RESOLUTION: DATE: July 19, 2005 South Miami bAd All- AmedeaChy 2001 AGENDA ITEM No. /6 RE: Authorizing new City Services and establishing a fee schedule A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA AUTHORIZING AND ESTABLISHING NEW PASSPORT, FINGERPRINTING AND BACKGROUND CHECK SERVICES AND RELATED FEE SCHEDULE; PROVIDING FOR EFFECTIVE DATE BACKGROUND & ANALYSIS: The proposed resolution is part of this administration's on -going efforts to find new and creative ways of generating revenue for the City's general fund, while at the same time increasing the services provided to our residents. Over the past couple of years, staff has reported a large number of inquiries (both in person and by telephone) from area residents concerning the availability of the types of services contemplated by this resolution. We conducted a survey of several municipalities in Miami- Dade County which provide passport services, in order to determine pricing. The survey was also utilized to determine which other cities provide fingerprinting and background checks along with fees charged for those services. In addition, start up costs were evaluated and found to be minimal — no more than $1676.90. As a result of the demand, the low cost and the potential revenue stream, we propose to offer fingerprinting, passport photos and processing, and basic background checks utilizing current staff, who are already trained and certified. The fees would be the same as charged by the majority of municipalities offering these services (see attached Revenue Fees Survey): Passport processing $30.00; Passport photos $10.00 for two; Fingerprinting $10.00 and Background checks $10.00. RECOMMENDATION: It is recommended that the City Commission approve the resolution.
