Subject: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH
MIAMI, FLORIDA, RELATING TO THE ACCEPTANCE OF A GRANT OF $8000 FROM THE
VILLAGERS, INC. FOR THE PLACEMENT OF HISTORIC MARKERS (CORAL ROCK PILLARS)
INDICATING THE LOCATION OF THE CAMBRIDGE LAWNS HISTORIC DISTRICT;
AUTHORIZING THE CITY MANAGER TO ADVANCE FUNDING FOR CONSTRUCTION OF AND
PLACEMENT OF THE HISTORIC MARKERS; PROVIDING FOR AN EFFECTIVE DATE.
Background:
In September 2006, the Historic Preservation Board and the Planning Department submitted an application for
funding to the Villagers , Inc., a local volunteer preservation group which annually provides grants to organizations
for historic preservation projects. The proposed project was to construct three coral rock pillars indicating the
location of the City's first historic district Cambridge Lawns. Each pillar would be placed at an entrance / boundary
point in the rights -of -way at three locations. The estimated total cost of the project was $8000.
The application was accompanied by photographic and digital images prepared by Board member Architect Marice
Chael. Attached is a copy of the application submitted to the Villagers, Inc. In a letter dated November 17, 2006
from Jane Noppenberg, Preservation Chair of the Villagers, Inc. the City was advised that the organization was
awarding the full $8000 requested for the Cambridge Lawns Historic Marker project. The communication also
explains that the project must be done within two years and that the grant operates as a re- imbursement.
The City will carry out the project, however, the City Commission should formally accept the grant and authorize
the City Manager to advance funding for the construction and placement of the historic markers. The City will also
prepare a grant agreement between the Villagers and the City setting forth a time table, implementation
responsibilities and the re- imbursement policy.
Recommendation:
It is recommended that the attached draft resolution be adopted accepting the grant award and authorizing the City
Manager to advance funding for the construction and placement of the historic markers.

37 SECTION 1. The South Miami City Commission formally accepts the grant from the
38 Villagers, Inc. and further authorizes the City Manager to advance funding up to $8000 for the
39 construction and placement of the historic markers.

41 SECTION 2. The City Manager is ]hereby directed to prepare a grant agreement
42 between the Villagers and the City setting forth a time gable, implementation responsibilities and the re-
43 imbursement policy.

the marker that will be built.

HISTORICAL SIGNIFICANCE OF THE PROPERTY FOR WHICH FUNDS
ARE REQUESTED:
In 2004 the City of South Miami by ordinance designated the Cambridge Lawns Historic District.
It is the first historic district in the City to be designated. The district consists of 30 single - family
residences built in the 1920's. They are excellent examples of the small scale Tudor and
Mediterranean Revival architectural style of that period.
AVAILABILITY AND BENEFITS TO THE PUBLIC
The markers will be visible to the public on Miller Road and SW 62 Ave., both heavily traveled
streets. It will allow citizens to readily identify the location of the district and that the homes in
this area are historically and architecturally significant.
ESTIMATED COST FOR THE TOTAL PROJECT: $8,000
MONEY RECEIVED AND /OR REQUESTED FROM OTHER SOURCES FOR

HOW WILL THE VILLAGERS, INC. BE RECOGNIZED FOR THEIR

The district markers will each contain a bronze plaque (10" diameter) indicating the name of the
historic district and the wording "Sponsored by the Villagers, Inc." (See attached digital image
pages)
HOW WILL THE PROJECT BE MAINTAINED?
The City of South Miami will maintain the markers and the surrounding landscaping.
ESTIMATED DATE FOR BEGINNING THE PROJECT: Jan. 1, 2007
Project for which funds are awarded must be completed within two (2) years after
the notification of the grant award, or the grant award is null and void. There will
be annual review for each grant awarded.
