BACKGROUND
The City of South Miami is required to submit to the State of Florida an Evaluation and Appraisal
Report on its Comprehensive Plan. The data collection, research and documentation needed for the
preparation of the Evaluation and Appraisal Report requires that the Planning Department use
professional consultant personnel. A major part of the Evaluation and Appraisal Report is citizen input
obtained through public workshops, hearings and surveys. Attached is the report "Summary of EAR
Citizen Input" .
CITIZEN SURVEY - MAIL -OUT
In August the City's newsletter will be sent to all households and will include a 17 question "Planning
Issues Survey" which household members can deliver or mail back to the City. The questions will be
similar (updated) to the survey done in 1988 as part of the Comprehensive Plan research phase. Attached
is a copy of the updated survey which will be sent out in two weeks.
RANDOMIZED PHONE SURVEY
In order to get maximum use of a citizen input a scientific random phone call survey will confirm the
results of comments /priorities and issues brought out at public meetings that have been held with various
Boards and committees. The EAR phone survey will include slightly different questions on future
development and quality of City services, which will aid in determining appropriate LOS (level of
service) standards.

PROPOSAL
The firm of Adkins and Associates has served as a consultant to the City in the past. Attached is a copy
of a proposal (proposed contract and questions) submitted by the same firm in order to carry out a
randomized phone survey for South Miami. The firm is currently carrying out similar services for the
City of Miramar, Florida (P.O.# 05009578), Due to the deadlines imposed by the State it is vital that this
survey be conducted expeditiously, it is recommended that the City use the Miramar contract
(piggybacking) in order to carry out the proposed EAR survey. The survey will cost $15,000 and be
completed within 30 days.
FUNDING
Funding for the survey consultant will be as follows: $10,000 from the Planning Department's
Contractual Services Account No. 001- 1620 -524 -3450, which account has a current balance of $44,605;
and $5,000 from the General Contingency Account No. 001- 2100 -519 -9920, which has a current balance
of $17,783.
RECOMMENDATION
It is recommended that the attached resolution be adopted authorizing the City Manager to enter into a
contract with Adkins and Associates in the amount of $15,000 for the purpose of conducting a
professional randomized survey of South Miami citizens in order to provide information on development
and city services as input into the City's Comprehensive Plan Evaluation and Appraisal report.

28 WHEREAS, a citizen survey which includes questions on future development and quality of
29 city services is necessary to determine appropriate LOS (level of service) standards as part of the
30 Evaluation and Appraisal Report; and

Based on desire to examine the diverse ethnioNes that are represented in South Miami, the
suggested interviews is 250 -300.
Survey research is used to gauge the public's opinion on a range of issues impacting the
community. While city staff and elected officials hear directly from community activists, friends
and neighbors, survey research is designed to measure public opinion of a random sample of
residents that is statistically representative of the entire population.
The information gathered in this poll can help the City better understand which services or issues
the public is satisfied with or which services or issues need improvement, and how they would
like to see the City plan for the future.
The first step is to examine the precincts and match them against zip codes to determine a
representative sampling of the City's citizens. During that same time, the questions are formatted
based on information provided by the City. It is important that the questions are worded in a
manner to avoid bias or prejudice for or against an issue; otherwise, the integrity of the sampling
will suffer. After the questions are approved by the City, citizens are contacted by call center
representatives under the supervision of research professionals. The calls are made until the
desired sampling is achieved. The gathered information is then assimilated and examined by
research professionals. Within 7 -10 days, the City is presented with an analysis of the results of
the survey that includes a summary. The City will then possess a guide for determining future
direction and have a clearer understanding of the needs and challenges that can help chart the
course.
