PROVIDING FOR AN EFFECTIVE DATE.
Reason /Need: Approval is sought through the attached resolution to issue a Purchase order
to Digital Video System Inc. for furnishing, installation and training of the IT
department employees regarding new audio and visual equipment. The new
equipment is needed in order to more efficiently record and archive chamber
meetings, as well as to provide faster and easier access of meetings for the
community.
Cost:
The new audio and visual equipment will provide audio and visual recording
quality of meetings held in the chamber as well as archiving. With new
cameras and audio equipment, many productive changes will occur that will
help to improve customer service for the city's citizens and employees. We
are recommending Digital Video Systems, Inc., because they are the,lowest
bidder. Attached are the three bids received.

COMPANY PROFILE
Digital Video Systems, Inc. (DVS) evolved from NuPhase Electronics in 1994.
NuPhase was founded in 1975 as a provider of sales, service and engineering of
broadcast/professional audio, video, multimedia, satellite and video conferencing
equipment.
DVS is a company focused on providing the best solutions for our customers. From
selling a single VTR, to integrating systems using "off the shelf' products, or as
complex as designing an entire broadcast studio, Digital Video Systems can deliver
the solution.
Our staff of engineers custom design both software and hardware using the most
effective and reliable tools. CAD capabilities are used extensively and our design
team takes all factors into consideration to avoid unexpected on -site problems and
increased costs. DVS's turnkey packages include full system commissioning,
acceptance testing, CAD drawings, all schematics and complete documentation.
Digital Video Systems provides end -user training to help our customers get the
most out of their investment.
Our headquarters, located in Miami, Florida, provides us with certain strategic
advantages. In addition to our domestic sales throughout the State of Florida,
Digital Video Systems serves the Caribbean, Central and South American markets,
while respecting the individual marketing philosophies and programs of our
vendors.
THE TEAM - MARINE SIDE
JERROLL IL TYSON, President
Jerry graduated from the University of Florida with a degree in Electrical
Engineering. He began his career in the electronics industry at Hi -Fi Associates as
Chief Engineer where he managed the service department, designed systems and
custom circuitry. Jerry also did some interesting work as a Field Engineer for
Chrondek. He designed, installed and serviced the timing and sound systems for
several of the major drag racing strips around the country. Jerry returned to HiFi
Associates for about a year and a half before founding NuPhase Electronics
(originally called Audio Workshop) in 1975. NuPhase name change to Digital
Video Systems in 1999.
In 1975, the company was primarily servicing consumer audio equipment (e.g.,
McIntosh, Otari, Denon, Yamaha). The company then began servicing cruise
ships. The cruise lines asked NuPhase to sell them equipment so the company
would take care of the warranty work. The company in sales. It started with sound
and lighting equipment, then video, satellite systems, closed circuit, multimedia,
video conferencing, video servers. Past history lead to the prominence DVS has
achieved in satellite systems, with the cruise industry.
DINO MARIKOS, Marine Services Director
Dino graduated from New York University Institute of Audio Research. He has a
degree in Audio and Broadcast Engineering. His background includes
management of a radio station in Miami, Florida and operation of his own security
system installation company.
Since joining DVS in 1999, he has helped to establish DVS as a premiere vendor
of satellite systems to the marine industry. His ability to manage a project and
solve the unexpected problems makes him invaluable to DVS and our customers.
RYAN HAY, Field Technician
Ryan received his Associate of Science degree in computer and electronics
engineering technology from ITT Technical Institute. He is experienced in
troubleshooting DC, AC digital and complex circuitry down to the component level.
Ryan is skilled in the use of trouble shooting equipment such as DMM,
Oscilloscopes and Logic Probe using this equipment to verify capacity, resistance,
voltage, and frequency. He has an in -depth knowledge of PC maintenance and
installation of hardware. He is a Professional AV Technician and Installer with over
5 years experience. Ryan is a certified Sea -Tel satellite technician.
STEVEN ISMAEl., Field Technician
Steve is an expert in Electro Mechanics with knowledge of and training in fiber
optic wiring. He has also received training in building and assembling satellites
dishes and domes. He fabricated and designed an 18' plasma frame for Miami -
Dade College ETCOTA Project. He has experience in field termination and is a
cable pull specialist. Steve has supervised numerous satellite installations on
cruise ships and US Naval vessels for DVS.
NEMN ALONSO, Installer
Kevin started with DVS as a part time employee. Because of his capabilities he
became a full -time employee in 2006. His knowledge of satellite installations has
rapidly advanced. Kevin can trouble shoot the system and handle any problems
that may occur on an installation anywhere in the world. He is extremely valuable
to DVS and is a SeaTel Certified Technician.
THE TEAM - LANDSIDE (Partial List)
TONY GONGORA, VP of Engineering
Tony graduated from Florida International University with a degree in Electrical
Engineering. He has been a valuable member of the DVS management team since
1981. He has developed a majority of the innovative engineering solutions and
products at DVS, and is responsible for engineering management. Some of his
innovative hardware solutions at DVS include:
• An RF beeper system for cruise ships
• The Video Valet® interactive television hardware
• The hardware for a digital audio delivery system
• Audio rack systems
• One -way and two -way CATV network systems for cruise ships
JORGE J. NECUZE, VP of Sales & Marketing
Jorge has over 20 years experience in the electronics industry. He studied Digital
and Industrial Electronics at Lindsey Hopkins University graduating in 1978. While
going to school, he worked for several consumer electronics retailers gaining
experience in sales and marketing. In 1982, he joined Brandsmart USA as the
Export Manager. Later, Jorge became Manager of Brandsmart's new Industrial
Video department, which became their most profitable division. In 1988, he helped
start Centennial Video Systems, the professional video division of a local satellite
distributor. Within five years, sales increased in excess of $6 million. In the fall of
1994, Jorge joined the owners of NuPhase Electronics to create Digital Video
Systems.
GREGORY A. WILLIS, Chief Financial Officer
Greg has been a Florida Certified Public Accountant since 1972 and has over 26
