FROM ACCOUNT 001 - 1910 -521 -6430 (OPERATING EQUIPMENT; PROVIDING FOR AN EFFECTIVE DATE. BACKGROUND AND ANALYSIS The Police Department is requesting to purchase a second K -9 which will be dual certified for use in patrol and the detection of narcotics. This K -9 is a currently budgeted item. It will increase the level of service the Police Department provides to the citizens of South Miami. On patrol, the K -9 can be used in officer safety situations, building searches, locating missing persons, apprehending fleeing felons, crowd control and to assist other agencies. The K -9 is also a very popular public relations tool for school and public demonstrations. The K -9 unit is extremely efficient in the detection of narcotics, which may lead to the forfeiture of property. Police Service Dogs, Inc. was awarded the previous K -9 contract through a competitive bid process within the last 10 months. As part of their contract, Police Service Dogs, Inca will provide continual training for the K -9 and its handler at no extra cost to the City of South Miami. The purchase will come out of account #001 - 1910 -521 -6430 (Operating Equipment) with a current balance of $12,854.08 before this purchase. RECOMMENDATION Your approval is recommended. WHEREAS, the South Miami Police Department is committed to providing the best possible service to the citizens of the City, and a patrol /narcotics K -9 can be used for narcotics apprehensions, crowd control, officer safety, missing persons, apprehending fleeing felons, building searches and assisting other agencies in emergency situations; and WHEREAS, a patrol /narcotics K -9 also has proven to be an excellent public relations tool for enhancing police - community relations especially in schools; and WHEREAS, Police Service Dogs, Inc. was awarded the previous K -9 contract through a competitive bid process within the last 10 months, and the purchase of a second is a currently budgeted item. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT; Section 1. The City Manager is authorized to execute applicable contracts and documents for the Police Department to purchase one (1) additional patrol /narcotics K -9 from Police Service Dogs, Inc. Miami, FL. Section 2. The City Manager is authorized to disburse a sum not to exceed $8,000.00 for this purchase from account #001 - 1910 -521 -6430 (Operating Equipment) with a current balance of $12,854.08. Section 3. Police Service Dogs, Inc. will provide continual training for the patrol /narcotics K -9 and its handler at no cost to the City of South Miami. Section 4. WHEREAS, the Police Department is committed to providing the best possible police service to the citizens of South Miami, and in order to accomplish that goal a replacement for our second patrol /narcotics K -9 is needed; and WHEREAS, the patrol /narcotics K -9s are used for narcotics apprehensions, crowd control, officer safety, missing persons, apprehending fleeing felons, building searches and assisting other agencies in emergency situations; and WHEREAS, patrol /narcotics K -9s are excellent public relations tools for school and public demonstrations; and WHEREAS, this replacement patrol /narcotics K -9 will be completely funded with donated funds, at no cost to the citizens of South Miami; and WHEREAS, Three (3) bids were obtained and Police Service Dogs, Inc. was the lowest of the bids received. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT; Section 1. The City Manager is authorized to execute applicable contracts and documents for the Police Department to purchase one (1) replacement patrol /narcotics K -9 from Police Service Dogs, Inca Miami, FL for a sum not to exceed $8,500.00. Section 2. The replacement second patrol /narcotics K -9 will be purchased with funds donated specifically for that purpose and at no cost to the citizens of South Miami. Section 3. Police Service Dogs, Inc. will provide continual training for the patrol /narcotics K -9 and it's handler at no cost to the City of South Miami. Section 4. Police Service Dogs, Inc. was the lowest bidder of three (3) bids received by the police department. As part of their contract, Police Service Dogs, Inc. will provide continual training for the K -9 and it's handler at no extra cost to the City of South Miami. This represents a potential added annual savings to the City of $4,800.00.
