10-05-05 Item 7ltd s s ♦,.• - • 73TIMM M., RESOLUTION ..• r r BACKGROUND AND ANALYSIS Agenda Item # Re: Brewer Park Tree Removal — LWCF Grant The Land and Water Conservation Fund (LWCF) improvements for Brewer Park include the removal and replacement of exotic tree species such as Australian Pines, Brazilian Pepper and Scheiflera among others. All of these trees are listed on DERM's Prohibited Tree Species list. Some of the work will be accomplished in -house by Parks and Recreation staff. However, the large Australian Pine trees require equipment and manger beyond what in -house staff: can provide. The Australian Pines along the canal will be removed, with the stumps remaining to provide for shoreline stabilization. Although tree canopy replacement is not mandated for removal of prohibited tree species, the grant does provide funding for a number of more suitable trees (bald cypress) to be planted in place of the removed trees. The Parks and Recreation Department has solicited quotations for the removal of 23 Australian Pines from the park, and the lowest responsive quotation was submitted by Supermen Tree Service in the amount of $8,000.00. The attached resolution would authorize the City Manager to disburse funds in the amount of $8,000.00 to Supermen Tree Service for this work. Funding is available in the Land and Water Conservation Fund (LWCF) account # 001.0000.131.1451 that currently has a balance of $167,233. We recommend that the City Manager be authorized to disburse the amount of $8,000.00 to Supermen Tree Service for the removal Brewer Park. WHEREAS, the Parks and Recreation Department has received grant funding through the Florida Department of Environmental Protection's Land and Water Conservation Fund (LWCF) for improvements to Brewer Park; and WHEREAS, one element of the improvements project is the removal and replacement of exotic tree species in the park; and WHEREAS, Supermen Tree Service has provided the lowest responsive quotation for the removal of 23 Australian Pine trees.
