Date: December 11, 2008 Subject: Red Road Commons (SW 57th Ave.) South Miami kriAnd AR- AmedcaCnr 11111.1 2001 a (b) Since SW 57th Avenue is jurisdiction of the Florida Department of Transportation (FDOT), the Public Works - Engineering Department contacted FDOT in response to one of our City commissioner's concern for the safety of pedestrian movement along SW 57th Avenue located adjacent to ongoing construction of the Red Road Commons project. Public Works- Engineering Department spoke with Mr. Steven Richardson, FDOT Permit Inspector in regards to the commissioner's concern and followed up by sending the safety concern to Mr. Richardson via email as well. I appreciate the heads up on any issues which might need addressed. Let me bring you up to speed on what the scope of work is for the Red Road Commons jobsite. There are updating to Mast Arm traffic Signals (MDCPWD), New Water Main (MDCPWD), New Gas Main (FI City Gas) and most of entire width of SW 57 AVE is being improved including Swk, Drainage & their new driveway connections (R. R. Commons). The Swk access issues were addressed at the Pre -work meeting with the Permit Representative. FDOT policy is to always maintain Pedestrian Access on at least one side of SW 57 AVE. Currently the East side of SW 57 is being well maintained for same. However, the existing old West side Swk ended at the South side of this project and the old poorly defined asphalt which pedestrians had been using is now under construction in front of the project. They have Swk closed signs adjacent to the south & north ends of the project. I will forward your E -mail to my Permit Representative to address the concerns of the City of South Miami. This project has no known planned Street Light modifications. The Street Lights only exist along the East side of SW 57 AVE and belong to /are maintained by the MDCPWD. If you can get be some details on which light(s) are no working, I will forward the failure to MDC Street Lighting Department or you contact "Tony", Email: atst @miamidade.gov or her office (305) 592 - 23470. Per our discussion, one of our City commissioners has expressed concern for the safety of pedestrians along the SW 57th Avenue corridor (specifically the south side) adjacent to the ongoing construction of the Red Road Commons project. It appears that an unsafe condition exists for pedestrians who walk along the edge of pavement next to traffic and construction as a result of the sidewalk removed, no street lights and the contractor not providing any alternative temporary routes /crossings necessary for pedestrians to circulate. With the full understanding that this road is FDOT jurisdiction, I kindly ask that you please review the matter and let me know if anything can be done to alleviate this condition. Thank you.
