(MSA) will provide survey & testing services, design bid and construction phase professional services for Manor Lane Traffic Calming and Drainage Improvements. The professional services will be provided for the project area defined as: Manor Lane from about SW 63rd Avenue to the intersection of SW 66th Avenue and SW 79th Street and SW 63rd Avenue from SW 72nd Street to Manor Lane (note that SW 63rd Avenue turns into Manor Lane at 7530 SW 63' Avenue). The proposed traffic calming is the implementation of some of the recommendations of the approved Manor Lane Traffic Intrusion Study prepared in February 2001. After the study, Miami Dade County Public Works Department, Traffic Engineering Division reviewed the report and expressed no objection to the follow two traffic calming devices: 1. A landscaped traffic diverter with texture concrete at the Manor Lane & SW 78th Terrace intersection. 2. A traffic calming device at the intersection of SW 74" Street & SW 63rd Avenue By implementing these calming devices, we intend to eliminate the excessive traffic intrusion to the Manor Lane neighborhood and prevent continued degradation of quality of life and safety. In addition to the traffic calming element, we are proposing improvements to the drainage system along the proposed project corridor. Our records indicate that some of the existing drainage Page 2 of 2 Comm. Mtg. Agenda Jan. 18, 2005 structures within the estimated 3,500 lineal feet project corridor are old and sub - standard. As part of this professional service, 5 percolation tests will be performed by a geotechnical engineer to assist in the design of adequate drainage systems needed along the corridor. The proposed improvements will include the design for required catch basins, exfiltration trenches, piping, pavement restoration, landscaping and pavement marking. This professional service will be funded through the People's Transportation Tax Fund account number 124 - 1730 -541 -3450, with an account balance of $356,848.22, before this request. RECOMMENDATION: It is recommended that the City Commission approve the resolution. File City of South Miami PUBLIC WORKS DEPARTMENT "Manor Lane Traffic Calming & Drainage improvement" City of South Miami, Miami -Dade County, Florida SCOPE OF SERVICES January 7, 2005 Revision #1: January 11, 2005 PROJECT DESCRIPTION The project consists of the preparation of construction documents for the construction of traffic calming and roadway and drainage improvements to Manor Lane from the intersection with SW 79th Street to the south right of way of SW 72 "d Street (Sunset Drive). See attached Exhibit A for reference. Milian, Swain & Associates, Inc. (Consultant) proposes the following Scope of Services: PHASE 01: SURVEY a. The Consultant will retain the services of a professional land surveyor registered in the State of Florida to perform a specific purpose survey of the Manor Lane road right of way, within the limits depicted in attached Exhibit A (± 3,500 If.). b. The Surveyor will locate all utility castings, existing driveways (identify if asphalt, concrete, etc.), mailboxes, trees (provide trunk diameter), medians, curbs, signs and all other significant above ground features for the entire width and length of the affected road right of way. The Surveyor will provide rim /grate, invert elevations, pipe diameters and pipe direction at all accessible drainage structures and sanitary sewer manholes. Provide cross - sectional spot elevations @ 100' intervals and at high and low points within the affected roadway, including sidewalk (front and back), swale (top and bottom), edge of pavement and centerline /baseline. All existing elevations shall be based on NGVD datum. d. The Surveyor will prepare plan view of survey to contain ALL survey information gathered in the field and baseline of survey stationing proceeding from South to North and West to East, as applicable for the project. e. Survey will be prepared by the Surveyor in AutoCAD format using size I'D" (24" x 36 ") sheets and the City's standard sheet title block format. The Surveyor will provide two (2) signed and sealed hardcopies and two (2) electronic copies to the Consultant. Consultant will provide One (1) hardcopy and one (1) electronic copy to the City. PHASE 02: DRAINAGE TESTING a. The Consultant will retain the services of a geotechnical engineer registered in the State of Florida to perform FIVE (5) percolation tests within the Manor Lane roadway corridor based on Test Location Map prepared and provided by the Consultant. Percolation Test Procedures shall be in accordance with the South Florida Water Management District Usual Open Hole Test (Constant Head) procedures. Tests shall be fifteen (15) feet deep as measured from existing grade. c. Actual field location of tests shall be offset if needed to clear existing obstructions or utilities, if any. Utility clearance will be obtained by the Geotechnical Engineer prior to performance of the tests. d. The Geotechnical Engineer will prepare a Percolation Test Report to include field test results and calculated soil hydraulic conductivity (K- Value) for each test. e. The Testing Lab performing the tests will