FLORIDA, AUTHORIZING THE CITY MANAGER TO DISBURSE $7,044.90 TO
MIGUEL LOPEZ, INC. FOR REPAIR AND RENOVATION OF THE PARKING LOT AT
PALMER PARK TO BE CHARGED TO THE FLORIDA RECREATION DEVELOPMENT
ASSISTANCE PROGRAM (FRDAP) GRANT ACCOUNT NUMBER 001.0000.131.2221;
PROVIDING AN EFFECTIVE DATE
BACKGROUND AND ANALYSIS
In July 2004, the Parks and Recreation Department was awarded a grant by the Florida
Department of Environmental Protection (DEP) through the Florida Recreation
Development Assistance Program (FRDAP) to fund improvements to Palmer Park. The
planned improvements include the renovation of the parking lot.
The parking lot improvements include asphalt patching, re- sealing, striping, marking and
replacement of damaged concrete wheel stops. The Parks and Recreation Department
has solicited quotations for this work, and the lowest responsive quotation was
submitted by Miguel Lopez, Inc. in the amount of $7,044.90.
The attached resolution would authorize the City Manager to disburse funds in the
amount of $7,044.90 to Miguel Lopez, Inc. for this work. Funding is available in the
Florida Recreation Development Assistance Program (FRDAP) account #
001.0000.131.2221 that currently has a balance of $144,154.00.
RECOMMENDATION
We recommend that the City Manager be authorized to disburse the amount of
$7,044.90 to Miguel Lopez, Inc. for the parking lot improvements at Palmer Park.

WHEREAS, the Parks and Recreation Department has applied for, and received, grant funding
through the Florida Department of Environmental Protection's Florida Recreation Development
Assistance Program (FRDAP) for improvements to Palmer Park; and
WHEREAS, one element of the improvements project is the renovation of the parking lot; and
WHEREAS, Miguel Lopez, Inc. has provided the lowest responsive quotation for the planned
parking lot improvements.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI:
Section 1. That the City Manager is authorized to disburse $7,044.90 to Miguel Lopez, Inc.
for the renovation of the parking lot at Palmer Park.
Section 2. That the payment in the amount of $7,044.90 be charged to the Florida Recreation
Development Assistance Program grant Account Number 00 1.0000. 131.222 1, which currently has a
balance of $144,154.00.
Section 3. This resolution shall take effect immediately upon execution.

3- The application of oil spot primer to oil stained asphalt is designated to c

5- Asphalt sealer is designed to protect and beautify the pavement; however it will not eliminated the apperanee
of cracks in the pavement surface.
0- New sealcoated parking lots will show more wear in some areas than others depending on traffic pattern,
turning radius and ponding water.
7- Ponding water will dilute the sealer distroying the sealcoat.
