WHEREAS, Ardaman & Associates, Inc. has provided the lowest responsive quotation to conduct
an environmental assessment of the YMCA property.

Ardaman & Associates, Inc. is pleased to present this proposal for the preparation of a Phase I
Environmental Site Assessment (Phase l) and Phase 1.1 Environmental Site Assessment (Phacc-_
il) report Tor the .above , referenced subject property. Ardaman understands that various
household solid wastes were once disposed on the west portion of the subject property.
The primary objective of the Phase I `is to formulate and render an opinion concerning any
obvious indications of soil and /or groundwater contamination which, if present, would indicate the
need for further, more in -depth and sophisticated procedures of exploration. The scope of work
listed below is designed to provide a standard of care accepted by major lending institutions, the
Florida Bar Association, and the Florida Association of Environmental Professionals. Our report
will be prepared following the current ASTM Practice E -1527 "Environmental Site Assessment:
Phase I Environmental Site Assessment Process" guidelines.
The purpose of the Phase 11 is to investigate the potential that the soil and groundwater at the
subject property has been affected by the historic activities at the site: To investigate the type
of material disposed on the subject property Ardaman will complete 8 auger borings to the water
table. The auger cuttings (soil) will be visually inspected and screened with an organic vapor
analyzer ( OVA). The auger cutting interval with the highest OVA reading will be sampled and
analyzed at an analytical laboratory. If the OVA indicates no organic vapors in the auger cuttings
then the auger cutting that visually appears to have the highest potential to be impacted by a
containment will be selected for laboratory analysis. A groundwater monitoring well will be
installed in the 'same location the soil ` sample was collected for laboratory analysis. A
groundwater sample will be collected from this well and analyzed.
Note that the investigation for the Phase I may find additional environmental issues. If additional
environmental issues are discovered, your office will be contacted as soon as possible.
Ail samples will ca provided to a National Environmental Laboratory Accreditation Conference
(NELAC) certified laboratory for analysis: The asbestos survey proposal will be submitted under
separate cover.
ANTICIPATED SCOPE OF WORK
1. Phase I Site reconnaissance to visually observe conditions that may indicate present or
past generation, use, storage, or discharge of hazardous materials within the limits of the
site; or on adjacent properties within a % mile radius of the site. We will require a copy
of a survey illustrating the boundaries of the site, as well as its legal description, prior to
beginning our work.
2. Phase 1: Review the site ownership history to try to determine:if previous' owners of
businesses that have occupied the subject site may be suspected of handling; storing, or
generating hazardous materials. A chain-of-title should be provided by the client or their
legal representatives for use by Ardaman & Associates, Inc. Note that we can obtain a
50 -year chain -of- title, if necessary, at an additional cost.

3. Phase 1: Review historical aerial photographs showing the subject site and surrounding
area in an attempt to identify any obvious indications of past sources of contamination.
4. Phase I: Review information provided by federal, state, and local regulatory agencies to
determine if any citations or enforcement actions have been filed against the current or
previous site owners; or adjacent property owners within a % mile radius of the subject
site.
5. Phase II: Eight auger borings will be completed on the western portion of the subject
property. The auger cuttings (soil) will be visually inspected and screened with an OVA.
6. Phase -II: A soil sample will be collected and analyzed for purgeable
halocarbons /aromatics using EPA method 8021, polynuclear aromatic hydrocarbons using
EPA method 8310, organochlorine pesticides using EPA method 8081A and if soil staining
is evident, Total Recoverable Petroleum.Hydrocarbons (TR:PH) using the FL PRO method.
if the OVA indicates the concentration of volatile organics is below 100 ppm EPA method
8021 will not be run.
7. Phase IL Install one temporary groundwater monitoring well to approximately 5 feet below
the groundwater table. A groundewater` sample will be collected and analyzed for
purgeable halocarbons /aromatics using EPA method 8021, polynuclear aromatic
hydrocarbons using EPA method 8310, organochlorine pesticides using EPA method
8081A and TRPH using the FLPRO method.
8. Prepare and submit a Phase I & Phase II report documenting results and
recommendations for additional assessment, if necessary. The results of the water
quality sample analysis will be included in this report.
The Client recognizes that the above anticipated scope of work is Limited by the Client's budget
for these services, and that a more detailed and extensive scope of work, at a greater cost to the
Client, may be necessary if conditions observed during the Phase I Environmental Assessment
indicate possible contamination. Assessment of air quality, surface water quality of off -site
surface water bodies, asbestos containing building materials, lead -based paint, mold, radon, and
protected species of flora and fauna are not within the scope of this authorization.
SCHEDULING AND ACCESS
After proposal acceptance, we estimate that the project will take approximately 20 -25 working
days to complete, provided that a chain -of- title search is not desired. The property owner is to
be informed of the nature of our work and must give permission for site access and the
performance of our studies

