ADMINISTRATION; PROVIDING FOR AN EFFECTIVE DATE.
Request: The Police Department is requesting to use $1,530.00 from the State
Forfeiture Fund to cover the hotel costs ($1,068.00) and per diem costs
($462.00) to send Detective Richard Munoz to specialized narcotics
training with the Drug Enforcement Administration in Lakeland, FL from
March 5 — 16, 2007.
Reason /Need: This course will give Detective Munoz an opportunity to learn different
methods and tactics currently being used by the D.E.A. which will
assist him with his current and future investigations.
Cost: $1,530.00
Funding Source: State Forfeiture Fund — Travel, Per Diem & Conference

WHEREAS, training is essential for a law enforcement officer to maintain his certification and to
enhance skills; and
WHEREAS, the Drug Enforcement Administration periodically conducts specialized narcotics
training in different geographical locations in the United States; and
WHEREAS, the South Miami Police Department has been invited to send a participant to the
specialized narcotics training to learn about different methods and tactics being used in the investigations of
narcotics; and
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI, FLORIDA THAT:
Section 1. The City Manager is authorized to disburse $1,530.00 from the Police
Department's State Forfeiture Fund "Travel, Per diem & Conference"
Account # 608- 1910 - 521 -4070, with a beginning balance of $1,530.00.
Section 2. This resolution shall take effect immediately upon execution.

Det. Munoz has been approved to attend the Drug Enforcement Administrations "Basic
Narcotics and Dangerous Drugs" Law Enforcement School on March 5 — 16, 2007. The
school will be held in Lakeland, FL. Please request checks for payment of the following:
Hotel - $89.00 per night x 12 days = $1068.00, payable to "Amerisuites ".
Per Diem: $36.00 per day x 13 days = 462.00 (includes travel day)
(The new state rate is $36.00 per day, $6 for breakfast, $11 for lunch and $19 for
dinner)
The cost of his attendance may be taken out of the forfeiture fund. There is no registration
fee.
He has made his own hotel reservations and has received confirmation that he is enrolled in

The MFD Division Training Coordinators have scheduled a Basic State and Local Narcotics and Dangerous
Drugs School, set for March 5 through 16, 2007. The class will be held in Lakeland and is being sponsored by
the Polk County Sheriffs Office and Lakeland Police Department. The class is open to State and Local
Officers currently assigned to drug units and have less then one year experience in drug investigations. There
will be thirty seats available to officers from State and Local law enforcement in Florida. A brief description

Nominees should be advised that their respective departments and not DEA are responsible for TDY
costs incurred. There is no cost for the class. Nominees should also be advised that they are NOMINEES.
We normally receive many more applicants then we have seats for. Nominees who are accepted will receive a
letter from us indicating they have been accepted and information regarding class location and lodging
recommendations. Nominees can be advised that a block of hotel rooms has been reserved at a nightly rate of
$89.00.
Those officers wishing to be considered should complete the attached application and fax it to 305- 994 -4437.
Applications must be received by January 19, 2007.

Congratulations, you have been selected to attend the Drug Enforcement Administration's Basic Narcotics
and Dangerous Drugs Law Enforcement School to be held at the Lakeland Center, located at 701 West Lime
Street, Lakeland, Florida 33815, from March 5th to March 16th, 2006. The classes will be held in the "Lake
Hunter" room.
We are pleased to, inform you that lodging will be available at the Amerisuites (Hyatt Place) right next door
to the Lakeland Center. The hotel address is 525 West Orange Street, Lakeland, Florida 33815. For students
requiring hotel lodging, a lodging rate of $89.00 has been secured at the hotel for single occupancy.
Reservations must be made prior to February 9, 2007, by calling the hotel reservation desk at 1- 800 -833-
1516 or. 1- 800 - 413 -1122. To guarantee the rate quoted, be sure to state you are with the DEA Basic School
and ask for the group rate.
Class will begin on Monday, March 5, 2007 at 8:30 a.m. at the Lakeland Center's Lake Hunter room and will
end each day at 5:30 p.m. Participants will be required to attend all of the classes and pass a final
examination. Students must wear business suits or similar attire for females for the first day of class.
Dress for the rest of the course will be casual business attire (Dockers style slacks and collared shirt). No
blue jeans or t- shirts.
Please be aware that NO SUBSTITUTIONS ARE ALLOWED. If for any reason you cannot attend the
course, no other nominee can replace yo ti. If you foresee any conflict between now and the beginning of the
training, please notify the DEA Training Unit at (305) 994 -4806. Please arrange your lodging and any
necessary funding as soon as possible.