years experience in accounting, tax planning /preparation, and business
management. He graduated from the University of South Florida in Tampa with a
major in accounting. Currently, he is a member of the Florida Institute of Certified
Public Accountants and the National Association of Tax Practitioners. Greg began
his professional career as a staff accountant in the Miami office of Peat, Marwick &
Mitchell & Company. In that capacity, he was responsible for supervising and
performing audits of companies in a wide variety of industries. After that, Greg took
a position as a controller for a subsidiary of the Revlon Corporation. Eventually, he
served as controller for the Revlon- Realistic Corporation, based in Cincinnati, Ohio.
Greg returned to Miami as a comptroller for the Deltona Corporation. For the last
18 years, Greg has worked with DVS as an independent certified public
accountant. Recently, he became the chief financial officer for the company,
providing DVS with the financial and accounting background necessary to assist
the company in its future growth.
NIGEL STABLES, VP of Operations
Nigel joined DVS in 2007 and is responsible for managing all aspects of our
engineering department. He comes with a vast array of experience and knowledge
having worked as the Director of Broadcast and Audio Visual services for Carnival
Cruise Lines for the past 18 years.
Nigel was responsible for all of the systems design, engineering and integration for
Video, Audio, Satellite, Lighting and IP networks throughout all of Carnivals fleet of
ships. Some of his accomplishments:
1. Designed the largest AKIRA video wall ever installed on a cruise ship.
2. Installation of theatrical Las Vegas style production shows.
3. Largest LED walls afloat.
4. Installation and design of broadcast and satellite head end systems
and in room facilities.
5. Design and running of post production facilities worldwide.
DVS is fortunate to have him on our team.
MARIA PINEDA, Programmer
Maria has an Engineering Degree in Computer Science from Lisandro Alvarado
University. She is fluent in a wide variety of computer languages and also has
experience in diverse Operating Systems and Hardware Platforms. While in
Venezuela, she worked for Banco Central De Venezuela. Maria was responsible
for maintaining and optimizing all mainframe related communications systems for
the bank. She participated in the analysis, design and implementation of expert
systems for oil drilling in Venezuela.
Maria joined Digital Video Systems in 1998, as MIS Coordinator /Support. She has
received training from AMX and Crestron enabling her to be involved with the
installation of their systems and is a Crestron Certified Programmer. We are very
pleased to have Maria as part of the DVS team. Maria's experience, in
teleconferencing AMX and Crestron, has provided DVS with over 9 years of
system support.
RAFAEL PINEDA, Design Engineer
Rafael earned his degree in Electronics Engineering from Simon Bolivar University.
After graduating, he began his career as the Service Department Manager for the
Sony Broadcast representative in Venezuela. He designed several audio - visual
and post - production centers, and performed a few concert hall installations. From
there, Rafael was the Engineering Manager for the Panasonic Broadcast
representative specializing in the design of component T.V. stations. He then went
on to be a Field Engineer for Centennial Video Systems and expanded his scope
to include Apple Macintosh and Silicon Graphics computers. In 1993, he was
responsible for the design and installation of one of the first component digital post -
production companies in Central America. Rafael joined the DVS team as a Field
Engineer and Systems Designer. He is an active member of the Society of Motion
Picture and Television Engineers.
Gary Patterson - Account Manager
Gary graduated from Florida International University, in 2005, with a degree in
Liberal Studies. While going to school, he worked with consumer electronics
retailers gaining valuable sales knowledge. Since joining DVS in 2006, Gary
focused on local and state government markets, as well as, military and
educational institutions. Some of the clients he is working with include Miami -Dade
College, Daytona Beach Community College, U.S. Southern Command and
Homestead Air Force Base.
PAUL M. WAREHAM, Sales Engineer
Paul comes to DVS with over 30 years of Broadcast and Audio Visual experience.
Starting out with a family owned Audio Visual Company, he eventually found his
expertise in Broadcast and Professional Video Sales, which lead him to the
manufacturing side of this industry. Paul spent fourteen years, as a District Sales
Manager, with Panasonic Broadcast and Television Systems Company, covering
the State of Florida. He grew his territory to be the number one territory in only two
years. Paul brings many years of experience to DVS. We are happy to have him
on our staff.
CHIP BOWDEN, Account Manager
Chip Bowden earned a Bachelor of Science degree from Nova Southeastern
University in Fort Lauderdale, FL in 1995. During his tenure at NSU, he served as
Assistant to the Director of the University's Center for Media and Technology. I
that role, he gained extensive experience in distance learning technologies, video
teleconferencing and audio /visual systems. From 1996 until the present, Chip has
held operational and regional sales positions with equipment manufacturers and
systems integration companies including TANDBERG and his current role as
Account Manager with Digital Video Systems (DVS).
CARLOS GARCIA, Account Manager
Carlos has over 20 years experience in the broadcasting & radio communications
industry. As part of the sales team of Panasonic Latin America, he introduced the
Panasonic ENG & EFP video production format family DVCPRO / DVCPR050
throughout Latin America. After leaving Panasonic, he was responsible for the
sales in Panama of the following:
• Several AM Transmitters
• The first digital studio control room in Panama with Thomson Multimedia
Production Switchers
• Pinnacle Systems Character Generators and Miranda A/D converters
• AV production centers with NonLinear Editing Suites for private and
governmental customers
• A Broadcast Terrestrial Microwave Remote Center with terrestrial microwave
transmission equipment in OB Trucks.
Carlos holds an engineering degree in Radio Communications. His experience
and product knowledge is a valuable addition to the DVS sales team.
ANDREW SIMMONS, AV Engineer
Andrew has over 12 years experience in installation and integration of audio /video
systems and professional lighting. His background includes building rack mounted
audio /video systems, installation of projectors, projection screens, plasma screens
and televisions. Andrew has worked extensively with Creston and AMX control
systems. He is capable of trouble shooting both designs and systems as well as
managing an on -site team of technicians so that each project comes to a
successful conclusion.

