for "Non - Prime Time" play — a much lower membership rate that still provides for free play from 7:30 to 9:00 AM and 11:00 AM to 4:00 PM Monday through Friday, and from 11:00 AM to closing on weekends and holidays: Fitness Center Membership Fees: In an effort to increase usage of the South Miami Community Center Fitness Center, we are recommending that a membership category be implemented for businesses within the City of South Miami. You will note that we are recommending two new Fitness Center membership fees — one for the "Business Owner" and one for "Business Employee ". The City issues over 3,000 occupational licenses on an annual basis. We feel that by marketing directly to these' businesses located within the City that we will be able to 'increase usage of the Fitness Center as well as increase General Fund revenues. The recommended fees take into account the probability that a business owner is also a property owner and should qualify for a rate between the resident rate and the non- resident rate. As further incentive to have business owners encourage their employees to join the Fitness Center, the new "Business Employee" rate is also set below the non - resident rate. The Parks and Recreation Department will work closely with the Finance Department's Occupational License Clerk to verify business ownership status. And "Business Employees" will be required to submit proof of employment such as a paycheck stub or a signed affidavit from the business owner. We believe that the fees that are being recommended are fair and reasonable when compared to other public facilities in the area that offer similar services. However, we will continue to review all of the fees on the attached fee schedule from time to time to ensure that the fees remain competitive with the local market.
