Retirement System, per their attached letters dated. October 6, 2008.
Action Taken:
The attached letters were sent to members of our Pension Board (both
Regular/ General Plan and the police Officer's Retirement Trust Fund) . In the letter, I
suggested a short Special Pension Board meeting on Friday, October 31, 2008 at
9:00am and 10:00am, respectively.
According to the City Clerk, we did not receive enough confirmation to meet required
quorum.

Re: List of Questions from the YMCA
regarding South Miami Master Plan
Informing the City Commission of the list of Questions submitted by the YMCA
regarding the City's adopted South Miami Master Plan.
Action Taken:
The attached list of questions was submitted by the YMCA regarding the South Miami
Park Master Plan. We have answered each question and I intend to forward the
response to the YMCA. While it is my intent to continue responding to their questions
regarding the Master Plan, I will not commit to any changes to the Master Plan,
unless directed through a formal action by the City Commission.

Response to the YMCA's
Questions October 31, 2008
Question:
9. Traffic Management — A) the flow of traffic onto 58th Ave. The ability of one residential
street to handle the increase in traffic flow created by the new YMCA facility and general
park utilization increases due to the quality of the park, as well as, school traffic, B) One
way in and one way out present a heavy load of traffic around the YMCA building and may
create safety issues with cars pulling out of parking spaces along the north and south side
of the building, and, C) The YMCA is very sensitive to the concerns of the neighbors
regarding the traffic load and impact on the neighborhood.
Response
This concern was reviewed during the master planning process and it was determined that
the flow of traffic will be easily controlled by proper scheduling of programs and activities at
the park._I.n- add.ition,_ the- C.ity's- decision -to - maintain- the - current - ingress -and- egress- only,
was for the most part, because the City was being sensitive to the concerns of the
neighbors and in response to the neighbor's request.
Question:
2. Has the School Board give permission to the City to build the parking spaces on the school
property?
Response
During a meeting with Miami -Dade County School District representative in July, they were
receptive to the proposed parking extension on David Fairchild Elementary School
property. The negotiation to provide excess parking on the school property continues.
Question:
3. Has Miami -Dade County reviewed these plans and provided . any feedback?
Response
As you know, the property is owned by the City of South Miami and the property is within
the City of South Miami City limits. So Miami -Dade County does not have jurisdiction on
the property.
Question:
4. What county approvals are necessary to move this plan forward?
Response
The plan is an adopted conceptual Master Plan for the park. At the time of implementation
(engineering design), any and all required approvals will be secured from applicable
regulatory agency.

Question:
5. What is the City's timetable for the phasing of the project? This is a critical piece as the
YMCA can not gain zoning approval and proceed without additional parking. It is also
critical for the parking to be in place prior to the completion of the YMCA building.
Response
The City is currently at conceptual Master Plan Phase. The implementation of the City plan
should not have any bearing on the YMCA's commitment. If the YMCA needs additional
parking to meet zoning request, YMCA should submit a request for the number of parking
needed, for the City's consideration.
Question:
1. Pedestrians do not have a connection to the YMCA building and the fields. For the safety
of all, could pedestrian walkways be added?
Response
This is a design detail that would be addressed during an engineering design /construction
documents development.
Question:
2. Could speed bumps be added to slow the traffic down around the park?
Response
Traffic calming elements (such as, speed bumps; traffic tables; texture pavements; etc) are
details that would be considered during the development of the engineering /construction
plans.
Question:
3. Do the fields offer enough safe observation areas for families to observe the games and for
the safety of the players?
Response
This issue along with other issues were fully discussed during one of our workshops. The
adopted conceptual design accommodated required spectator area /buffer zone. In
addition, since the playing fields will be markered as needed, larger spectator area /buffer
zones could be easily accommodated.