fill all holes, cuts, or other excavations made during the tests to avoid the possibility of accidents or damage to any pedestrian or vehicular traffic. f. Two (2) signed and sealed sets of the test report shall be submitted by the Geotechnical Engineer to the Consultant. Consultant will submit One (1) signed and sealed copy of the test report to the City. PHASE 03: DESIGN AND PERMITTING a. Attend initial coordination (Kick off) meeting with the City. b. The Consultant will obtain a Design Ticket from Sunshine State One Call of Florida, Inc. and request as built information from utility companies listed as having potential utilities within the project area. In addition, the Consultant will request pertinent underground records from the City's department of Public Works. c. Based on review of the topographic survey, drainage tests and record drawings of existing drainage system(s) within the project corridor, the consultant will identify area(s) within the road right of way that could be improved by the installation of a new drainage system; including replacement of existing slab- covered trenches with new exfiltration trenches per DERM current standards. Prepare design drawings and drainage calculations for the installation of exfiltration trench (French drain) systems at the selected locations and asphalt pavement overlay throughout the roadway corridor. d. Prepare Paving, Grading, Drainage, Traffic Signage & Pavement Markings and Landscaping plans for the construction of traffic calming improvements in accordance with the following recommendations described in the Manor Lane Traffic Intrusion Study performed by Civil Works Inc., dated February, 2001: Alternate #6: Realign the intersection of SW 78th Terrace, Manor Lane and SW 65th Place to reduce the pavement width and establish a landscape diverter along Manor Lane, including reconstruction of existing pavement using stamped concrete or brick pavers. Alternate #10: • Construct a landscaped traffic island (circle) at the intersection of SW 63rd Avenue and SW 74th Street, including reconstruction of existing pavement at the intersection using stamped concrete or brick pavers. Prepare Outline Technical Specifications for the proposed improvements and preliminary Opinion of Probable Construction Costs. e. Submit two (2) copies of the 50% Design package to the City for review and approval f. Prepare presentation material and attend one (1) public meeting with area residents to present the proposed roadway, drainage and traffic calming improvements. The meeting will be attended by the consultant's Project Manager and Landscape Architect. g. Prepare 100% construction documents incorporating City's 50% review comments, to include all proposed roadway, drainage and traffic calming improvements. The proposed design will address utility crossings and pavement restoration within the affected roadway segments, pertinent details for exfiltration trenches, drainage structures, pavement restoration, asphalt pavement overlay, landscaping plan and planting details, supporting drainage calculations and Updated Opinion of Probable Construction Costs. h. Edit sample of Master Front -End and Bid Forms provided by the City as needed to reflect specific conditions of the project. Prepare complete technical specifications for the proposed improvements following the format established by the Construction Specifications Institute (CSI). i. Submit two (2) copies of the 100% package to the City for review and approval. Prepare Final construction drawings, specifications and drainage calculations reflecting 100% review comments received from the City to include Final Opinion of Probable Construction Costs and Final Project Manual k. The Consultant will assist the City in obtaining approvals from the following agencies: • City of South Miami Public Works Department. • Miami Dade DERM — Water Control Section. • Miami Dade Public Works Department. I. Identify all processing and permit fees required by the regulatory agencies and request fees from the City. All applicable Permit fees are to be paid directly by the City. M. Prepare and submit the application packages and processing fees as required for review and approval. n. The Engineer will retrieve the permit package(s), revise the plans if needed and deliver approved drawings to the City. o. The consultant will submit the Final design package to the City containing the following: • Two (2) sets of the drainage calculations and Opinion of Construction Costs. • One (1) electronic copy of the final drawings, Project Manual and Opinion of Probable Construction Costs. • Twenty Four (24) sets of the FINAL drawings and Project Manual for bidding purposes. • Permit drawings approved by the regulatory agencies. PACITY OF SOUTH MIAMRMANOR LANE TRAFFIC CALMING IMPROVEMENTSk(1)FINALSCOPE OF SERVICES I I1 05.DOC PHASE 04: BIDDING & CONSTRUCTION PHASE The Consultant will provide assistance during the bidding and construction phases of the project as follows: a. Attend Pre -Bid Meeting with the City and prospective bidders. b. Respond to bidder's RFI's and issue addenda and clarification of the construction documents, if needed. c. Tabulate