Digital Video Systems and Miami Dade College have worked together to provide
students of South Florida with unprecedented classroom multimedia technology.
Besides design and systems integrations in South Campus, Medical Campus and
North Campus, DVS designed and performed AV integration of the Down Town
Campus ECOTA building. This project included multimedia systems in over 18
classrooms, one auditorium and main lobby area. The integration included
Crestron systems throughout. Econtrol. Sony EVID series camera were integrated
into each classroom for recording of lectures. DVS designed and successfully won
the bidding on this project. Bidders included all major A/V Systems Integrators in
Florida.

support to many departments within the University of Miami school system. The
UM School of Business has relied on our extensive expertise in multimedia

camera technology along with Polycom teleconferencing equipment was used in
several classrooms. This provided FIU with distance learning capability along with

Digital Video Systems won the bid to provide a turnkey broadcast system for the
then new American Airlines Arena. DVS provided exceptional equipment and
systems integration service on a fast track installation schedule. The Miami Heat
Arena suffered a massive fire early in the construction phase, this created major
delays in the completion of the arena for the New Year 2000 grand opening. Given
delays in general contractor schedule and delays in change of consultants and
eventual system design changes, DVS completed this project ahead of schedule
and within budget. Years after the sales and successful integration, DVS
continues to support the Arena.
THE HOLLAND PROJECT
Holland America Lines chose Digital Video Systems, Inc to design and integrate a
new broadcast studio and satellite system for their entire fleet of S & R and Vista
class ships.
This multi - million dollar project .was placed in the capable hands of Mr. Rafael
Pineda, DVS' Senior Systems Engineer to design and manage the installation of
the broadcast studios and Mr. Jerry Tyson, DVS' President and lead engineer for
the tracking satellite system. Together with other engineers and technicians from
our engineering department and other company resources, they have managed to
pull off a very large and complex project without problems and on time.
The design for the broadcast studio called for new and innovative ideas never
before used on a cruise ship studio. With the support of some of the industry's best
manufacturers and our engineering expertise, DVS came up with a system that is
now the envy of the cruise industry.

they have done for us here at the University of Miami. We have been working
closely with them for about 10 years. I have established relationships with all the
techs as well as the management and sales team. They seem to have a great
grasp on audio visual needs for academic scenarios. They have proven to be a
valuable resource for us here at The University of Miami in keeping our classrooms
equipped with the latest in classroom technology.
Our latest project with Digital Video Systems involved renovating 25 classrooms in
2 different buildings. We contracted about 1.2 million dollars in audio visual
equipment and installation entirely through Digital Video Systems this past
summer. We are elated with the results and our students and faculty are indeed
impressed. We are contracting them to renovate 42 more classrooms next
summer. I, as well as my superiors, have complete confidence in Digital Video
Systems and have relied on them to complete large tasks in small timeframes.
Renovating classrooms is very difficult at a busy university because classes are in
use nearly year round. Digital Video System works around normal hours to
complete the projects in a timely manner. No other company that I have worked
with would have had the manpower or resources to complete our classroom
projects to my satisfaction. I highly recommend them for any audio visual project.
