Request: The Police Department is requesting monie's from the Federal Forfeiture
Fund for repair of the Video /Audio Recording Equipment inside the
surveillance van, for documenting undercover operations for the Special
Investigations Unit.
Reason /Need: One of the most critical aspects of an undercover investigation is the
proper documentation of transactions. Thee. video /audio recording
equipment inside the surveillance van is approximately 14 years old
and in need of repair, refurbishing or replacement. Advanced Vehicle
Systems, LLC is a sole source provider of repair, refurbishing or
replacement of this type of specialized equipment in the southeast.
Cost: $4,924.52
Funding Source: Police Department Federal Forfeiture

WHEREAS, the funding for this repair is requested from the Police Department's
Federal Forfeiture Fund Account # 615- 1910 -521 -9960, with an account balance of $4,924.52
before this request; and
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT:
Section 1. The City Manager is authorized to disperse $4,924.52 from the
Police Department's Federal Forfeiture Fund; Other Uses/Miscellaneous Account # 615-
1910 -521 -9960; for repair, refurbishing or replacement of video /audio recording
equipment inside the surveillance van.
Section 2. This resolution shall take effect immediately upon execution.

OUR FACILITY
Advanced Vehicle Systems operates from a 13,000

SUBJECT: Assignment
As discussed, here is the history on the surveillance van, which is in great need of
maintenance /repair.
The van was purchased jointly by the South Miami Police Department & Homestead
Police Department in 1992 using Federal Forfeiture Funds. The van was routinely by
both departments until HPD bought their own surveillance approximately in 1995. The
van continued to be used routelinly by SMPD SIU detectives through 2000. In late 2000
the van was inspected after a detective assigned to SIU had left, on bad terms with the
department, it was discovered that the vehicle had been sabotaged.
The surveillance equipment was totally inoperable and the tires were flat. The vehicle
remained parked in a secured area until 2003, when it was taken to A.I.D.S. in Deerfield
Beach, FL for a repair estimate. The estimate at that time for the surveillance equipment
was approximately $5,000.00. The administration at that time decided not to fix or repair
the vehicle and it remained parked on the hill until your recent inquiry.
The vehicle has been taken to the motor pool for the following mechanical repairs:
*new batteries
*new windshield wipers
*new tires
*new brakes
*repairing the cargo doors
*new starting coil
*A /C units in need of repair

Assignment
The cost of doing the mechanical repairs does not include the cost of repairing,
refurbishing or replacing the surveillance equipment. SIU is in great need of a
surveillance vehicle and it is imperative we try and fix the current van or if it becomes
cost prohibitive replace it with something more current.
