Request: The historic designation of a commercial building at 5800 Sunset Drive is part of a series of downtown buildings recommended for designation by the Historic Preservation Board. The building at 5800 Sunset Drive was constructed in 1929, and is one of only a small group that remains that reveals the type of design, and uses employed during the Real Estate Boom of the 1920s. The style of this two story rectangular building is best described as Mediterranean Revival, an eclectic design based on prototypes from Spanish, Italian and Moorish architectural prototypes. The building at 5800 Sunset Drive, expresses the hallmarks of the Mediterranean Revival style in its masonry construction, the regularly spaced window placements and the prominent parapet that peaks in a triangular pediment in the center, and extends higher at the ends of the building on both the north and south sides. Despite the fact that there have been alterations to the storefronts, and the windows have been replaced, the overall character of the building is still readily discernible as a product of the 1920s. The Historic Preservation Board at its December 18, 2006 meeting reviewed the Designation Report, conducted a public hearing, and adopted a motion by a vote of 5 ayes 0 nay recommending that the historic designation be approved. The Planning Board at its January 16, 2007 meeting, after a public hearing, adopted a motion by a vote of 6 ayes 0 nay recommending that the historic designation be approved. Recommendation: It is recommended that the historic designation and the placement of an "HP -OV" district over the existing zoning District for the building at 5800 Sunset Drive be approved on second reading. SUMMARY The Historic, Preservation Board at its December 18, 2006 meeting reviewed an historic designation report for the a commercial building located at 5800 Sunset Drive. Following a public hearing, the Board adopted a motion recommending that this building be designated an historic site. APPLICABLE REGULATIONS The Land Development Code provides that an historic designation recommendation must be enacted as a zone map change. The "HP -OV" Historic Preservation Overlay zoning district is super- imposed as an overlay over the existing underlying use zone. The procedures in the LDC requires the Planning Board to hold a public hearing on all designations recommended by the Historic Preservation Board. The current LDC provides the following regulations on the historic designation process (Section 20- 5.17(E)): "(E) Planning Board Review. (1) Following a favorable recommendation by the Historic Preservation Board, a proposed designation shall be implemented by the adoption of an "HP-0 V" Historic Preservation LDC HP -OV Rezoning January 16, 2007 (2) Overlay zone for the property set forth in the historic designation report. (2) The Planning Board shall determine if the designation is compatible with the goals and policies of the Comprehensive Plan, and if the proposed historic site and/or district regulations would change any existing zoning district regulations such as, for example, permitted use, height, floor area ratio, yard setbacks or off - street parking. The review shall be pursuant to the provisions set forth in Section 20 -5.5, "Applications requiring public hearings ". The recommendation of the Planning Board on the proposed designation shall be transmitted to the City Commission. HISTORIC PRESERVATION BOARD ACTION The designation of an historic site requires that the Historic Preservation Board approve a Designation Report which sets forth the history of the building and the architectural significance. Attached to this staff report is the Designation Report which was approved by the Board at its , December 18, 2006 meeting by a vote of 5 ayes 0 nays. The report contains a detailed history of the building and includes photographs. The attached designation report describes the significance of the properties (p.4 -6). At the Board's meeting in December, an attorney representing the property owner, advised that the owner does not object to the proposed designation. (see attached E -mail to Planning Dept. 12/14/06) STAFF OBSERVATIONS (1) The building at 5800 Sunset Drive is one of six buildings identified as a "contributing building" in the Hometown District Plan and Overlay District. LDC HP -OV Rezoning January 16, 2007 (2) The designation report and the procedures followed by the Historic Preservation Board are in accordance with the current LDC regulations governing historic site designations. (3) The designation of historic sites is compatible with several Future Land Use Element goals and objectives contained in the City of South Miami Comprehensive Plan: ® Objective 1.2 Preserve historic resources by experiencing no demolition or reconfiguration of specified resources ........." (4) The alteration, renovation, remodeling, or landscape change affecting the exterior of a designated historic building will require special approval in the form of a "certificate of appropriateness" (COA). This approval requires a review by the Historic Preservation Board and final approval by the City Commission. The Designation Report contains a section entitled Design Review Guidelines (p.7 -8) which establishes architectural guidelines for the review of future certificates of appropriateness. (5) The proposed designation will not require changes to any of the dimensional standards or permitted uses currently applicable to the area's underlining SR(HD -OV) Specialty Retail, Hometown District Overlay ) zoning district. RECOMMENDATION: It is recommended that the historic designation and the placement of an "HP -OV" district over the existing zoning district for the building at 5800 SW Sunset Drive be approved. Contextual History The City of South Miami has successfully designated a number of properties in the vicinity of 5800 Sunset Drive, all buildings that were constructed during the Real Estate Boom that served as the impetus for the creation of a number of cities in the region and the state. The buildings previously studied as part of the City of South Miami's ongoing efforts, that are all built during the same period of significance include: The Dorn- Martin Drug Store (1925) 5900 Sunset Drive Dorn's Subdivision Bank Buildings (1926) 5900 Sunset Drive Dorn's Subdivision South Miami Post Office (1926) 5904 Sunset Drive Dorn's Subdivision The D.J. Red Building (c.1923) 5850 Sunset Drive W.A. Larkins Sub The Shelley Building ( 1926) 5837 Sunset Drive Cooper's Subdivision Local Historic Designation Report 5800 Sunset Drive, South Miami Florida 5 Each of these buildings was constructed during a seminal phase in the city's history, and as such are rare survivors. The Plat for the W.A. Larkins Subdivision (where the building at 5800 Sunset is located) was recorded on June 28, 1915, making it among the first of nine recorded subdivisions in South Miami. The Larkins Subdivision consisted of almost eight square blocks stretching from S.W. 59th Avenue (originally known as Pear Street) on the west; to S. W. 57th Avenue (Banana) on the east; and from Sunset Drive (County [Rock) Road) on the north, to S.W. 74th Street (Pine) on the south. Wilson A. Larkins filed the plat in 1915, (over a decade before the incorporation of the City of South Miami), in Township 36, Range 54, and Section 40. Wilson A. Larkins came to Dade County in 1897, and settled on land presently in the area of Cocoplum (Cartegena) Circle in what is now Coral Gables. Larkins started a dairy farm and raised cattle in this isolated part of Dade County, on the outskirts of the City of Miami, itself just incorporated in 1896. Larkins also owned a general store, and in 1898 established the first post office in what became the "Town of Larkins ". During the late 1880s, South Miami was little more than a pioneer enclave of settlers who established homesteads in the area. When Henry Flagler's Florida East Coast Railway built an extension from Miami to Homestead in 1904, with the Town of Larkins as a stop along the way, the community was poised for its development. By 1917, the population of the town had reached approximately 350. By July 1918 nine plats were filed, four of them east of the railroad and five of them to the west. Much of the land remained in agricultural use. Visitors to Larkins were directed to follow "the black road ", which referred to the newly oiled Ingraham Highway, that extended from Miami to Homestead by way of Coconut Grove's bay front and along the ridge to what was later Sunset Drive, and then west to the railroad at Larkins. At that time, South Miami's immediate neighbor to the east was Coral Gables. The first lots in Coral Gables were sold in 1921, and under the leadership of its founder George E. Merrick, continued to expand as more and more. land was acquired. Eventually, even the Larkin's and was sold to Coral Gables, and the development of South Miami moved west. During the 1920s all of South Florida was caught up in the frenetic activity of the Florida Land Boom. South Miami was no exception. During these flamboyant times there were several buildings of consequence constructed in South Miami including the Methodist Church and the Riviera Theater (demolished.) Residential subdivisions were platted as thousands purchased homes in the area. Local Historic Designation Report 5800 Sunset Drive, South Miami Florida In March 1926, sixty -nine qualified voters within the proposed corporate limits met to change the name of their town from Larkins to the City of South Miami. At that time the boundaries, which covered approximately six square miles, were: Red Road on the east; Ludlum and Palmetto Road on the west; Bird Road and Miller Road on the north, and SW 104th Street and North Kendall Drive on the south. Already failing in 1926, by 1927, the real estate boom had abruptly ended, and the state of Florida entered into an economic depression even before the rest of the nation, when the stock market collapsed in 1929.. While growth would return, the 1930s saw a precipitous slowdown in the market. The burgeoning growth of the 1920s was experienced again following World War II, when tens of thousands of returning GIs made the area their home. IIL Architectural Distinction The style of this two story rectangular building is best described as Mediterranean Revival, an eclectic design based on prototypes from Spanish, Italian and Moorish architectural prototypes. The design was hugely popular during the 1920s real estate boom, and came to characterize the region. The designs often featured irregular plans, courtyards, flat roofs with distinctive parapets or combinations of roof slopes in residential construction, and ornament concentrated around doors and windows. The building at 5800 Sunset Drive, expresses the hallmarks of the Mediterranean Revival style in its masonry construction, the regularly spaced window placements and the prominent parapet that peaks in a triangular pediment in the center, and