FOR MANOR LANE DRAINAGE & TRAFFIC IMPROVEMENTS CONSTRUCTION, IN AN AMOUNT OF $257,724.85 TO BE CHARGED TO PEOPLE'S TRANSPORTATION TAX FUND AND STORMWATER TRUST FUND ACCOUNT NUMBERS 124- 1730 -541 -3450 AND 111 - 1730- 541 -6490; PROVIDING FOR AN EFFECTIVE DATE BACKGROUND & ANALYSIS: The proposed drainage and traffic calming on Manor Lane is part of the scheduled capital improvement for the area. The construction project will consist of drainage improvements, traffic circles, and a landscaped traffic diverter with textured concrete, roadway resurfacing, signage and pavement marking. The construction activities will be provided for the project area defined as: Manor Lane from about SW 63rd Avenue to the intersection of SW 66`" Avenue and SW 79`'' Street, and SW 63rd Avenue from SW 72 "d Street to Manor Lane (note that SW 63rd Avenue turns into Manor Lane at 7530 SW 63rd Avenue). As part of the bid package issued, we requested proposals for two options (Options "A" & "B "). Following receipt of the bids, we chose Option "B," due to reduced cost when compared to the available budget. The project was advertised in the Miami Daily Business Review on June 30, 2005. Six contractors submitted sealed bids on or before July 29, 2005 (the last day to receive bids). The bids were publicly opened on Friday, July 29, 2005 at 3:05 pm. Since the bid opening, the engineer of record has tabulated, reviewed and evaluated all bids, verified references, verified bid bonds and discussed the project with the lowest bidders to make sure the scope of work is clearly understood as designed and specified. The Engineer of Record (Milian Swain & Associates, Inc.) has submitted the attached letter of recommendation for T. J. Pavement Corp. as the lowest responsive bidder. The letter further explains why the lowest bidders (Development & Communications Group and Domus Construction, Inc.) were disqualified due to irregularities in their bids. This project will be funded through the People's Transportation Plan (PTP) and the Stormwater Trust Fund (STF). Pavement Corp. for the construction of the Manor Lane Drainage and Traffic Improvements for an amount of $257,724.85. Section 2: The project will be funded from the People's Transportation Tax fund account number 124 - 1730 -541 -3450 (with a current balance of $120,000) and the Stormwater Trust Fund account number 111- 1730 -541 -6490 (with a current balance of $194,891.29) with $120,000.00 and $137,724.85 to be charged to those accounts respectively.
