A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI, FLORIDA RELATING TO THE ISSUANCE
OF A CERTIFICATE OF APPROPRIATENESS FOR EXTERIOR
IMPROVEMENTS TO A DESIGNATED HISTORIC BUILDING
LOCATED AT 6282 SW 56 STREET (CAMBRIDGE LAWNS HISTORIC
DISTRICT) ; PROVIDING AN EFFECTIVE DATE
BACKGROUND
The Land Development Code (Section 20- 5.19(E)(3)) specifies that any application for the alteration,
renovation, remodeling, or landscape changes affecting the exterior of a designated historic building
(includes demolition) must receive preliminary approval of the Historic Preservation Board in the form of
a "certificate of appropriateness" (COA). The regulations further require that the City Commission must
approve the Board's recommendation to issue a certificate of appropriateness. This approval process
requires a public hearing and review by the City Commission. The Commission may approve, deny
approve in modified form, or defer a COA application.
SPECIFIC APPLICATION
Application No. HPB -05 -003 was submitted to the Historic Preservation Board at its July 25, 2005
meeting. The application is requesting a certificate of appropriateness to permit the installation of
hurricane shutters for a designated historic building located at 6282 SW 56 Street which is within the
Cambridge Lawns Historic District.
The applicant is proposing to install the aluminum panel shutters for the front facade. The intent is to
maintain the current appearance of the building. The proposed aluminum type shutters will preserve the
existing decorative wood panels on the side of the windows. The accordion type shutters are being
proposed for the remaining portion of the building, those windows that do not have decorative wood on
the sides. Attached is the COA application, property survey, photographs, and specification documents
from the hurricane shutter manufacturer.
HISTORIC PRESERVATION BOARD ACTION
The Historic Preservation Board, at its July 25, 2005 meeting, adopted a motion by a vote of 3 ayes 0
nays recommending approval of the COA application requesting approval to install hurricane shutters
with conditions.

RECOMMENDATION:
It is recommended that the Commission adopt the attached resolution approving the installation of
hurricane shutters on a designated historic building located at 6282 SW 56 Street, subject to the following
conditions:
(a) The installation shall be in accordance with plans and graphics submitted to the Historic

(b) Aluminum type shutters to be installed on windows with decorative wood panels. Accordion
shutters are approved for all other windows not on the front fagade.

WHEREAS, Application No. HPB -05 -003 was submitted to the Historic Preservation Board at

WHEREAS, Section 20- 5.19(E)(3) of the South Miami Land Development Code requires the
City Commission to conduct a public hearing on certificates of appropriateness and to approve, deny
approve in modified form, or defer a subject application; and
WHEREAS, the Historic Preservation Board at its July 25, 2005 meeting adopted a motion by a
3 aye 0 nay vote recommending approval of the subject application; and
WHEREAS, the Mayor and City Commission of the City of South Miami desire to accept the
recommendation of the Historic Preservation Board.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT:
Section 1. Historic Preservation Board Application No. HPB -05 -003 requesting a certificate of
appropriateness to permit the installation of hurricane shutters for a designated historic building located
at 6282 SW 56 Street within the Cambridge Lawns Historic District is approved subject to the following
conditions:
(a) The installation shall be in accordance with plans and graphics submitted to the Historic
Preservation Board at its July 25, 2005 meeting;
(b) Aluminum type shutters to be installed on windows with decorative wood panels. Accordion
shutters are approved for all other windows not on the front fagade.
Section 2. This resolution shall be effective immediately after the adoption hereof.

