APPLICANT'S REQUEST The applicants Dr. Jose and Anna Lemus are requesting approval for the installation of new windows at their home located at 6250 Miller Rd. The subject property is one of thirty properties within the Cambridge Lawns Historic District which is an "HP -OV" Historic Preservation Overlay Zone. Pursuant to Section 20- 1.19(E) of the Land Development Code, a "Certificate of Appropriateness ", is required for applications affecting the exterior (renovation, repair, painting, demolition or landscaping). The approval process requires review by the Historic Preservation Board and City Commission. The Commission, after a public hearing may approve, deny, approve in modified form, or defer a COA application. HISTORIC BOARD ACTION The Historic Preservation Board initial review on October 30, 2006 was that the new replacement windows ( fixed single pane with a horizontal mullion) were not compatible with the architectural style of the home and distracted from the basic appearance of the house. The Board felt that the new windows on the front fagade should be multi -paned sash windows which were in place prior to the current new installation. (see attached staff report). The applicant stated that when he bought the home this year he did not know it was in an historic district and he agreed to submit a revised proposal for the window replacement. The; Historic Preservation Board at its December 18, 2006 reviewed the applicant's revised window replacement plan (see Exhibit A, dated Dec. 18, 2006) and recommended approval by a vote of 5 ayes 0 nays. A code violation was issued in September by the Code Enforcement Division. (2) The City's Code Enforcement file contains a photo of the multi -paned sash windows which were in place prior to the current new installation. (see attached). (3) The new replacement widows appear to be a fixed single pane with a horizontal mullion. The new windows have become the focal point of the front facade and distract from the basic appearance of the house. (4) The applicant also appears to have placed a new sash trim around the front door entrance cove. RECOMMENDATION It is recommended that the requested COA be denied. Design Review Guidelines In accordance with the procedures set forth in Section20 -5.19 of the City's Land Development Code any building permit for exterior alteration, renovation or demolition of an existing structure which is designated historic or is within a designated historic district shall first require the issuance of a Certificate of Appropriateness (COA). The COA is issued after a review by the Historic Preservation Board and the City Commission. The Historic Preservation Board shall adopt and may, from time to time, amend the standards by which applications for a certificate of appropriateness. may be evaluated. In adopting these guidelines, it shall be the intent of the Board to promote maintenance, restoration, adaptive reuses appropriate to the property, and compatible contemporary designs that are harmonious with the exterior architectural and landscape features of neighboring buildings, sites, and streetscapes. In order to assist in this review process the following design review guidelines for the Cambridge Lawns Historic District should be used; General: The Secretary of the Interior's Standards for Historic Preservation Proiects: with Guidelines for Applying the Standards (1979), as may be updated, used by the Board for reviewing Certificates of Appropriateness proposed for designated historic properties and sites or for properties within historic districts.