The estimated cost for the Phase I portion of the scope of work i $1,800.00

This cost estimate assumes all laboratory analysis detailed in the Scope of Work will be
conducted. If the TRPH soil analysis is not conducted a savings of approximately $115 will be
realized and if the EPA method 8021 soil analysis is not conducted a saving of approximately
$125 will be realized.
ENGINEERING ANALYSIS AND REPORT
The final Phase I & Phase 11 Environmental Site Assessment report (3 copies) will present our
findings and conclusions, legal description and /or property information, historical records
documentation, regulatory records documentation and site photographs if applicable.
CLOSURE
The Phase 1 & Phase II Environmental Site Assessment will be performed for the sole use of the
City of South Miami Parks and Recreation, their legal counsel, and lending institution.
Before any work will begin, please sign and return the Proposal /Project Acceptance (PPA) form
which authorizes us to proceed. When returning the PPA form, please complete the entire form
to help us set up your file correctly. Also, please provide us with the County Tax Collector
property identification number, as well as the names and addresses of all parties who
should rely on or receive copies of the report(s) for this project. In the event a reliance letter
is requested after the project ( report) has been completed and delivered, an additional cost of
$100 per entity will be charged for each reliance letter completed after the fact.

MACTEC Engineering and Consulting, Inc. (MACTEC) is pleased to submit this proposal to
provide a Phase I Environmental Site Assessment (Phase I ESA), Limited Phase II ESA, and
Asbestos Survey for the above referenced property. We appreciate the opportunity to propose on
these services and to serve as your environmental consultant. The remainder of this proposal
outlines background information, our proposed scope of services, fee schedule and authorization
instructions.
BACKGROUND INFORMATION
Our understanding of this assessment is based on a site walk performed by MACTEC on June 28,
2005,. escorted by you. We understand that the City of South Miami is considering the purchase
of the approximately 10 -acre site, currently occupied by YMCA of Greater Miami. The property
contains one two -story office building, racquetball and basketball courts, and a paved parking lot
within the eastern portion. The western and central portions were recently developed into
athletic fields. The orb -site office building was constructed in approximately 1955. The western
and central portions of the property have reportedly been historically utilized as an unpermitted
landfill. The nature of the materials deposited at the site is unknown. The City of South Miami
would like to assess soil and groundwater quality in the general vicinity of the former landfill
area and the potential presence of asbestos containing materials within the office facility.
We understand that you will make arrangements for site access. The following describes our
scope of services.

