CITY OF SOUTH MIAMI, FLORIDA RELATING TO THE ISSUANCE OF A

APPLICANT'S REQUEST
The applicant, Ms. Maria E. Jauregui has submitted Application HPB -07 -003 requesting
approval for the replacement of rear window with a door at her home located at 6251 SW 57 "'
Street. The subject property is within the Cambridge Lawns Historic District. The Land
Development Code requires that a "Certificate of Appropriateness ", be approved for any building
permits affecting the exterior (renovation, repair, painting, demolition or landscaping). The
approval process requires review by the Historic Preservation Board and a public hearing by the
City Commission. The Commission may approve, deny, approve in modified form, or defer a
COA application.
HISTORIC BOARD ACTION
The Historic Preservation Board reviewed the applicant's request at its February 26, 2007
meeting. The applicant stated that her home does not have a rear exit due to the existing windows.
Ms. Jauregui requested the Board Members to allow her to replace an existing rear window with
two doors measuring 60 inches in width by 80 inches in height allowing for a rear exit. These
will be high impact glass doors with a metal frame all around. Currently the home only allows
for the front entrance and a side exit.
The Historic Preservation Board at its February 26, 2007, reviewed the applicant's submitted plan
(see Exhibit A) and recommended approval by a vote of 6 ayes 0 nays.
RECOMMENDATION
Approval of a "Certificate of Appropriateness" for the window replacement/ door installation at
6251 SW 57`'' Street as shown on the Applicant's Exhibit "A" graphic illustration.

WHEREAS, applicant, Maria E. Jauregui as submitted Historic Preservation Board
Application No. HPB -07 -003, is requesting a Certificate of Appropriateness to allow for the
replacement of a rear window with a door at her single family residence located at 6251 SW 57th
Street; and
WHEREAS 6251SW 57th Street is located within the Cambridge Lawns Historic
District which is an "HP -OV" Historic Preservation Overlay Zone; and
WHEREAS, pursuant to Section 20- 1.19(E) of the Land Development Code, a
"Certificate of Appropriateness ", is required for applications affecting the exterior (renovation,
repair, painting, signage, demolition or landscaping) of properties designated historic; and
WHEREAS, Section 20- 5.19(E)(3) of the South Miami Land Development Code
requires the City Commission to conduct a public hearing on certificates of appropriateness and
to approve, deny, approve in modified form, or defer a subject application; and
WHEREAS, the Historic Preservation Board at its February 26, 2007 meeting adopted
a motion by a vote of 6 aye 0 nay vote recommending approval of the subject application for
the window replacement/ door installation at 6251 SW 57th Street as shown on the attached
Exhibit "A"; attached and
WHEREAS, the Mayor and City Commission of the City of South Miami desire to
accept the recommendation of the Historic Preservation Board.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT:
Section 1. Historic Preservation Board Application No. HPB -07 -003 requesting a Certificate
of Appropriateness to allow for the replacement of a rear window with a door at a single family
residence located at 6251 SW 57th Street is hereby approved as shown on Exhibit "A ", attached
to this resolution.
Section 2. This resolution shall be effective immediately after the adoption hereof.

Explanations of categories for Section 2
Maintenance or Repair: The act or process of applying measures to sustain the existing form integrity and
material of a building or structure and the existing form or vegetative cover of a site. It may include initial
stabilization work, where necessary, as well as ongoing maintenance and repair. (Samples of material may be
requested).
Restoration: The process_ of accurately recovering the form and details of a property and its setting as it
appeared at a particular period of time by means of the removal of later work or by the replacement of missing earlier
work. All applications for restoration shall include elevations, site and landscape plans (if necessary), and any other
supplementary information that will support the proposed project.
Rehabilitation: The process of returning a property to a state of utility through repair or alteration which makes
possible an efficient contemporary use while preserving those portions or features of the property which are
significant to its historical, architectural, and cultural values. All applications for rehabilitation shall include:
elevations, site and landscape plans (if necessary), and any other supplementary information that will support the
proposed project.
Demolition: The process of destroying or tearing; down a building or structure or a part thereof, or the process of
removing or destroying an archaeological site or a part thereof. The applicant(s) shall include a report explaining why
the proposed action should occur. If the action is to occur for reasons of financial hardship, all pertinent financial data
should be included pertaining to the cost of preservation, demolition and new construction. Any other material
pertinent to the application is also encouraged as supplementary information. ,
New construction: The process of constructing; a building or structure that has never existed at that location.
Applications shall include a site plan, elevations, floor plan, and landscaping plan.

Action: Ms. Clyatt, Chair called the meeting to order at 3:31 p.m.
II. Roll Call
Roll call was performed. Board members present constituting a quorum: Ms. Clyatt, Ms. Chael,
Ms. Dison, Ms. Shelley, Mr. LaMonica, and Mr. Kurtzman. Board members absent: Mr. Ruiz de
Castilla.
City staff present: Julian Perez (Planning Director), Sanford A. Youkilis (Consultant), and Lluvia
Resendiz (Administrative Assistant).

Recommendation: Mr. Youkilis asked. the Board Members if they wanted to see these very
minor renovations introduced to them for approval. Mr. Kurtzman gave an affirmative response
indicating the items should come in front of the Historic Board even if they do not involve major
changes in the front fagade.
Motion: Scott Kurtzman moved for approval of the window replacement as shown on the
graphics
