APPLICANT'S REQUEST The applicant Ms. Alicia Moran has submitted Application No. HPB -07 -004 requesting a Certificate of Appropriateness to place a driveway canopy at the her home located at 6142 SW 56"' Street. The subject property is within the Cambridge Lawns Historic District and a Certificate of Appropriateness is required for applications affecting the exterior (renovation, repair, painting, demolition or landscaping). The approval process requires review by the Historic Preservation Board and City Commission. The Commission, after a public hearing may approve, deny, approve in modified form, or defer a COA application. Ms. Moran described the installation as a sun shade sail also called a "coolaroo ", which is a temporary removable structure. She indicated that her reasons for this proposal are due in part to hurricane damage and the need to maintain easy access to her drain field. Ms. Moran indicated that she wanted to avoid anything permanent because of the need to remove the canopy in the event of a storm, and also due to it being cost efficient as opposed to a car port. She also stated that bird droppings and tree sap are severely damaging the paint on the body of her vehicle. HISTORIC BOARD ACTION The Historic Preservation Board at its February 26, 2007, reviewed the applicant's submitted plan (see Exhibit A) and recommended approval by a vote of 6 ayes 0 nays. RECOMMENDATION Approval of a "Certificate of Appropriateness" for a removable driveway car canopy at 61.42 SW 56 Street. I need to protect my vehicles from the elements and bird droppings, which are causing irreversible damage to the paint in my vehicles, specially the new one that is black in color. As you may be aware of, my property located at 6142 SW 56 Street, Miami, Florida, has a septic system, which is located at the back of the property adjacent to the driveway, therefore I cannot install a permanent fixture such as a carport, garage, etc. because I need to have access to the drain field and this is the only way the heavy equipment can get to the back. The only other option I have been able to find is to install a Coolaroo (some type of canopy, see attached picture) these are easy to install/remove, they are very cost effective, look elegant and they go very nicely with our tropical weather. I am a nature lover that is why I have planted so many plants, trees and flowers in my property, I also love the fact that I get to enjoy so many butterflies and birds in my yard, but the fact of the matter is that those beautiful birds are causing a lot of damage and I need to do something about it. Ms. Chael questioned if the canvas is collapsible and if so, does it need to have solid footing of any kind and are the vertical supports anchored to the concrete. Ms. Moran stated that the canvas will be secured to the ground by using three 4 by 4 wood posts which have to go so many feet into the cement. Mr. Kurtzman asked that if there is a footing on the property line does it require a variance. Mr. Youkilis responded that because there is no structure it's considered a temporary structure. HPB Minutes February 26, 2007 Recommendation: Ms. Chael expressed the need to include these light weight canvas structures within the property's setback area. It will serve as a precedent for applicants hereafter. Mr. Xoukilis advised that future requests will require an Administrative Waiver or a variance, which are free of charge before the Historic Board.
