A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, RELATING TO BOARDS AND COMMITTEES; APPOINTING EVELIO C. TORRES TO SERVE ON THE CHARTER REVIEW COMMITTEE FOR A PERIOD OF ONE YEAR, ENDING DECEMBER 1, 2009; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, The Mayor and Commission recognize the important contributions made by those who serve on the various city boards and committees; and wish to appoint a full complement to each of the active boards and committees; and WHEREAS, The City Commission desires to appoint Evelio C. Torres to serve for a on the Charter Review Committee for a period not to exceed one year, unless that time is extended by the City Commission. Appointment shall expire December 1, 2009 or until a successor is duly appointed and qualified. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA,THAT: Section 1. The City Commission hereby appoints Evelio C. Torres to the Charter Review Committee. Section 2. The expiration date of this appointment shall be December 1, 2009 or until a successor is duly appointed and qualified. Section 3. This resolution shall take effect immediately upon approval. Torres President and CEO Evelio C. Torres serves as the President and Chief Executive Officer of the Farly Learning Coalition of Miami -Dade and Monroe Counties in Florida. The Early Learning Coalition of Miami -Dade /Monroe is a not-for-profit with a budget in excess of $175 million, making it the largusL direcl. funder of early care and education services in the state of Florida, The Coalition is charged with establishing and improving early education programs for the more than 160,000 children from birth through age 5 in Miami -Dade and Monroe counties and for managing the state's Voluntary Pre - Kindergarten Program in partnership with the public school system and private centers. The coalition was incorporated in 2000 following the enactment of the School Readiness Act by the Florida Legislature, which consnlidated the state's early childhood education services into one integrated program of school readiness. Prior to joining the Early Learning Coalition, Mr. Torres served as Senior Vice President for Kids Hope United, a private, not -for- profit human services agency based in Chicago, Illinois. While there, Mr. Torres established services for the agency's newest market in Miami -Dade County. Under Mr. Torres' leadership, the agency maintained a leading market position in fiscal and program performance and accountability. Prior to joining Kids Hope United, Mr. Torres sf,ent 20 years in state government in a number of leadership positions. Mr. Torres' experience includes providing leadership in government and non- profit programs, media /community relations, quality /performance improvement and accountability, budget management, and regulatory administration. Mr. Torres' community involvement includes serving as the vice -chair of the board of directors of the Alliance for Human Services; serving on the board of directors and chairing the Quality Assurance committee for the Miami -Dade Community -Based Care Alliance: serving on the board of directors and chairing the policy committee for the Florida Association of Early Learning Coalitions; and serving on the board of directors of the Family Learning Partnership. Mr. Torres' community involvement also inoludcs supporting several charities through his work as a member of the Knights of Columbus, Coral Gables Council, and serving as a member of the 5000 Role Models of Excellence. Mr. Torres holds a Master of Public Administration Degree from Florida International University (FIU) and has been teaching Public Administration and Public Relations as an adjunct instructor at FIU for the !� past five years.
