A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SOUTH MIAMI,
FLORIDA, AUTHORIZING THE CITY MANAGER TO DISBURSE $5,979.00 TO
LEADER CORPORATION FOR THE INSTALLATION OF A CONCRETE PARKING
AREA AT BREWER PARK; TO BE CHARGED TO THE LAND AND WATER
CONSERVATION FUND (LWCF) GRANT ACCOUNT NUMBER 001.0000.131.1461;
PROVIDING AN EFFECTIVE DATE
BACKGROUND AND ANALYSIS
The Parks and Recreation Department was awarded a grant by the Florida Department
of Environmental Protection (DEP) through the Land and Water Conservation Fund
(LWCF) to fund improvements to Brewer Park. The planned improvements include the
installation of a concrete parking area in place of the existing un -paved parking area.
The design of Brewer Park, along with this parking area and other park amenities was
discussed at the July 26, 2005 Environmental Review and Preservation Board meeting.
The Parks and Recreation Department has solicited quotations for the installation of a
concrete parking area, and the lowest responsive quotation was submitted by Leadex
Corporation in the amount of $5,979.00. Leadex Corporation is providing a one -year
guarantee on labor and materials.
The attached resolution would authorize the City Manager to disburse funds in the
amount of $5,979.00 to Leadex Corporation for this work. Funding is available in the
Land and Water Conservation Fund (LWCF) account # 001.0000.131.1461 that
currently has a balance of $167,233.
RECOMMENDATION
We recommend that the City Manager be authorized to disburse the amount of
$5,979.00 to Leadex Corporation for the installation of the concrete parking area at
Brewer Park.

WHEREAS, the Parks and Recreation Department has received grant funding through the Florida

WHEREAS, one element of the improvements project is the installation of a concrete parking
area in place of the existing un-paved parking area; and
WHEREAS, Leadex Corporation has provided the lowest responsive quotation for the installation
of the concrete parking area.
NOW, THEREFORE, BE IT RESOLVED BY TBE MAYOR AND CITY COMMISSION OF
TT-1E CITY OF SOUTT-1 MLAMI, FLORIDA:
Section 1. That the City Manager is authorized to disburse $5,979.00 to Leadex Corporation
for the installation of the concrete parking area at Brewer Park.
Section 2. That the payment in the amount of $5,979.00 be charged to the Land and Water
Conservation Fund grant Account Number 001.0000.131.1461, which currently has a balance of
$167,233.
Section 3. This resolution shall take effect immediately upon execution.

Terms Of Proposal:
1) Acceptance of this proposal shall be acceptance of all terns and conditions recited herein or incorporated
by reference, allowing JSM to commence preparation for work, signed proposal will constitute acceptance
by buyer of this proposal and its terms and conditions. Quotation herein. unless otherwise stated, is for
immediate acceptance and not subject to cbanage.
2) No back charges or claims shall be valid unless previously authorized in writing by JSDr1 and unless
written notice is given ,by owner to JSM ten (10) days prier to the execration of ehaa-ges explaining basis of
proposed charge to be considered by JSM for .approval or denial-
3) All sums not paid when due shall bear interest at the rate of 1.5% per month from due date until paid or
the maximum, legal rate permitted by law whichever is greater, plus all costs of collections, including
reasonable attorney's fees. Said rate of interest shall continue evert post judgement. Due refers to date
agreed in proposaal beat never more than 30 clays from completion, sinless agreed by both parties and stated
in proposal.
4) If payment is not made to JSM as herein provided, then JSM may stop work wiLhout prejudice to any
rather remedy it may have. If on site work is required, buyer is to prepare al] work areas so as to be
aasseesible and acceptable for JSM's work JSM will not be called upon to work until sr, nla cient areas are
ready to allow logical, continued and efficient progress for the work until completion.
