05-03-05 Item 4I RESOLUTION NO. 2 3 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE 4 CITY OF SOUTH MIAMI, FLORIDA, DECLARING SUPPORT FOR 5 THE CITY, COUNTY AND LOCAL GOVERNMENT LAW SECTION OF 6 THE FLORIDA BAR IN PROCLAIMING MAY AS CIVILITY MONTH; 7 PROVIDING AN EFFECTIVE DATE. 8 9 WHEREAS, the open exchange of public discourse is essential 10 to the democratic system of government; and 11 12 WHEREAS, as a cornerstone of democracy Americans have 13 observed certain rules of behavior generally known as civility; 14 and 15 16 WHEREAS, civility, derived from the Latin words "civitas" 17 meaning city and "civis" meaning citizen, is behavior worthy of 18 citizens living in a community or in common with others; and 19 20 WHEREAS, displays of anger, rudeness, ridicule, impatience, 21 and a lack of respect and personal attacks detract from the open 22 exchange of ideas, prevent fair discussion of the issues, and 23 can discourage individuals from participation in government; and 24 25 WHEREAS, civility can assist in reaching consensus on 26 diverse issues and allow for mutually respectful ongoing 27 relationships; and 28 29 WHEREAS, civility can uplift our daily life and make it 30 more pleasant to live in an organized society; and 31 32 WHEREAS, the City, County and Local Government Law Section 33 of The Florida Bar urges the adoption of a pledge of civility by 34 all citizens in the State of Florida. 35 36 NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY 37 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA; 38 39 Section 1. That the Mayor and the City Commission 40 hereby declare their support in proclaiming the month of May as 41 Civility Month, and call upon all citizens to exercise civility 42 toward each other. 43 44 Section 2. Like last year, we have expanded our program to include Florida's district school boards. We hope that the pledge of civility will uplift the tone and conduct in your meetings. Civility uplifts our common life, and invites citizens to participate in their government. The art of civility requires constant application everyday. The attorneys of the City, County and Local Government Law Section of The Florida Bar ask you to renew the pledge of public conduct. A sample proclamation is enclosed for your use.