and evaluate bids received, check references of responsible lowest bidder and make Consultant's recommendation to the City. d. Attend pre- construction meeting with the City and selected contractor. e. Review shop drawings of the proposed improvements. f. Perform periodic construction observations on a weekly basis (based on a 16 week construction period) limited to 32 site visits @ 2.0 hrs per visit = 64 hours max.) to observe the general status and progress of the work. Write and distribute construction observation report after each site visit. NOTE: Construction Observations by the Consultant are limited to observing the work and materials that are to become part of a completed project in conformance with the approved construction documents. The implementation and monitoring of construction safety programs is the responsibility of the Contractor and is not part of the Consultant's Scope of Services. The Consultant will not be held responsible for Contractor's construction means, methods, techniques, sequences or procedures, or for safety precautions and safety programs connected with the work. g. Review Contractor's monthly payment request(s) and make recommendations as to the requested payment based on Consultant's opinion of the actual status and progress of the work. h. Review request for Change Orders submitted by the Contractor and submit to the City, the Consultant's opinion and recommendation(s) on said Change Order request(s). i. Perform a Substantial Completion Construction observation of the proposed improvements, to ensure that the work completed meets the minimum requirements for substantial completion in accordance with the Contract Documents, including preparation of a Punch List of any defects and discrepancies in the work. j. Perform a Final Construction Observation to ensure satisfactory completion of all items in the Punch List. k. Recommend execution of a Certificate of Final Acceptance and final payment to the Contractor upon satisfactory completion of all items in the Punch List and receipt of all necessary close -out documentation from the Contractor. Obtain record drawings (as- built) from the Contractor in hard and electronic formats and submit to the City. Dear Mr. Basu: Pursuant to your letter and the traffic study report on the subject matter_ we would like to offer the following information: Proposal 1: Already implemented. Proposal 2, 3A: Tllis work will be accomplished by our Signals and Signs Division in approximately three weeks. Proposal 3B: The Department is withholding its determination concerning the chokers. Please re- evaluate after the implementation of 3A. Proposal 4, 6, 10: Staff has no objection to these proposals. Proposal 5: Staff has no objection to the installation of textured pavement, However, in our opinion mid- block, median treatment would be more appropriate and effective, rather than the textured pavement. Proposal 7: Staff has no objection to the concept. Rowever, in our opinion a mid -block location would be more appropriate to calm the traffic. The other alternative would be to extend the median through the curve in order to control speeding and the accident probability. Proposal 8: A 4-Way Stop control exists at SW 64 Court and SW 74 Street, Proposal 9: Sunset Drive is under the jurisdiction of the Florida Department of Transportation(PDOT). Wherefore, this request has been forwarded to the State. Results of speed studies, other than statements that speeding has been observed, are also not provided as pant of the document. It is important to address these parameters in order to justify the closure of Manor Lane. Therefore, the Department is withholding its determinatio -n at the time, until the required documentation is satisfactorily submitted. It suggested that as part of the plan, the traffic calming devices proposed in the report and approved by the Department be implemented prior to considering a fall closure. Once the traffic pattern is set, traffic conditions along Manor Lane should be re- evaluated to determine if the closure of Manor Lane or a choker along SW 78 Terrace east of SW 67 Avenue are still required. This second turn restriction sign needs to be installed on the far left side of the intersection in accordance with the Manual on Uniform Traffic Control Devices. Alternate 2 - Realign the intersection of SW 79' Street, Manor Lane, and SW 661 Avenue. Also install a 7 to 9 AM No Left Turn restriction on eastbound SW 79' Street. Alternate 3A - Establish 7 to 9 AM No Right Turn restrictions along SW 67' Avenue at SW 78' Terrace and SW 77' Terrace. Also construct an entrance feature at each intersection to help identify the neighborhood. M, Alternate 3B - Construct a partial diverter at SW 78' Terrace to eliminate eastbound access into the neighborhood and establish a morning (7 to 9 AM) No Right Turn restriction at SW 77* Terrace. This will slow traffic around this curve and create additional resistance to traffic intrusion. Alternate 8 - Reorientate the stop signs at the intersection of SW 64' Court and SW 74' Street. This change in stop signs will work in conjunction with Alternate 9 • reduce the evening traffic intrusion volume.
