The Gold Coast Section oil" the Florida American Planning Association, in
collaboration with the Planners Technical Committee and the Miami -Dade
County Planning and Zoning Department, is hosting a half -day
symposium to begin a community based dialogue: "Growing Together:
Community Dialogue on Defining a Vision ". The symposium will take
place on Friday, October 24, 2008 at the Biltmore Hotel in Coral Gables.
The purpose of the symposium is twofold: first, to establish a common
understanding of the growth related issues facing the County as a whole;
and second, as municipal elected officials and the chief administrators
representing various segments of our community, to establish a set of
parameters for a meaningful, productive and continued future dialogue.
We believe that there is a renewed interest in the community at large to be
engaged in a discussion to redefine a vision for the County. This
symposium will be a start of a sustained and reasoned community
communication that would identify issues of mutual concerns, articulate
areas of opportunities, and create a framework for countywide growth.
Enclosed is a brief narrative outlining the purpose of the symposium and a
final draft agenda for your perusal.

Growing Together: Community dialogue on defining a vision
Comprehensive, long range strategic planning has never been more
important for this community than it is now. Miami -Dade County has
been experiencing unprecedented growth, with 30,000 plus new
residents a year. In spite of some occasional "hiccups" the trend has
continued for about the last four decades and is expected to reach an
estimated population of over 3,000,000 persons in the year 2025. The
existing pattern of growth accelerates depletion of all available land,
decreases natural resources and puts significantly greater burden on the
existing infrastructure. As a community we are faced with a challenge.
We can be proactive and plan to manage growth and develop into a truly
dynamic, vibrant, cosmopolitan community, or we can simply be
reactive and grow in a sprawling development pattern with continued
dilapidation of inner cities with scattered poverty that will adversely
affect the quality of life for our entire community. In order to address
this challenge, there ought to be major paradigm shift in our attitude
about how we live, how we consume our resources and how we provide
for -our mobility needs.
The only way we, as a community, can have a reasonable chance of
success in effectively dealing with this challenge and create a
sustainable and livable environment is if we all work together towards
developing a common vision for the County. The Gold Coast Section
of the Florida American Planning Association in collaboration with the
Planners Technical Committee and the Miami Dade County Planning
and Zoning Department is hosting a half day symposium to begin a
community based dialogue: "Growing Together ". The purpose of the
symposium is twofold: first to establish a common understanding of

community -based dialogue will form the basis for Miami Dade

Request to address complaint of loitering and allegation of illegal drug activities along
SW 60th Avenue between SW 64th Street & SW 66th Street.
Action Taken:
Immediately following the last City Commission meeting, I directed Police and Public
Works Department to monitor the referenced corridor daily. During the monitoring
process, Public Works submitted a request to Florida Power & Light for the
installation of new streetlights along the corridor. Attached is a report from Jose Olivo
regarding the request to FPL and a copy of FPL's e-mail response. In addition, Public
Works Department's maintenance crew cleaned up the area to include, removal of
trash piles, trimmed trees, and performed night inspection of all street lights. See
attached detailed report from Mr. Rudy de la Torre.
With regards to law enforcement, the Police Department instituted a "Park & Walk"
program for the area, immediately after the last City Commission meeting. This
program is intended to enhance patrol and eliminate loitering at the intersection. We
will continue to monitor the concern and address accordingly.

Subject: Additional Street Lighting in the vicinity of SW 60 "' Ave /SW 64"' Terrace
Date: October 17, 2008
At the request of the City .Manager, the Public Works Department (PWD) inspected the above referenced
area for insufficient street lighting and identified (2) probable locations. for additional street lighting.
Furthermore, the PWD staff has also confirmed that the existing street lights in this area are working
properly. As a result of the inspection, PWD has sent a request to Florida Power & Light (FPL) for
additional street lighting at (2) locations as shown in the attached map. Attached for your information is
the response from FPL. The :Public Works Department will continue to coordinate with .FPL to obtain a
completion date for .installation of the additional street lights.

Request by the City Manager, to address the Commission's concerns in reference to resident Robert
Andrews complaint in the area of SW 60th Avenue between SW 64th Street and SW 66 Street.
• To check for the existence of lighting in the area.
• To check for furniture, barbecue pits or other items in the City right of way, and remove as
needed.
• To check for trash piles or debris in the City's right of way, and remove as needed.
• For Public Works department to monitor the area on a daily basis
Action Taken:
An inspection of the area was completed on October 9, 2008 by the Public Works department, the
following are is a list of findings and actions taken.
• We found the area to be fairly clean and free of trash or debris in the City's right of ways.
• We found one trash pile on a corner empty lot, the pile was removed and No Dumping sings were
installed. See picture bellow.

SUBJECT: Enforcement Effort S.W. 64 Tern & 60 Ave
As you are aware, during the last commission meeting Mr. Robert Andrews complained
about the drug sales as well as open alcohol consumption around the area of 64 Terr.
SW 60 Ave. The complaints are centered on person(s) loitering on the corner and drug
sales. While there was no proof of drug activity, I have personally driven by this location
and observe persons who are known to me Drug Dealer as well as users loitering at that
particular location.
While it's not illegal to stand on the corner, it gives a negative appearance of wrong
doing to a person visiting the area. Effective immediately, all Shift Commanders were
directed to have their officers conduct park & walks at least twice during their shift.
These enhanced patrols shall be documented on worksheets and lineups. I am working
with City Attorney Luis Figueredo in crafting an ordinance to assist us with these
concerns to better improve the quality of life in the area.

• We found that the area in question has 7 existing light poles, all on 60th Avenue between 64th
Street & 66 Street, all 7 are operational. The Public Works department requested 2 additional
lights to FPL for poles that presently do not have lighting fixtures. See pictures bellow.
• The trees around the light poles were trimmed by the Public Works department to remove any
obstruction of light.
• We found a couple of chairs and a damaged basketball pole on the sidewalk, the basketball pole
was removed, the chairs were given back to the residents, and residents were made aware they
could not have furniture on the City's sidewalks.
• The area is been monitored on a daily basis as per the City Managers request. See pictures
bellow.