PROPOSED SCOPE OF SERVICES
Task 1: Phase I Environmental Site Assessment
We propose to perform the Phase I in general accordance with ASTM- 1527 -00. The major
portions of the scope to be performed are the following:
• One of our professionals experienced in performing environmental site
assessments will conduct a site reconnaissance. Our representative will look for
obvious surface indications of past or present waste handling or storage activities.
Available past and/or present owners and occupants of the subject property, as
deemed appropriate, will be interviewed as to their knowledge of site activities
and operations that affect current or past environmental conditions at the site. If
available, we request that more detailed site plans be provided to us prior to our
site , visit. The provided site ,plans or boundary surveys will be used to
approximate property boundaries in the field. We understand that you will make
arrangements for our personnel to gain access to the site.
• MACTEC will review site physiography, geology, and hydrogeology for factors
that might influence contaminant transport in the vicinity of the site. The review
will be based on published information and our previous experience in the site
locale.
• We will review- the Miami -Dade County Department of Environmental
Resources Management (DERM), the Florida Department of Environmental
Protection (FDEP), and the United States Environmental Protection Agency
(EPA) records, lists, or comments through a subcontractor service that would
help us evaluate the potential for pastor present environmental concerns at the
site.
• As a contingency, we will review up to fifteen DERM regulatory files for the
subject site (if any) and for nearby listed facilities with a significant potential for
impacting the site, as deemed appropriate. DERM limits our file review to
fifteen files per scheduled appointment.
• We will perform a vehicular reconnaissance of the sites in the near vicinity
(approximately 1/4 mile radius). The purpose of the reconnaissance is to verify
the location of listed solid waste, hazardous material /waste and petroleum
handling facilities.
• We will review other selected, readily available background and historical
information such as aerial photographs, topographic maps, city directories,
Sanborn Insurance Maps, building permits, and provided geotechnical reports.
We will review historical information to evaluate the obvious use of the subject
site and adjacent properties dating back to at least 1940. We will also review
previous reports prepared by MACTEC for the site and, if made available to us,
we will review reports of other previous environmental services performed for
the property. We request that any such documents which may assist us in
evaluating past or present land use be furnished to us.

If provided to us, we will review a property chain of ownership document for indications of past
and present on -site operational practices. This document would be obtained as part of our services
for informational purposes only and MACTEC would not warrant the accuracy of the document.

Task 2: Limited Phase U Environmental Site Assessment
® MACTEC will attempt to locate underground utilities using Sunshine State One Call and
underground utility plans. We note that the use of underground utility plans is imperative,
as Sunshine State One Call will rarely locate underground utilities on the property. In order
to reduce the opportunity for damage to underground utilities, please provide us with
plans that indicate utility locations prior to our field services.
• MACTEC will prepare a site specific health and safety plan (HASP) in accordance with the
requirements of the Occupational Safety and Health Administration:
• MACTEC will use direct push technology to obtain up to six soil and groundwater samples
at the site. Samples will be kept on ice in a cooler until delivered to a 'state- certified
laboratory for analysis.
• The soil and groundwater samples from each location will be analyzed for the following
parameters
Total Recoverable Petroleum Hydrocarbons (TRPH) by Florida Petroleum Range Organics
(FL -PRO) method (petroleum products)
Volatile organic aromatics (VOA) and volatile organic halocarbons (VOH) by EPA Test
Method ,8021 (gasoline constituents and chlorinated solvents)
Polynuclear aromatic halocarbons (PAH) by EPA Test Method 8310 (solvents, including
drycleaning)
Organochlorine pesticides by EPA Test Method 608/8081 (common older agrochemicals)
Organophosphorus pesticides by EPA Test Method 614/8141 (common newer
agrochemicals)
8 RCRA metals
Methane. (commonly generated in landfill environments)
Ammonia (commonly generated in landfill environments)
• These laboratory test methods are recommended based on MACTEC's previous
experience with landfill sites and the information available during the preparation
of this proposal. As more information becomes available during the evaluation of
the historical information as part of Phase I ESA, MACTEC, in consultation with

City of South Miami personnel, may revise the test methods, and thus the
laboratory costs, to those more appropriate for the site.
• The "down hole" equipment will be decontaminated between each boring location.

