AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF SOUTH MIAMI, FLORIDA RELATING TO RECREATION; AMENDING
SECTION 2 -26.3 OF THE CODE OF ORDINANCE BY CHANGING THE
NAME OF THE TO THE
PARK AND RECREATION BOARD; SETTING FORTH GUIDELINES BY
WHICH THE BOARD SHALL BE GOVERNED; PROVIDING FOR
SEVERABILITY, ORDINANCES IN CONFLICT, AND AN EFFECTIVE DATE.
WHEREAS, the City of South Miami believe that emphasizing and providing necessary support
to Reer -e tional and Cultu--al " ff 'r-°' Parks and Recreation are important elements of community building
and improving the quality of life for the whole community.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. That Section 2 -26.3 of the Code of Ordinance is hereby amended as follows:
Section 2 -26.3 Parks and Recreation
(a) Creation; composition. The recreation and cultural affairs board is renamed the
reer-eatien and etilti•r-al affiifs Park and Recreation Board. Said Board shall consist of-at
leas e-M seven (7 ) voting members and two (2) Ad Hoc non - voting members for a
total of nine (9 ) members.
1. Appointment and the terms of membership: The members of said board
shall be appointed by the Mayor with the advice and consent of the
Commission. One member shall be ^ ° entat ve of Chamber- Sout h an
educator and one member will be a representative of Alliance for Youth,
Inc. Three Two members shall be appointed for a three year term;. three
two members shall be appointed for a two year term; all other members
shall be appointed for one year term; appointees shall thereafter serve for a
period of two (2) years or until their successor is appointed, whichever
comes later.
2. Ad Hoc members: The members will serve a six (6) month term and
members must be a contractor with the City's Parks & Recreation
Department running a sports program at time of appointment: All Ad Hoc
members shall be non - voting members.
(b) Chairman and vice - chairman: The members shall promptly meet and select a chairman
and vice - chairman by a majority vote of the board.
(c) Quorum: A quorum for meetings of the board shall be a majority of the members of the
board.
(d) Duties: The duties of the board shall be as follows:
(1) Meetings shall be held en a bi faenW*sis every other month or as needed.
(2) Study the leisure time and recreational needs of the City residents, including, but not
limited to: (a) make recommendations, on the development of a master plan for
parks and recreational facilities; (b) provide directions and guidance in setting
policies and goals for recreational and athletic programs; (c) assist the city

administration. in identifying funding sources for recreational opportunities; and (d)
provide for public hearings. (e) an administrative staff representative shall be
appointed by the City Manager, ice' , a Secretary to Board
will be chosen from amongst Board members who shall be responsible for
proceedings, in the form of summary minutes, which shall be regularly submitted to
the City Commission for its consideration.
Section 2. If any section, clause, sentence, or phrase of this ordinance is for any reason held
invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of
the remaining portions of this ordinance.
Section 3. All ordinances or parts of ordinances in conflict with the provisions of this
ordinance are repealed.
Section 4. This ordinance shall take effect immediately at the tifne of its passage upon
approval.
