APPLICANT'S REQUEST An applicant, RE /MAX Advance Realty is requesting a Certificate of Appropriateness for the installation of a sign on the marquee and a wall sign on a designated historic site at 7220 Red Road (Crossroads Building)). The recommendation of the Historic Preservation Board will be transmitted to the City Commission for final approval. PROPOSED SIGNAGE The applicant is proposing to place a new business sign on the marquee facing Red Road and to place a wall sign on a marble wall adjacent to the storefront. (l) Marquee Sign: The proposed sign will contain the name of the new business (Re /Max Advance Realty) occupying a storefront at the first floor of the building on the Red Road side of the building. Attached is a photograph of the fagade with proposed signage superimposed on the existing marquee raceway. The sign area is 15 sq. ft. which does not exceed the maximum permitted size of a sign a marquee sign at this location (20 sq.ft.).The sign will have direct electrical illumination using channel lettering. The proposed sign will matches the current pattern, height of lettering, and color of the other signs currently on the marquee. (2) Wall Sign . The applicant has proposed a second wall sign on the marble wall between the applicant's storefront and the abutting business. Attached is a photograph of the fagade with the proposed 6' square foot sign superimposed on the marble wall. The sign is not permitted based upon LDC Section 20 -4.3 (I)(5) as set forth above, which states that a marquee sign ".. shall replace permitted flat signs on that building face where affixed. There are other storefronts with wall signs directly above the entrances to the business, however, the proposed location on a decorative projecting marble wall is not appropriate. HISTORIC BOARD ACTION The Historic Preservation Board reviewed the applicant's proposed signage at its October 27, 2008 meeting. The Historic Preservation Board felt that since the previous business did have a sign on marble wall the current applicant's proposal was acceptable. The Board then adopted a motion by a vote of 6 ayes 2 nays (Mr. Kurtzman, Ms. Shelley) recommending approval of the 2 requested Certificate of Appropriateness to allow the installation of both the marquee sign and the wall sign. i RECOMMENDATION (1) It is recommended that the City Commission approve a "Certificate of Appropriateness" for the marquee sign only; (2) Although the wall sign was recommended for approval by the Historic Preservation Board the Planning Department felt that the proposed location on a decorative projecting marble wall is not. appropriate. Mr. Ricardo Soto -Lopez advised that staff was recommending disapproval for the second wall sign. Mr. Hochstim questioned if the previous tenant set precedence by being allowed to have a wall sign and a marquee sign. Mr. Soto -Lopez stated that one marquee sign was permitted by the LDC and that he did not have sufficient information to answer the question. Ms. Shelley requested that the applicant explain the mounting technique of the wall sign. Ms. Hartog, applicant, replied that it will be affixed with industrial glue. Mr. Kurtzman questioned if the applicant would be permitted to have a window sign as well. Mr. Soto -Lopez replied that according to the LDC a marquee sign is permitted. Mr. Kurtzman reworded his question and stated that he was asking if the marquee sign and a window signage were both permitted. Mr. Hochstim then questioned if precedence was set for the sign to be affixed on the marble stone. Mr. Hochstim further added that the marquee sign is more visible to vehicles, but pedestrians would need additional signage in order to allow visibility to the business. Mr. Hochstim stated that the sign is very attractive and it is not huge in size therefore he felt that the sign is appropriate. Mr. Ruiz de Castilla stated that although the wall sign is not permitted as per the LDC, however, precedence was set by the previous tenant. In the past the Board has approved former tenants such as the bank for the installation of the wall sign on the marble stone and therefore sees no problem with approving the request. Mr. Kurtzman questioned if the installation of the marquee sign were going to be individual letters and whether or not the marquee sign will have the same letter style as those currently on the building. The applicant replied with an affirmative response. Mr. Ruiz de Castilla stated that he was satisfied with the discussion and due to the fact that there is precedence he will support the request for the wall sign. Mr. LaMonica questioned if the color on the marquee sign be the same as the color on the wall sign. The applicant replied that both the sign and logo will be exactly the same design and color. Motion: Mr. Kurtzman moved to approve the marquee sign as presented by staff. Mr. Ruiz de Castilla seconded.