Explanations of categories for Section 2
Maintenance or Repair: The act or process of applying measures to sustain the existing form integrity and
material of a building or structure and the existing form or vegetative cover of a site. It may include initial
stabilization work, where necessary, as well as ongoing maintenance and repair. (Samples of material may be
requested).
Restoration: The process of accurately recovering the form and details of a property and its setting as it
appeared at a particular period of time by means of the removal of later work or by the replacement of missing earlier
work. All applications for restoration shall include elevations, site and landscape plans (if necessary), and any other
supplementary information that will support the proposed project.
Rehabilitation: The process of returning a property to a state of utility through repair or alteration which makes
possible an efficient contemporary use while preserving those portions or features of the property which are
significant to its historical, architectural, and cultural values. All applications for rehabilitation shall include:
elevations, site and landscape plans (if necessary), and any other supplementary information that will support the
proposed project.
Demolition: The process of destroying or tearing down a building or structure or a part thereof, or the process of
removing or destroying an archaeological site or a part thereof. The applicant(s) shall include a report explaining why

20 -5.19 SOUTH MIAMI LAND DEVELOPMENT CODE
(E) Certificate of Appropriateness.
(1) Certificate Required as Prerequisite to Alteration, Etc. Pursuant to a recommendation
by the Planning and Zoning Director of the need for an appropriateness review, no
building, 'structure, improvement, landscape feature, or archeological site within the
City of South Miami which is designated pursuant to this Code shall be erected,
altered, restored, renovated, excavated, moved, or demolished until an.< application for
a "Certificate of Appropriateness " regarding any architectural features, landscape
features, or site improvements has been submitted to and approved pursuant to the
procedures in this Section.
Architectural features shall include, but not be limited to, the architectural style,
scale, massing, siting, general design, and general arrangement of the exterior of the
building or structure, including the type, style and color of roofs, windows, doors and
appurtenances. Landscape features and site improvements shall include, but are not
limited to, site regarding, subsurface alterations, fill deposition, paving, landscaping,
walls, fences, courtyards, signs and exterior lighting.
No certificate of; appropriateness shall be approved unless the architectural plans for
said construction, alteration,; excavation, restoration, renovation, relocation or demo-
lition are approved by the City Commission.
(2) Standards for Issuance. The Historic Preservation Board shall adopt and may, from
time to time, amend the standards by which applications for any certificate of
appropriateness may be evaluated. In adopting these guidelines, it shall be the intent
of the board to promote maintenance, restoration, adaptive reuses appropriate to the
property, and compatible contemporary designs that are harmonious with the exterior
architectural and landscape features of neighboring buildings, sites, and streetscapes.
These guidelines may also 'serve as criteria for the Planning and Zoning Director to
make decisions regarding the need for an application for a certificate.
(3) Procedures.
(a) An applicant for a certificate of appropriateness shall submit an application to
the Planning and Zoning Division and accompany such application with full
plans and specifications, site plan, and samples of materials as deemed appro-
priate to fully describe the proposed appearance, color, texture, or materials, and
architectural design of the building and any outbuilding, wall, courtyard, fence,
landscape feature, paving, signage, and exterior lighting.

Roll call was performed. Board members present constituting a quorum:
Ms. Clyatt, Ms. Chael, and Ms. Dison.

Applicant: Juan Somarriba and Sonia Gonzalez
Location: 6282 SW 56 Street (Miller Drive)
Request: Applicant requesting approval for the
installation of hurricane shutters, at the
above referenced location.
Applicant present: Sonia Gonzalez
Action: The Board and staff discussed the request. Mr. O'Donniley presented the staff report. He
explained that on October 5, 2004 the City Commission adopted a new zoning district, the "HP-
OV" Historic Preservation Overlay. The subject property is within the Cambridge Lawns Historic
District. Pursuant to Section 20- 1.19(E) of the Land Development Code, a "Certificate of
Appropriateness ", is required for applications affecting the exterior (renovation, repair, painting
demolition or landscaping). Additionally, he informed the Board that besides the staff report the

applicant has provided documentation describing the thirteen openings, hurricane shutters
manufacturer, survey of the property, and photographs. The purpose of the proposed aluminum
type shutters is to preserve the existing decorative wood panels on the side of the windows. The

windows that do not have decorative wood on the sides.
Ms. Clyatt opened the public hearing.
The applicant Ms. Sonia Gonzalez stated her proposal to install the aluminum panel shutters for
the front fagade and indicated her intent to maintain the current appearance of the building.
Ms. Clyatt closed the public hearing.
Motion: Ms. Chael moved for approval of the installation as shown on the plans and documents
submitted with the following condition:
1. Aluminum type shutters to be installed on windows with decorative wood panels.