extends higher at the ends of the building on both the north and south sides. The ornament is concentrated around the windows of the primary elevation (north) with a pronounced band of stucco in relief. The east (side) elevation is faced with a slump brick (sometimes referred to as Roman b(ck), a treatment that not commonly seen in the region. Despite the fact that there have been alterations to the storefronts, and the windows have been replaced, the overall character of the building is still readily discernible as a product of the 1920s. IV. Eligibility for Designation: The proposed designation of 5800 Sunset Drive meets the following criterion contained in the South Miami Land Development Code; Section 20.4.9 entitled "Historic Preservation Standards ": Local Historic Designation Report 5800 Sunset Drive, South Miami Florida 7 (a) Districts, sties, structures and objects of national, state, and local importance are of historic significance if they possess integrity of location, design, setting, materials, workmanship, feeling and association and: (b) Are associated with events that have made a significant contribution of the broad patterns of our history, and (c) Embodies the distinctive characteristics of a type, period, method of construction or work of a master, or that possess high artistic value, or that represent a distinguishable entity whose components may lack individual distinction. Therefore, the building at 5800 Sunset Drive is recommended for local historic designation. V. Design Review Guidelines In accordance with the procedures set forth in Section 20.5.19 of the City's Land Development Code, any building permit for exterior alteration, renovation or demolition of an existing structure which is designated historic, or is within a designated historic district shall first require the issuance of a Certificate of Appropriateness (COA.) The COA is issued after a review by the Historic Preservation Board and City Commission. The Historic Preservation Board shall adopt and may, from time to time, amend the standards by which applications for a Certificate of Appropriateness may be evaluated. In adopting these guidelines, it shall be the intent of the Board to promote maintenance, restoration, adaptive uses appropriate to the property, and compatible contemporary designs that are harmonious with the exterior architectural and landscape features of neighboring buildings, sites, and streetscapes. In order to assist in the review process for the residence at 6133 SW 63rd Terrace the following design guidelines should be consulted. General The Secretary of the Interior's Standards for Historic Preservation Projects With Guidelines for Applying the Standards (1979) as may be amended. The "HP- OW Historic Preservation Overlay zoning district is super- imposed as an overlay over the existing underlying use zone. The procedures in the LDC requires the Planning Board to hold a public hearing on all designations recommended by the Historic Preservation Board. Mr. Youkilis advised that 5800 Sunset Drive is part of a series of Hometown District buildings recommended for designation by the Historic Preservation Board. The building at 5800 Sunset Drive was constructed in 1929, and is one of only a small group that remains that reveals the type of design, and uses employed during the Real Estate Boom of the 1920s. The style of the two story rectangular building is best described as Mediterranean Revival, an eclectic design based on prototypes from Spanish, Italian and Moorish architectural prototypes. Mr. Youkilis explained the attached Designation Report contains a detailed - history of the building, photographs, and a statement on the significance of the property (p.4 -6) and also contains a section entitled Design Review Guidelines (p.7 -8) which establishes architectural guidelines for the review of future certificates of appropriateness. Staff argued that the property owners were issued the initial designation :report in a package sent to them via certified mail. Ms. Uguccioni presented the preliminary designation report for this property. She also noted that the building expresses architectural elements associated with the Mediterranean- Revival style of architecture. The building was constructed in the W.A. Larkins Subdivision which was platted in 1925. As such, it is related to the vision for the young community of South Miami, and is contemporary with other commercial buildings that have previously been historically designated. Ms. Uguccioni advised that based on her investigation it appeared that the commercial building at 5800 Sunset Drive meets the following criterion contained in the South Miami Land Development Code, Section, 20 -4.9 "Historic Preservation standards ": (a) Districts, sites, structures and objects of national, state and local importance are of historic significance if they possess integrity of location, design, setting, materials, workmanship, feeling and association and: (d) Embodies the distinctive characteristics of a type period, method of construction or work of a master; or that possess high artistic value, or that represent a distinguishable entity whose components may lack individual distinction. The store front in the bottom has been altered. Recommendations: Ms. Uguccioni recommended that the building on 5800 Sunset Drive be designated as a historic district because it retains sufficient integrity associated with events that have made a significant contribution to our history.