Task 3: Asbestos Survey
0 Visit and Observations -
The survey for asbestos- containing materials will initially involve our review of building
specifications, blueprints, and previous asbestos survey reports, to the extent available.
0 will then conduct a site visit and observations of surfaces with spray- applied finishes, .
ventilation systems, areas above suspended ceilings and mechanical areas. We will observe
at convenient locations for the presence of floor tile below existing carpet. After the visual
survey is completed, we will delineate areas that have suspect materials. Although the
emphasis is on detecting friable materials, we will sample and analyze suspect non - friable
materials for the presence of asbestos.
• During our site visit, we will field verify the information included in previously conducted
asbestos surveys, to the extent provided to us. Verification will include reviewing the
location, extent and type of asbestos- containing materials (ACM) identified. In addition, we
will review the sampling protocols employed relative to those included in the recently
revised Occupational Safety and Health Administration (OSHA) regulations.
• The next step is the selection of sample areas and sampling locations. The process will
begin with the delineation of sample areas. A sample area is defined as a homogeneous area
of suspect materials, which is of the same type and applied during the same general period
of time.
• Once sample areas have been determined and recorded, we will take representative
samples. The Environmental Protection Agency (EPA) has developed guidelines for
acquiring samples and we will adhere to those guidelines in our survey when appropriate.
The number of samples obtained will be based on the AHERA protocol specified in 40
CFR 763.86. ;

• Laboratory Analysis
Samples will be returned to our National Voluntary Laboratory Accreditation Program
(NVLAP) state accredited laboratory and analyzed using Polarized Light Microscopy
(PLM) coupled with dispersion staining. PLM is the mandated analytical method used by
the EPA and OSHA for the identification of asbestos in bulk samples. We anticipate the
<collection and analysis of up to 25 bulk material samples by PLM.
• The EPA requires confirmation analysis using the Point Count procedure to confirm
materials found to contain less than ten percent asbestos by initial PLM analysis. If
additional samples warrant analysis by the Point Count procedure, we will provide this
service for the additional fee of $100 per sample, subject to -your authorization,
• Exposure Assessment
• We will perform an exposure assessment on areas that have been identified to contain
ACM. The following assessment factors have been judged by the EPA to be useful in the
evaluation: evidence of deterioration or delamination, evidence of physical damage;
evidence of water damage; proximity of air plenum or direct airstream; exposure, activity
and the degree of activity, and change in building use;
m Experienced interpretation of information will be required for a technical assessment of
fiber release in order to reach decisions on abatement strategies. MACTEC has adopted the
seventh draft of the EPA's "Guidance for Assessing and Managing Exposure to Asbestos in
Buildings" as a guideline for assessments.
• Report Preparation
• We will prepare the final report after completion of the survey, sample analysis and
exposure assessment. The approximate quantities of materials found to contain asbestos
will be outlined in the report.

note that the Phase H laboratory analyses performed are subject to modification due to the Phase I
ESA findings. We will be available to discuss the findings of our investigation with you as they
become available as well as subsequent conclusions and recommendations once the report has been
submitted. At the completion of our services, a single invoice will be issued. If unforeseen
conditions delay completion of our services for greater than 30 days, we will issue an invoice for
services completed every four weeks. Payment of the invoice is due upon receipt of our report.
REPORT
Upon completion of the authorized scope of services, a written report of our findings, conclusions
and recommendations will be issued. Should our findings indicate that supplemental assessments
are warranted, this would be addressed in our report. We will provide you with four copies of our
report. The report will be prepared on behalf of and for the exclusive use of the City of South
Miami.
SCHEDULE
The underground utilities and field services will require approximately two weeks to complete.
Based upon a one -week laboratory turnaround time, we estimate that our report should be available
within four to five weeks of receipt of written authorization to proceed. Verbal confirmation of our
findings will be communicated, as they become available. Should this not meet your.needs, please
contact us so we may accommodate your schedule:
AUTHORIZATION
To authorize MACTEC to proceed with the proposed scope of services and to establish this
proposal, please fill out and sign the Proposal/Work Acceptance Sheet (PWAS) and return to us a
faxed copy of the PWAS. Please initial and return each page of the terms and conditions with the
signed signature page. We must receive an original signed copy of the PWAS prior to issuing our
report.
